TESTIMONY of RANDY MOORE, REGIONAL FORESTER PACIFIC SOUTHWEST REGION UNITED STATES DEPARTMENT OF AGRICULTURE—FOREST SERVICE BEFORE THE UNITED STATES HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT AND REFORM—SUBCOMMITTEE ON ENVIRONMENT August 20, 2019 Concerning WILDFIRE RESPONSE AND RECOVERY EFFORTS IN CALIFORNIA Chairman Rouda, Ranking Member and Members of the Subcommittee, thank you for the opportunity to appear before you today to discuss wildfire response and recovery efforts in California. My testimony today will focus on the 2017-2018 fire seasons, as well as the forecasted 2019 wildfire activity this summer and fall. I will also provide an overview of the Forest Service’s wildfire mitigation strategies, including ways the Forest Service is working with its many partners to improve forest conditions and help communities prepare for wildfire. 2017 AND 2018 WILDIRES AND RELATED RECOVERY EFFORTS In the past two years, California has experienced the deadliest and most destructive wildfires in its recorded history. More than 17,000 wildfires burned over three million acres across all land ownerships, which is almost three percent of California’s land mass. These fires tragically killed 146 people, burned down tens of thousands of homes and businesses and destroyed billions of dollars of property and infrastructure. In California alone, the Forest Service spent $860 million on fire suppression in 2017 and 2018. In 2017, wind-driven fires in Napa and neighboring counties in Northern California tragically claimed more than 40 lives, burned over 245,000 acres, destroyed approximately 8,900 structures and had over 11,000 firefighters assigned. In Southern California, the Thomas Fire burned over 280,000 acres, destroying over 1,000 structures and forced approximately 100,000 people to evacuate. -

Childs Bureau of Business and Economic Research College of Business and Economics West Virginia University June 2005 This report was funded by a grant from the West Virginia Division of Forestry using funds received from the USDA Forest Service Economic Action Program. Executive Summary West Virginia, dominated by hardwood forests, is the third most heavily forested state in the nation. West Virginia’s forests are increasing in volume and maturing, with 70 percent of timberland in the largest diameter size class. The wood products industry has been an engine of growth during the last 25 years when other major goods-producing industries were declining in the state. West Virginia’s has the resources and is poised for even more growth in the future. The economic impact of the wood products industry in West Virginia exceeds $4 billion dollars annually. While this impact is large, it is not the only impact on the state from West Virginia’s forests. Other forest-based activities generate billions of dollars of additional impacts. These activities include wildlife-associated recreation (hunting, fishing, wildlife watching), forest-related recreation (hiking, biking, sightseeing, etc.), and the gathering and selling of specialty forest products (ginseng, Christmas trees, nurseries, mushrooms, nuts, berries, etc.). West Virginia’s forests also provide millions of dollars of benefits in improved air and water quality along with improved quality of life for West Virginia residents. There is no doubt that West Virginia’s forests are a critical link to West Virginia’s future. -

Keeton and Sarah M. Crow1 Abstract. International criteria for sustainable forest management (SFM) in temperate and boreal forests share a number of themes in common, as evidenced by similarities between the Montreal and Helsinki Processes. But translating these into meaningful implementation practices that differ from past approaches has been challenging in the Carpathian Mountain region of Eastern Europe. In this paper we explore contemporary science, emerging models, and innovative practices that offer guidance on implementing SFM criteria, with a focus on three criteria: 1) conservation of biological diversity, 2) maintenance of water resources, and 3) contribution to global carbon cycles. Particular reference is made to SFM options for the Carpathian Mountain region of Ukraine. The contribution of SFM to biodiversity conservation depends first on the establishment of fully representative reserve systems. On managed forestlands surrounding reserves, shifting stand age class distributions closer to the historic range of variability and recently developed silvicultural practices, such as disturbance based forestry, will help maintain ecological connectivity, landscape heterogeneity, and stand structural complexity. Strategically placed restoration of native species composition in areas dominated by spruce plantations will both enhance forest health and play an important role in biodiversity conservation. Conservation of aquatic resources is also significant concern in the Carpathian Mountain region. Broader use of contemporary watershed management approaches is recommended, including delineation of riparian buffers, riparian forest restoration, and ecologically informed forest road management. -

Dated the 7th December, 1988. RESOLUTION National Forest Policy, 1988 1. PREAMBLE 1.1. In Resolution No.13/52/F, dated the 12th May, 1952, the Government of India in the erstwhile Ministry of Food and Agriculture enunciated a Forest Policy to be followed in the management of State Forests in the country. However, over the years,* forests in the country have suffered serious depletion. This is attributable to relentless pressures arising from ever-increasing demand for fuel- wood, fodder and timber; inadequacy of protection measures; diversion of forest lands to non-forest uses without ensuring compensatory afforestation and essential environmental safeguards; and the tendency to look upon forests as revenue earning resource. The need to review the situation and to evolve, for the future, a new strategy of forest conservation has become imperative. Conservation includes preservation, maintenance, sustainable utilisation, restoration, and enhancement of the natural environment. It has thus become necessary to review and revise the National Forest Policy. 2.
