On October, 1 2018, at 1744 hrs, SAR Coordinator Cori Oakes was notified that Grand Canyon Regional Communications Center had received a report from a visitor that they found a dead body below the second Trailview Overlook on a social trail that goes west from the at Cinch Up. The reporting partystated that they saw a- body lying across the trail, and did not approach.

At 1932 hours, Ranger Brian Densmore and Paramedic Josh Weiner responded to the area via foot. They were able to confirm that the subject was deceased due to obvious decomposition. At the scene they located the reported body in close proximity to the social trail. While investigating the area, they located a second body, 100 - 200' south/above the first body. Both bodies appeared to be in the same state of decomposition, and had trauma associated with a fall from the rim. Due to darkness and steep terrain, responders left the area with plans to return the following morning. This was done in consultation with the Coconino County Medical Examiner's Office.

On October 02, 2018 at 0900 hours a team of investigators and SAR technicians traveled to the area on foot. ISB Special Agents Oakes, Hardin, and Confer and Rangers Barton and Baird completed a crime scene investigation, and packaged the bodies in body bags and a helicopter net. After concluding the investigation at 1600 hours, rain, fog, and low clouds prevented the flying of aircraft for extraction. Rescuers hiked out, and the bodies remained at the location over night and a plan was made to return in the morning during better weather conditions. Incident Command was transferred from L. Hodgson to R. McDonald­ O'Lear.

On October 03, 2018 at 1000 hrs, a briefing was conducted at South Rim Helibase. Helicopter Crewmember J. Sarabia hiked into the site to hook the sling lo;:id. Helicopter SPA extracted the bodies via longline and transported them to the South Rim Helibase. At 1100 hours, the bodies were transported toStation 1, and left in the custody of SA Oakes. The bodies were picked up by the Coconino County Medical Examiner's Office.

At 1200 hours, Unmanned Areaial System (UAS) operators Eric Graff, and Brian Hakansan responded to Second Trailview. They conducted a UAS search of the fall line above the recovery site.

While investigating the area, they located a second body, 100 - 200' south/above the first body. Both bodies appeared to be in the same state of decomposition, and had gross trauma associated with a fall from the rim. Due to darkness and steep terrain, responders left the area with plans to return the following morning. This was done in consultation with the Coconino County Medical Examiner's Office.

Due to rain, fog, and low clouds, extraction was postponed. Rescuers hiked out, and the bodies remained at the location over night.

On October 03, 2018 SAR Technician J. Sarabia, E. Graff and M. Walls hiked into the site to facilitate extraction of the bodies. Helicopter SPA extracted the bodies via longline and transported them to the SRHB. The bodies were transferred to Station 1, then turned over to the medical examiner's office.

DETAILS: On October 2, 2018, I, Special Agent (SA) Philip Oakes, SA Mike Hardin, SA Abigall Confer, United States Park Ranger (USPR) Shane Barton, USPR Joelle Baird, and National Park Service volunteer James Sarabia recovered two bodies below the Trail View 2 overlook on the South Rim of Grand Canyon National Park.

SA Hardin and SA Confer sketched and measured all evidence on scene. SA Oakes and USPR Barton took photos and collected evidence. All parties present participated in packaging the bodies in body bags. Sarabia was In charge of securing the bodies In a net for helicopter extraction.

The bodies were extracted on October 3, 2018. A request was made that the Grand Canyon Hell-base use their drone to document the fall line. They came out the same day and videoed the fall line.

SUMMARY: This report documents my investigative actions on the scene of a double fatality below the Trail View Two overlook on West Rim Drive, Grand Canyon National Park.

DETAILS: On the morning of October 2, 2018, I responded, as part of a body recovery/scene Investigation team, to the vicinity of Lat/Long position N 36.06590 W 112.14555. This location Is within the Grand Canyon, below the Trail View Two Overlook.

Investigator'sNote: Geologic formations in the area Interfere with satellite signals, causing accuracyIssues. All GPS (Global PositioningSystem) data associated with this scene should be treated as approximate.

The scene itself faces southeast and is comprised of steeply-sloped loose soil and rock talus. Vegetation on the scene consists of clustered juniper trees separated by large amounts of open space. The top end of the scene abuts the bottom of an 83 foot, essentially sheer, cliff with the Trail View Two Overlook directly above (see atached Google Earth Images). The weather at the scene was overcast and foggy with constant rainfall. Temperatures were in the upper 50's farenheight.

My assignment was to sketch the scene (attached) and document positioning of the deceased and all debris items located. I obtained all relevant positions using a Garmin Oregon 745t GPS unit (see attached handwritten table of GPS data). In addition to GPS location, Special Agent (SA) Abigail Confer and I designated two reference points (large, live trees), marked with police crime scene tape on the trunk, and utilized compass and measuring tape to determine positions for each of the deceased and each item located (see attached Table of Measurements). Each item number correlates to the number assigned by the photography team and is represented by yellow number placards as photographed.

Once teh scene was documented, I assisted with packaging of the deceased and preparations for helicopter recovery.

Using Google Earth to plot GPS data from the scene revealed significant positioning errors, including the positions of the reference points. On, October 3, 2018 SA Philip Oakes, Park Ranger (PR) Shane Barton and I went to the Trail View Two Overlook to assess the scene. We located the spot on the edge of the canyon rim directly above the scene at Lat/Long N 36.06609 w 112.14577. From that location I could identify both of the reference points. I was assigned, along with NPS Paramedic Josh Weiner to complete scene documentation, package decedent(l) into a body bag, and secure the bag to the slope for extraction at a later time. These decisions were based up the safety concerns of attempting a night recovery, along with impending heavy rains expected the following day.

I was told by Officer Riese decedent(l) was located in the middle of the "Cinch Up Trail" and approximately between the areas below Trailview 1 Overlook and Maricopa Pt. The "Cinch Up Trail" is a small side trail, previously with an unknown name, leaving the Bright Angel Trail approximately½ mile below the rim at a switchback named Cinch Up.

Paramedic Weiner and I located decedent(l) Immediately below the Trallvlew 2 Overlook and in the center of the "Cinch Up Trail." Oecedent(l) was in a roughly prone position with the head pointed north. The right arm was pointed down hill (east). The decedent(l) showed signs of moderate to heavy decomposition, with

Given the Initial assignment, Paramedic Weiner and I did not have enough equipment to bag both decedents, nor enough equipment to appropriately document a potential homicide scene. We discussed the probability of a murder suicide was significant enough to warrant ceasing planned operations.

Based on available equipment and the still impending weather, I was reassigned to secure decedent(l) to the slope as best as I could, while minimally disturbing the scene. Neither Paramedic Weiner nor I had equipment to secure decedent(2), but the location in the tree was determined to be sufficient to prevent movement with the impending rain.

SB-007

SB-007 is an IPhone 7 with MSISDN nd lMEI After obtaining the passcode to unlock the device, I performedtwo data extractions. On December 10, 2018, I performed a data extraction using and a data extraction using I noted that �e owner name was recorded as "Jessica's iPbone" and tbe Apple ID was recorded as [email protected] (mailto:[email protected]). Extraction reports are attached. SB-008 SB-008 is an iPhone 7 with MSISDN and IMEI . Email address [email protected] (mailto:[email protected]) is associated with this device. Efforts to obtain the passcode for this device were unsuccessful so no data extraction was performed.

ss-009 SB-009 is an Apple MacBook Pro laptop computer with serial number C02TT58PHTD5. The device has a user enabled password protected log on. Efforts to obtain the password were not successful. I changed the boot sequence of the device and launched I was able to create a physical and logical disk Image and image the recovery and EFI modules. The image flies were entered Into evidence as Item KC-01 and will be maintained in case forensic capabilities are developed that may be used to decode the data.

Identification of Vehicle and Inventory

At approximately 1100 hours, on 10/03/2018, the Coconino County Medical Examiner's office took custody of both bodies. Upon initial examination of the male subject, the Medical Examiner's Forensic Investigator, and I, US Park Ranger Shane Barton, located a set of Mazda vehicle keys, in his front shorts pocket.

At approximately 1220 hours, on 10/03/2018, a gray Mazda 3 � was located in Parking Lot Cat Grand Canyon National Park. The Mazda came back registered to Jessica anclllllfBartzof Mesa, AZ. The park entrance receipt taped to the windshield, showed entrance into Grand Canyon National Park on 09/18/2018 at approximately 1445 hours. The key found on the male subject unlocked the vehicle, confirming it was associated with the two (2) bodies.

I observed in plain view, a purse and wallet in the front driver side floor board of the vehicle. For identification purposes and to ensure safe keeping, I removed the purse and wallet from the vehicle. Inside the purse was one (1) female's wallet, one (1) male's wallet and a cell phone. Jessica's relationship with Garret was emotional and verbally abusive. They were in a constant cycle of breaking up and getting back together. In the last six months Jessica went from a successful woman who had a job, an apartment,and friends to losing all of it. She had jobs from the age of sixteen . At times she had two or three jobs. It was a sudden •180 degree" change in her life.

Garret and Jessica spent most of their time in their room at-house.

On August 2, 2018, Jessica called-about wanting a one-way plane tlcke-essica- and appeared thin and pale to� took her out clothes shopping. During her visit home she "didn't act right." She a confrontational and didn't know how long she would stay- Jessica had no marks of physical abuse during the VISlt.� � lllllll>elieves Garret is an emotional abuser. Jessica doesn't have a strong personality and is more of a "follower." Garret � in conspiracy theories and Jessica was prone to follow along with his beliefs. Garret believed that planes, operated by the government, were emitting poisonous gas for population control. Jessica believed this theory and stopped hiking. Jessica was an avid hiker who had hiking boots and a hydration pack. Jessica had Celiac's Disease so she only ate Vegan/Organic. She was on a very strict diet. During the month of June or July her bank account went from $1800 to a negative balance. There were expenditures for fast food. Due to her Celica's Disease she could not eat fast food because it would make her sick. Jessica also had about $3000 In an account at Edward Jones which was depleted. Garret started using heroin in the fall of 2017. Jessica did not use heroin but she did use marijuana and alcohol.

Report: 9/19/2018 at approximately 1145 hours Resource management volunteers reported liquor bottles and a black backpack on the edge of the canyon at the second pullout west from Interchange. It was reported by the volunteer that the bag and bottles were not there the previous day when he was there.

Officers Snyder and Heller attempted to look over the edge of the canyon and locate anyone that may have fallen or jumped with the help of the volunteer. There was nothing visible and there was no obvious sign at the edge of the canyon of anyone going over the edge.

A room key card for Yavapai Lodge was found near the bag. I contacted the front desk staff at Yavapai Lodge and found it belonged to�ho had checked out at 0808 hours that morning from room-· Hotel staff allowed Officer Snyder and I access to the room. We found a reservation sheet for Grand Canyon Tour Company with the name­ on it and a pickup location of Bright Angel Lodge for later that day. At 1535 Officer Shoemaker contacted -efore Grand Canyon Tour Company picked him up to leave. •eported he was in good health and had no missing property. The card at this time was deemed not associated with the found property.

Property that was recovered by Officer Snyder from the canyon edge was logged into evidence due to potential over the edge incident.

Jessica "fell off the grid." During the month of June and afte�ried to contact Jessica and there was no response.

Jessica went to-real estate school and graduated in October of 2017. It took Jessica a couple of times to pass her Arizona real estate licensing test which is abnormal. Jessica was the youngest realtor Jessica was semi-active due to her full-time job at Dillard's.

Jessica had "the best attitude" and became an extension of- family. She was so close to the family- would joke about being replaced in the family by Jessica.

in April or May of 2018, Jessica tol�he would be moving with her boyfriend, Garret, to Florida. Garret had a job offer but it's start date kept getting pushed back.

SUMMARY: This report documents the interview� DETAILS: On October 25, 2018, I, Special Agent (SA) Philip Oakes, interviewed via telephone. - had called the Investigative Services Branch Tip Line regarding Jessica Bartz and Garret Bonkowski. The interview was not recorded.

- provided the following Information:

Jessica "vanished from the face of the earth." It has been four to five months since-has heard from her .• is Jessica's - friend in Arizona and has known her for four years.

Jessica and Garret both used Mushrooms, Acid, Marijuana, Ecstasy, Molly (MOMA) and possibly Methamphetamine. Garret was a Heroin user as well. Garret was a heavy drug user and introduced Jessica to hard drugs. Jessica only used Marijuana before knowing Garret.

Jessica was scared of Garret. Garret was known to throw things, pusher her, and punch wails. Within the last year their relationship became violent.

Garret and Jessica moved into an apartment together in Peoria, AZ. Afterthey moved in together the violence started. Garret brought •turmoil" to Jessica's life.

Jessica was "wise beyond her years." She had to take care of Garret. The two were In a co-dependent relationship.

Jessica really enjoyed her new job in real estate. She also enjoyed her Job at Dillard's. Jessica was sweet and responsible.

The last tim�aw Jessica was in March when they were supposed to hang out together and watch a movie. Garret called Jessica and asked her to pick him and a friend up in Sedona told Jessica not to go since It was so late in the evening. After having to pick up Garret in Sedona, Jessica seemed to change and she was willing to drop everything she was doing in her life, including her job, future career as a realtor, and apartment, to pursue Word Press like Garret. It was not like Jessica to drop everything for WordPress and stop communicating with her. Garret was interested in WordPress and computer programing.

Investigator'sNote:WordPress Is a website for building websites, apps, and other on-line media.

Jessica's behavior was atypical over the past few months interacted with her.

From what -knew, Garret sat at home all day and used drugs. Garret was a bad influence in Jessica's life. Jessica would pay f�hing in their relationship.

Garret had suicidal tendencies and had "bouts with suicide." Jessica never talked about suicide.

The last communication ....had with Jessica was via text in March of 2018. Jessica stopped communicating with­ after those text messages. rs'J

--believes Garret pushed Jessica off the rim of the canyon but. has not proof to supportthis belief. - does believe it is possible they were both on drugs and fell but •feels this scenario is unlikely.

Things in Jessica's life were •going to shit,"-felt like Garret treated her "like shit."

Garret "couldn't survive without her (Jessica)" because she did everything for him.

Garret was a drug dealer. He sold Ecstasy In Phoenix. He would sell drugs atraves In the desert.

On one occasion Jessica told - that she had "tripped on Acid" and that caused her to see "shadow people."

SUMMARY: This report documents the closure of this case. DETAILS: On November 15, 2018, United States Park Ranger Shane Barton and I, Special Agent Philip Oakes, presented the case to the Coconino County Medical Examiner. The medical examiner stated that without direct witnesses or evidence he could not rule on a manner of death.

On January 17, 2019, I spoke with Garret Bonkowski, and.requested-cell phone and laptop be returned to •• stated they had value to.financially and practically.

On January 27, 2019, I spoke with Assistant United States Attorney (AUSA) Pat Schneider regarding a search warrant for the phone and laptop. AUSA Schneider stated that the Department of Justice did not support the effort of getting a search warrant. The case lacked probable cause and without a direct witness to the event causing the deaths of the two it would still be inconclusive to the manner of death.

On January 29, 2019, I requested Computer Forensic Special Agent KylerCarpenter return the two devices to On February 22, 2019, he shipped them via FedEx and they arrived on February 25, 2019 (see attachments).

On January 29, 2019, I returned Jessica's phone to-via FedEx.

On February 6, 2019, I updated-an�that the case would be closed due to lack of evidentiary leads.

The government Is no longer In possession of any property or evidence related to this case.

All investigative leads have been exhausted.
