Visually Sensitive Resources | Viewshed Analysis Resources with Potential Visibility Properties of Historic Significance National Historic Landmark (NHL) & State Historic Site Olana Resource Information | The Olana National Historic Landmark (NHL) and Olana State Historic Site are overlapping resources, but do not share the same designated boundary. Both areas encompass the 250-acre former estate of Fredric Edwin Church. Church is known as a prominent landscape painter in the Hudson River School movement and was heavily interested in the visual aspects and landscape characteristics of the Hudson Valley. The main house and its windows are notably sited to frame views of the surrounding region, the Hudson River Valley, and the Catskill mountains including Mount Merino, Blue Hill, and Becraft Mountain. The Olana estate continues to maintain numerous historic structures and is considered one the few intact artist home-, studio- and estate complexes in the United States. Olana | Ridge Road Trail The Olana NHL, at its closest point, is 4.8 miles from the proposed Facility while the Olana State Historic Site is 4.2 miles away. Viewshed Analysis | Potential Facility visibility from this site is limited to three forest clearings, all more than 400 feet north of the main residence. The only area of visibility with potential to overlap areas of Olana utilized by the tourist user group is a small portion of the Ridge Road Carriage Road which allows for foot traffic only (Please seeAppendix D sheet 53 of 76 for a visual simulation from this location). Field Analysis | Field review consisted of an analysis of the entire Olana site, with a focus on Olana | Amenities along trail network the areas of potential visibility highlighted in the viewshed analysis. Views toward the Facility Sie are not available from the parking area, the new accessible/bus drop-off area or the main home itself. As the viewshed analysis illustrated, potential views of the proposed Facility are only available from limited areas along the trail network located on the north side of the property. During field review the weather did have a slight haze at the horizon that obscured clear long-distance views. However, the Athens Generating Plant and associated transmission structures were readily visible, along with the white flashing lights associated with the tall transmission structures that span the Hudson River (Please see Appendix 24-J, sheet 3 for a line-of-sight section with further information about this site). Due to the distance at which the Facility would be viewed, and the existing human intrusions in the view, the experience and Olana | Main residence, front view enjoyment of the Olana Site as a whole will not be impacted by the installation of the Facility. National Historic Sites Listed on the National Registry of Historic Places (NRHP) Flint Mine Hill Archaeological District Resource Information | The proposed Facility is located partially within the NRHP-listed Flint Mine Hill Archaeological District. This historic district is significant because of the pre-contact Native American archaeological sites that have been identified in this area. The significance of these sites derives primarily from the information that they provide about Native American history and archaeology and not specifically derived from the visual setting associated with the Flint Mine Archaeological District archaeological sites. Therefore a further analysis was not completed. See Exhibit 20 for more information on this specific resource. More-Howland Estate Resource Information | The Moore-Howland Estate is a private residence listed on the National Register of Historic Places (NRHP) for its architectural significance.This property is not listed for scenic significance and the heavily forest property is unlikely to have much outward visibility. At its closest point, this resource is 4.1 miles from the proposed Facility. Potential visibility limited to such an extent, at such a distance is likely to render facility components indistinguishable from other distant development along the horizon. Viewshed Analysis | Viewshed analysis indicates that potential Facility visibility is limited to small single grid cell points along the northern property line. The location of these small Moore Howland Estate | Entrance drive areas of potential visibility and the private status of the site suggest that the resource will not experience any impact from the Project, and no further analysis was required.
