Manager’s Notes To: Mayor and City Council Members From: Paul G. Grimes, City Manager CC: Department Directors Date: March 12, 2021 ADMINISTRATION: Mask Mandate: With the Governor’s lifting of his order mandating masks, the action leaves it up to individual companies and organizations to adopt policies deemed appropriate. The City will continue to require employees to wear masks when conducting business indoors or with customer interactions. We will not require customers to wear masks, although we do express our appreciation if they do so. In discussing this matter among other cities, school districts, and the business community, this policy is very similar to what the others are doing at this time. Restoration of Normal City Operations: Staff will be progressing to “Step 3” of the 4-step restoration program for resuming normal city operations. This will take effect April 5th. Essentially, business travel is permitted with limits, and remote work is by exception (versus ‘encouraged’ in the previous step. Please see the attached graphic that represents these steps toward normal operations. Crime Stat Rankings: McKinney is Number 1 in the rankings for Overall low crime rate (combined violent crimes and property crimes). We are number 1 in property crimes and number 7 in violent crimes giving us a number 1 overall ranking. Citation and explanations are at the bottom of the sheet (attached). [This information is being shared, as it was requested by a member of the city council]. Many articles are written on “safe cities,” and many different metrics are used. Our figures look only at the crime rate, not parks, walkability, women’s programs/shelters, schools, or the like which are found in other ranking systems. McKinney Development Committee: Please see attached for the updated McKinney Development Committee Roster. This group will continue to meet quarterly, with the next meeting tentatively planned for mid April. East McKinney Project Overview Meeting: The City of McKinney will be hosting an East McKinney Redevelopment & Preservation Project Overview Meeting on March 18th from 5:00 pm to 7:00 pm in Old Settler’s Park. This meeting will be an open house format, with a brief presentation at 5:15 and 6:15 and information and engagement stations where citizens can ask questions and provide feedback on the following topics: • Streets • Parks • Redevelopment • Neighborhoods and Housing • Arts, Culture and Festivals Manager’s Notes – 3/12/2021 Page 2 The meeting is being held outside in Old Settler’s Park to allow for social distancing. Covid-19 safety practices will be followed. More information on the East McKinney Redevelopment & Preservation efforts can be found at www.mckinneytexas.org/eastside. Byron Nelson Golf Outing: We have less than 60 days until the first Byron Nelson PGA event in McKinney and Collin County. Staff will be reaching out to you very soon to obtain your preferences for dates to attend the event and represent the City. Financial Info on Assessed Valuation: A member of the council requested certain A/V information for FY16, FY20, and FY21. A copy of that information is available upon request. Total A/V in FY16 was $16.2B, $24.6B in FY20, and $25.9B for FY21. Please note that the Interactive Development Snapshot Portal works best in the following browsers: Google Chrome, Mozilla Firefox, Apple Safari, or Microsoft Edge. • Items to note in February: A) A permit was issued for a warehouse expansion of Blue Mountain Equipment. The 82,200 square foot expansion nearly doubles the size of the existing 100,000 square foot building located approximately 1,100 feet south of Industrial Boulevard and along the west side of Airport Dr. The total valuation for the project is $6.4 million. B) New commercial permit issuance remains slower than at the start of 2020. 8 new commercial permits have been issued through February of 2021 with a total valuation of $16.1 million. In comparison, there were a total of 16 new commercial permits issued over the same time period in 2020 with a total valuation of $94.5 million. C) Single Family Residential permit activity continues to keep pace with permit numbers from February of 2020. Last month, 131 single family permits were issued with a total valuation of $39 million. In comparison, there were a total of 125 single family permits issued in February of 2020, with a total valuation of $41.6 million. Cumulatively through February of 2021, 309 new single family permits have been issued with a total valuation of $87.8 million compared to a total of 303 new single family permits issued through February of 2020 with a total valuation of $98.1 million. The forum includes municipality program administrators providing overview of how the CARES Act funds were allocated to support community needs in 2020. A representative from the Communities Foundation of Texas will highlight some of the Collin County Economic Opportunity assessment information to help set the stage for this panel, as well as sharing unique demographic changes and social, economic, and racial disparities in Collin County. • The Board of Directors of the McKinney Housing Authority are scheduled to host a joint meeting with McKinney City Council on March 30, 2021 at 5:30 PM, providing planning and strategy updates on MHA development projects and activities. • The 2021-2022 Consolidated Grants Application Process for Community Development Block Grant (CDBG) and Community Support Grant (CSG) is now open Program assistance available through April 8. Applications are due April 9 at 11:59 p.m. Housing & Community Development | McKinney, TX - Official Website (mckinneytexas.org) The Community Grants Advisory Commission (CGAC) will conduct public hearings May 12 and May 13 and determine recommendations at their June meeting. Transit: • City of McKinney has been allocated $3.1M in FTA 5307 grant funds for FY21. • COVID-19 Vaccine Transport contract approved by MUTD Board. Collin County residents will be able to schedule rides to and from MISD stadium for vaccination when they schedule their vaccination appointments. • Annual Certifications and Assurances for FTA and TXDOT grants are due 03/19/2021. • The next MUTD meeting will be held on Wednesday, April 21, 2021 Grants Administration: • Rental/mortgage and utility assistance programs opened March 1, 2021. Information will be posted on the City of McKinney website at: www.mckinneytexas.org/2285/Recovery-Grants • Assistance will be available to households earning 80% or less of Area Median Income ($43,100 for a family of four) who have suffered a COVID related loss of income. Jeff Morgan was withdrawn. Project Grant application 21-07 submitted by Sanchez Charities, in the amount of $343,917 for The Mustard Seed project was tabled until the March 25th board meeting. Board members are currently exploring resource models in place to encourage nonprofit collaboration and coordination to inform their decision on the application. Project Grant applications for the second grant cycle in FY 21 will be accepted through March 31, 2021. Applications received will be presented to the board at the April meeting. Retail Development Infrastructure Grants MCDC received two applications for Retail Infrastructure grants - listed below. Public hearings were conducted on the items at the February 25th meeting.
