LMB will migrate this year all land records from the manual system to the computerized Land Administration and Management System (LAMS), a computerized information system that consolidates land data and records in the country that is designed for quick and easy processing, tracking and retrieval of land information. Talabis said the agency is also working to digitize the processing of public land application, verification and approval of survey plans and access to land information in order to minimize physical presence in LMB offices nationwide. LMB also targets the full implementation of the Inspection, Verification and Approval of Surveys (IVAS) under LAMS. He mentioned that IVAS would allow clients through accredited geodetic engineers to submit e-survey returns online instead of going to LMB regional offices. Likewise, the system allows geodetic engineers to access and download survey records, including textual and scanned documents of land information subject to LAMS policy on digital land data sharing and security measures but excluding confidential records. LMB plans to provide the public online access to spatial data with plotting feature overlaid on satellite imagery or Google Earth, including adjoining lots, if available.

Cimatu (RTVM / MANILA BULLETIN) This was part of the DENR’s response to a letter sent by the office of Manila Mayor Isko Moreno last Sept. 7, seeking the agency’s clarification on the safety of dolomite to public health. In his response dated Sept. 8, Cimatu pointed out that beach nourishment is the practice of adding sand or sediment to beaches to combat erosion and increase beach width. Beach nourishment, he explained, should be applied in Manila Bay because “Manila Bay is not considered prone to coastal erosion as it is mostly protected by seawalls, but the beaches are very narrow.” He cited that under the writ of continuing Mandamus issued by the Supreme Court on Dec. 18, 2016, a marching order was given to 13 government agencies, including the DENR to spearhead the clean up, rehabilitation, and preservation of Manila Bay “to make it more suitable for swimming, skin diving, and other forms of contact recreation and for protection of coastal communities.” “After dredging and clean up of the Bay, it was agreed upon by members of the different agencies involved in the rehabilitation of Manila Bay that the initial beach nourishment in Manila Bay will be applied in segment between the area fronting the US Embassy and the Manila Yacht Club to mimic a sort of a ‘pocket beach,’ the northern portion protected by the compound of the US Embassy and the south side sheltered by the Mall of Asia compound,” the letter read.

    Campos / Ghostly Allegories 611 GHOSTLY ALLEGORIES: HAUNTING AS CONSTITUTION OF PHILIPPINE (TRANS) NATIONAL (CINEMA) HISTORY Patrick Campos University of the Philippines Film Institute [email protected] Abstract By reading through the con–texts of Yam Laranas’s The Echo (2008) and Kelvin Tong’s The Maid (2005), the essay considers three Filipino genres that ironically gathered momentum at the time of the Philippine film industry’s crisis and decline in the 1990s up to the 2000s – the historical drama, the OFW (overseas Filipino worker) film, and horror. In the process, the essay constitutes an alternative map of Philippine cinema premised on inter-national transactions across states and film industries, on the one hand, and on the nodal and spectral bodies of Filipinas that network these states and industries, on the other hand. Dwelling on multiform hauntings, it ultimately focuses on how nations/cinemas – through (de)localized genres – are constituted and called into account by specters of (cinema) histories.
