a note from the director...

Established in 2003 as a merger of departments Urban Aff airs & Planning (UAP) and the Center for Public Administra on & Policy (CPAP) and the forma on of a third program, Government & Inter- na onal Aff airs (GIA), SPIA has become a university leader in inter- John Randolph disciplinary professional social science educa on. The School off ers two undergraduate, three masters, and two Ph.D. degrees; has headcount enrollment of 557 students; and has the largest resident academic program in the Na onal Capital Region with twelve tenure-track faculty in residence.

Since its founding SPIA has been a “factory of excellence,” with signifi cant contribu ons to discovery, learning, and engagement. • Each year SPIA’s 32 tenure-track faculty produce 5-10 books, 25-30 book chap- ters, 55-60 refereed ar cles, 90-100 presenta ons, and about $2 million in sponsored projects (see research produc vity table). Faculty have an interna- onal reputa on demonstrated by many honors and awards and invited keynote addresses and other presenta ons across the country and around the world (see table on awards and honors in 2010-11). • SPIA graduates more than 50% of the College’s masters degrees and more than 90% of its Ph.D.’s. Total enrollment has increased by 30% in the last fi ve years, led by undergrad enrollment growth of 76% from 2007 to 2011; masters and Ph.D. enrollment has increased 11% and 28% respec vely since 2006 (see instruc on data tables). SPIA con nues to develop new ini a ves, such as the successful CPAP Local Government Management Graduate Cer fi cate program, spia annual report 2010-2011 the summer European Study Abroad, pending MOUs with European universi es (Kent and Bern), and revival of SPIA’s fl agship undergraduate enrichment pro- gram, the Washington Semester. • SPIA provides strong service to the university, the community, and the world. Its accredited professional programs require engagement outside the university since “the community is the laboratory” for urban planning, public administra- on, public policy, and interna onal aff airs. The School has strong collabora ons with the Offi ce of Economic Development; the Offi ce of Interna onal Research, Educa on and Development; the Offi ce of Energy & Sustainability, and many academic departments. Prominent University offi cials, such as Charles Steger, Jim Bohland, Erv Blythe, and Paul Knox, have their roots in SPIA programs.

Like many departments, SPIA has maintained in the face of budget cuts but only with the diligence and hard work of its faculty. While enrollments have increased drama cally, faculty, staff , and fi nancial resources have shrunk. Some faculty departures over the past fi ve years have been replaced by excellent young faculty, but others remain unfi lled. We fear a ri on of faculty, quality graduate students, and our capacity for new ini a ves if we do not recover faculty and resources lost.

We are developing a plan for advancement which we hope to achieve with the assis- tance of the College and the University. Broad elements of that plan include raising the research and educa onal profi les of the individual programs and the School na onally and interna onally, moving our top-20 accredited programs up to the top 10, strength- ening the capacity for interdisciplinary research and teaching, a rac ng and retaining outstanding junior faculty across the School by fostering ongoing opportuni es for fac- ulty research and development, and con nuously advancing our pedagogy and research opportuni es for part me and full me students pursuing professional and academic careers.

Central to accomplishing our plans will be securing crucial and urgently needed resourc- es. Specifi cally: • Filling vacated faculty posi ons with a hiring plan for six faculty for fall 2012. • Securing fi ve addi onal SPIA faculty posi ons requested by the Dean and SPIA’s Academic Budget Development Resource Request. • Establishing program and SPIA Advisory Boards to enhance professional and alumni rela ons and strengthen our programs. • Work with friends of SPIA, including Minnis Ridenour and some prominent do- nors, to a ract private funds to name the school and establish endowed pro- grams and professorships.

• ContribuƟ ons to University Diversity Mission: In addi on to a range of research work conducted by faculty on research ini a ves (e.g., research on low-income inner city minority popula ons) and integra ng diversity issues into undergraduate and graduate courses (e.g., urban public issues, racial segrega on, aff ordable housing, and community development), UAP developed a Diversity Speakers Series organized by Derek Hyra in 2010-11 that brought in six speakers to its Blacksburg and Alexan- dira campuses to speak on various aspects of diversity and their implica ons for the urban planning fi eld.

• ContribuƟ ons to University Outreach Mission: Much of the research and teaching within SPIA uses the community as the laboratory which is important for its profes- sional programs in planning and public aff airs. Service learning is an integral com- ponent of many classes, contribu ng to students’ professional educa on, serving the community, and o en engaged in conjunc on with funded projects. Examples of this integra on include the Eco-City studio for the City of Alexandria, planning studio for Tinner Hill community in Falls Church, environmental planning studios for the Blacksburg Climate Ac on Plan, and senior seminars for projects in the New River Valley and Middle Peninsula Planning Districts. In addi on, CPAP’s Local Government Management program has fl ourished in its second year, providing graduate educa- on to local government offi cials across the state to educate the next genera on of municipal government offi cials.
