National Historic Landmark (NHL) & State Historic Site

Olana Resource Information | The Olana National Historic Landmark (NHL) and Olana State Historic Site are overlapping resources, but do not share the same designated boundary. Both areas encompass the 250-acre former estate of Fredric Edwin Church. Church is known as a prominent landscape painter in the School movement and was heavily interested in the visual aspects and landscape characteristics of the Hudson Valley. The main house and its windows are notably sited to frame views of the surrounding region, the Hudson River Valley, and the Catskill mountains including Mount Merino, Blue Hill, and Becraft Mountain. The Olana estate continues to maintain numerous historic structures and is considered one the few intact artist home-, studio- and estate complexes in the United States. Olana | Ridge Road Trail The Olana NHL, at its closest point, is 4.8 miles from the proposed Facility while the Olana State Historic Site is 4.2 miles away. Viewshed Analysis | Potential Facility visibility from this site is limited to three forest clearings, all more than 400 feet north of the main residence. The only area of visibility with potential to overlap areas of Olana utilized by the tourist user group is a small portion of the Ridge Road Carriage Road which allows for foot traffic only (Please seeAppendix D sheet 53 of 76 for a visual simulation from this location). Field Analysis | Field review consisted of an analysis of the entire Olana site, with a focus on Olana | Amenities along trail network the areas of potential visibility highlighted in the viewshed analysis. Views toward the Facility Sie are not available from the parking area, the new accessible/bus drop-off area or the main home itself. As the viewshed analysis illustrated, potential views of the proposed Facility are only available from limited areas along the trail network located on the north side of the property. During field review the weather did have a slight haze at the horizon that obscured clear long-distance views. However, the Athens Generating Plant and associated transmission structures were readily visible, along with the white flashing lights associated with the tall transmission structures that span the Hudson River (Please see Appendix 24-J, sheet 3 for a line-of-sight section with further information about this site). Due to the distance at which the Facility would be viewed, and the existing human intrusions in the view, the experience and Olana | Main residence, front view enjoyment of the Olana Site as a whole will not be impacted by the installation of the Facility.

National Historic Sites Listed on the National Registry of Historic Places (NRHP)

Flint Mine Hill Archaeological District Resource Information | The proposed Facility is located partially within the NRHP-listed Flint Mine Hill Archaeological District. This historic district is significant because of the pre-contact Native American archaeological sites that have been identified in this area. The significance of these sites derives primarily from the information that they provide about Native American history and archaeology and not specifically derived from the visual setting associated with the Flint Mine Archaeological District archaeological sites. Therefore a further analysis was not completed. See Exhibit 20 for more information on this specific resource.

Flint Mine Solar Towns of Coxsackie and Athens, Greene County, Article 10 Application Case No. 18-F-0087 | Appendix 24-I: Visually Sensitive Resource Analysis Sheet 1 of 15 Properties of Historic Significance(cont.) More-Howland Estate Resource Information | The Moore-Howland Estate is a private residence listed on the National Register of Historic Places (NRHP) for its architectural significance.This property is not listed for scenic significance and the heavily forest property is unlikely to have much outward visibility. At its closest point, this resource is 4.1 miles from the proposed Facility. Potential visibility limited to such an extent, at such a distance is likely to render facility components indistinguishable from other distant development along the horizon. Viewshed Analysis | Viewshed analysis indicates that potential Facility visibility is limited to small single grid cell points along the northern property line. The location of these small Moore Howland Estate | Entrance drive areas of potential visibility and the private status of the site suggest that the resource will not experience any impact from the Project, and no further analysis was required.

Viewshed Analysis | Of those seven subunits only one, CO-6is indicated as having the potential for visibility of the proposed Facility. This area of visibility is located at the Olana NHL/Olana State Historic Site and is described in the Properties of Historic Significance section of this Appendix. Field Analysis | Please see the field analysis of the Olana NHL/Olana State Historic Site as described in the Properties of Historic Significance section of thisAppendix.

Columbia-Greene North SASS Columbia-Greene North | Greenport Resource Information | The Columbia-Greene North SASS contains 40 subunits, 32 of which Conservation Area, Orange Trail fall within the VSA, at its closest point this SASS is 1.8 miles from the proposed Facility. Visibility Analysis | Three of the Columbia-Greene North SASS subunits are indicated as having the potential for Facility visibility; CGN-10, CGN-22, and CGN-28. The NY Route 385 State Scenic Byway makes up the western boundary of CGN-10, and the area of potential visibility within the subunit is as described for the byway above. CGN-22 is located in the northeast portion of the VSA just under 3 miles from the proposed Facility. Pockets of potential visibility in this subunit are located along the edge of open agricultural fields off of Sharptown Road in the Town of Stuyvesant. Potential visibility within CGN-28 exists in centralized Columbia-Greene North | Harrier Hill Park, areas near Harrier Hill Park conservation area, Stockport Wildlife Management Area, Pavilion and within the Hamlet of Lorenz Park. Potential visibility within CGN-28 is discussed below in relation to these identified resources. Field Analysis | Despite the pockets of potential Facility visibility indicated by the viewshed analysis, it is anticipated that distance to the Facility, dark background vegetation, and intervening screening will make it difficult to distinguish the proposed Facility from other types of development already present in the view. Maurice D. Hinchey Hudson River Valley National Heritage Area Resource Information | The Maurice D. Hinchey Hudson River Valley National Heritage Area, known commonly as the Hudson River Valley NHA was designated by congress in 1996. This NHA covers a 10 county region, including all of Columbia and Greene Counties, thus covering the entirety of the VSA. However, the visibility discussion throughout this document provides a general representation of the variety of anticipated views across multiple locations from within this resource. Aerial of Facility Site | Facing south State Wildlife Management Area (WMA)

Stockport Wildlife Management Area Resource Information | Stockport Wildlife Management Area (WMA) is a 35-acre site designated to support wildlife management, wildlife habitat management, and wildlife- dependent recreation. Featured activities at this WMA include hiking, hunting and trapping, fishing, and wildlife watching. The Stockport WMA is located 3.3 miles from the Facility Site at its closest point. Viewshed Analysis | Two pockets of potential visibility were identified in sections of open fields where foreground screening from vegetation does not exist. However, the distance to Stockport WMA | Identification sign the Facility, combined with the middle ground topography and the background vegetation, will make it difficult to distinguish Facility components from other distant development. This is demonstrated by the wire frame rendering provided for Viewpoint 52 (see Appendix 24-F) in an area of potential visibility shared with the Harrier Hill Park. The second pocket of visibility, located to the east and slightly further from the Facility, is anticipated to have a similar view. Field Analysis | Access to the Stockport WMA is available from the Stockport-Greenport Trail and Harrier Hill Park. Both of these options provide foreground views into the WMA and background views across the Hudson Valley. Facility visibility will not interrupt these views or otherwise affect user enjoyment of the WMA.

Trails

Stockport-Greenport Trail and Harrier Hill Park Trail Resource Information | The Stockport-Greenport Trail and Harrier Hill Park Trail are separate connecting trails managed independently by local conservation organizations. Stockport-Greenport Trail originates on the Greenport Conservation Area which is owned and managed by the Columbia Land Conservancy. The trail then connects through the Stockport WMA to Harrier Hill Park and the Harrier Hill Park Trail. Harrier Hill Park and trail are owned and managed by Scenic Hudson. Viewshed Analysis | Potential Facility visibility is indicated at the connection of Harrier Park trail and the Stockport-Greenport Trail and continues into Harrier Hill Park. Facility visibility at Stockport-Greenport Trail | Stream this location is also discussed in relation to the Stockport WMA above and Harrier Hill Park crossing below. Field Analysis | Exploring the trail takes one along wooded streams and through open lowland habitat. Because of the distance to the Facility and surrounding topography any potential Facility views will be hard to discern and will not impact the user.

Stockport-Greenport Trail | View of the Catskill Mountains across the Hudson Valley Olana State Historic Site Trails Resource Information | The Olana State Historic Site Trails are Designated Greenway Trails under the Hudson River Valley Greenway Trail Program. Trails in this program are developed with the intent of providing access to, and connecting, cultural and scenic resources throughout the Hudson River Valley. Viewshed Analysis | The Olana State Historic Site Trails includes the broader trail network at the Olana State Historic Site and includes the Ridge Road Carriage Road where the potential for Facility visibility has been identified. This is the only area of visibility anticipated to be easily accessible to Olana users. However, the distance to the Facility Site, with vegetation intervening in the foreground, will significantly obscure actual views.A visual simulation from Olana Trails | Guide to Olana site map Viewpoint 42 illustrates this anticipated view from one of Olana’s planned viewing locations. Field Analysis | Building on the narrative regarding Olana above, the majority of the trail network is located to the south of the main residence where intervening topography completely blocks any views toward the Hudson Valley and the Facility Site. The trails on the north slope of the property traverse in and out of forested areas with limited open views. (Please see Appendix X sheet X of X for a line-of-sight section with further information about this site).

Owned and operated by Scenic Hudson, Inc. this park is set on a ridgeline providing views across the Hudson Valley. Vierwshed Analysis | The area of potential Facility visibility at Harrier Hill Park is shared with portions of Stockport WMA, the Stockport-Greenport Trail, and Harrier Hill Park Trail, as described previously. While this area of potential visibility sits on a ridgeline where distant background views of the Facility may be available, it is anticipated that distance and Harrier Hill Park | Informational trail map intervening vegetation in the foreground will make it difficult to distinguish the Facility from other types of development/land use within the landscape. The wireframe rendering developed for Viewpoint 52, located in Harrier Hill Park, demonstrates where the Facility would be located in the landscape in views from this distance and direction. Field Analysis | This field visit revealed a lack of open views toward the Facility Site from the newly created parking lot or the newly installed information kiosk at the trailhead to the Stockport-Greenport Trail (discussed above). The park takes full advantage of the ridgeline and has placed a pavilion at the height of land. This allows for foreground views of the grassland habitat, middle ground views of the Hudson River, and background views of the Catskills. Two state routes, one U.S. route and one Interstate Highway within the VSA have potential views of the proposed Facility.

Interstate Route 87 Resource Information | Interstate Route 87 (the NYS Thruway) receives the highest use of any highway in the VSA. For additional information on Interstate 87 please see Section (a)(1) (ii) for a description and Figure 24.3 for additional photographs. Viewshed Analysis | The viewshed analysis shows an approximately 0.3 mile stretch of potential Facility visibility along Interstate 87 south of the hamlet of Climax to the old County Route 9 (Plank Road) bridge area, approximately 1.5 miles from the Facility Site at its closest point. Interstate 87 | Exit 21 Coxsackie Ravena Field Analysis | Driving this section of the Interstate, the western side of the corridor is a tall toll booth rock cliff face and the east side, looking toward the Facility Site, is lined with mature trees over the full length of this section, with few breaks in the vegetation. It is through these small openings that potential Facility visibility may occur. Traveling at the speed limit of the roadway makes perception of these views extremely unlikely.

State Route 385 Resource Information | For additional information on State Route 385 including viewshed and field analysis, please see the discussion of Scenic Byways (Sheet 2) of this appendix.

State Route 81 Resource Information | State Route 81 heads west out of the hamlet of West Coxsackie, crosses Interstate Route 87 and proceeds into the Catskill foothills. This road has the lowest average daily use of the four major highways with potential Facility visibility. Viewshed Analysis | The viewshed analysis included inconsequential pixels that represented State Route 385 | View of the Catskills areas too small for potential visibility through the dense tree canopy. Based on these results, further review of this resource was not conducted.

U.S. Route 9W Resource Information | U.S Route 9W traverses the center of the VSA from north to south directly through the Facility Site. After Interstate Route 87, Route 9W has the highest average number of travelers per day. Viewshed Analysis | The viewshed analysis shows that areas along U.S. Route 9W where the Facility will have visibility occur entirely within the Facility Site where the proposed Facility is located directly adjacent to the roadway. Field Analysis | Driving U.S. Route 9W, long-distance views are only available directly down the road corridor. Visibility of the adjacent successional fields that will host the proposed panel U.S. Route 9W | View looking north from arrays is apparent. However, those views will be intermittent and of short duration. More intersection with Schoharie Turnpike distant panel arrays will be well screened from Route 9W by intervening vegetation and/or topography.

Cities, Villages, and Hamlets Village of Coxsackie | Reed Street Com- Village of Coxsackie mercial area Resource Information | The Village of Coxsackie, with a population of 2,685, is located approximately 1mile northeast of the proposed Facility Site. Viewshed Analysis | The Village’s southern boundary bisects the same portion of hilled topography as State Route 365, where intermittent visibility is indicated by the viewshed analysis. The most northern portion of this potential visibility cross into the Village. Field Analysis | Despite its relative proximity, topography and intermittent vegetation will effectively screen the Village from views of the proposed Facility. Village of Coxsackie | View from SR 385 intersection with Sunset Blvd.

Hamlet of Lorenz Park Resource Information | The hamlet of Lorenz Park is located approximately 4.1 miles southeast of the proposed Facility Site. While New York State does not legally define hamlets, they are considered named population centers within a town, but outside a village or city. Viewshed Analysis | Potential Facility visibility within the hamlet of Lorenz Park was determined by evaluating a 1,000 foot area surrounding the point identified by NewYork State as the hamlet of Lorenz Park. north of the City of Hudson. Potential visibility in this area was indicated on the western edge of of the hamlet in two areas characterized by open fields and residential yards lacking vegetative cover. Schoharie Turnpike | Northwest of U.S. 9W

Schoharie Turnpike Resource Information | Through outreach to local and regional stakeholders conducted as part of this study, 27 resources of local significance were identified. Of these resources, only one, the Schoharie Turnpike, was found to have potential Facility visibility. The Schoharie Turnpike within the VSA stretches northwesterly from the Village of Athens, past the southern boundary of the Facility Site, to the western edge of the VSA.

Viewshed Analysis | While there will likely be visibility in proximity to the Facility Site, the Schoharie Turnpike | Northwest of U.S. 9W majority of this visibility is anticipated to be contained within an area just over a half mile in length. Based on the viewshed analysis, visibility beyond this half mile occurs in very small, intermittent pockets to the east of the Facility Site. These views are anticipated to be obscured by vegetative screening. Field Analysis | The section of Schoharie Turnpike that traverses the VSA goes through a number identified LSZs including the Suburban Residential, Valley Flats, Valley Hills, Suburban Commercial and Catskill Foothills. Because the Turnpike crosses a number of LSZs the adjacent landscape character and availability of open or long distance views, changes consistently as one drives through the VSA. The Facility will really only be noticeable from Schoharie Turnpike | Intersection with (1) just northwest of the intersection with U.S. Route 9W (see Appendix D, Viewpoint 59), (2) U.S. 9W crossing under the existing transmission corridor (see Appendix D, Viewpoint 64), and (3) the railroad corridor. Field analysis also revealed that the area where the Facility will be most visible is a stretch with limited residential development or VSRs.
