III) RELEVANT EXPERIENCE:

Since the beginning of the implementation at national level of the following International Environment Conventions: Montreal Protocol on Substances that Deplete de Ozone Layer (1992) and United Nations Framework Convention on Climate Change (1994) and according to the scientific knowledge acquired and skills as negotiator, at national, regional and multilateral levels, has coordinated the projects which have enabled the accomplishment by Uruguay of its commitments concerning mentioned Conventions, having acted as negotiator thereof.

Within his responsibilities as coordinator of the projects in the mentioned areas, his actions have contributed to make the access possible by the country to important technical and financial resources of a donation nature, resulting from bilateral and multilateral cooperation (UNDP; UNEP; The World Bank; UNIDO; and Spain, United States and Canada cooperation) which have meant for Uruguay to become better positioned at an advanced international level, as well as encouraging the Sustainable Development of the country.

1 As negotiator within the ambit of the mentioned Conventions, has participated in various technical panels and political bodies, representing, on behalf of Uruguay, the Latin American and the Caribbean region.

In addition to the specific tasks mentioned, has been appointed as: National Environment Director; Global Environment Facility (GEF) Operational Focal Point; and National Coordinator of the Sub-Group 6 on Environment of the MERCOSUR (Southern Common Market).
