Am 15.07.2021 hat die Arbeitsgruppe zur Kontrolle von Frontex („Frontex Scrutiny Working Group“) des Euro- päischen Parlaments ihren Abschlussbericht vorgelegt, in dem die Erkenntnisse einer viermonatigen Untersu- chung zu Grundrechtsverletzungen, an denen Frontex beteiligt war, von denen Frontex wusste und/oder nicht handelte, zusammengefasst werden. Der Bericht stellt klar fest, dass es an den EU-Außengrenzen Grundrechts- verletzungen gibt, einschließlich illegales Zurückdrängen von Migrant*innen, sogenannte ‚Push-Backs‘. Er räumt auch ein, dass Frontex von diesen Grundrechtsverletzungen wusste und nicht gehandelt hat. Dabei wird auch insbesondere die persönliche Rolle des Exekutivdirektors Leggeri sehr kritisch bewertet, der nicht nur das Parla- ment belogen hat, sondern es auch versäumt hat auf die vielen Bedenken und Empfehlungen, die von der Grund- rechtsbeauftragen bei Frontex im Laufe der Jahre eingereicht wurden, zu reagieren und ihnen nachzugehen. In unserer Untersuchung wurde deutlich, dass es eine systematische Weigerung des Exekutivdirektors gibt, Schlüs- selbestimmungen der eigenen Verordnung zu Grundrechten umzusetzen. Der Bericht spricht nicht von einer di- rekten Beteiligung von Frontex an Push-Backs. Diese Schlussfolgerung lehnen wir klar ab. Dies war eine politische Entscheidung, die von konservativen und rechten Kräften vorangetrieben wurde. Wir als Linke sind davon überzeugt, dass Frontex nicht nur von Menschenrechtsverletzungen wusste und nicht gehandelt hat, sondern auch beteiligt und mitschuldig ist an den Push-Backs, die jeden Tag an den EU-Außengrenzen stattfinden. Selbst wenn es keine Frontex-Beamt:innen sind, die die Personen eigenhändig zurückdrängen, ermöglicht Frontex durch das Aufspüren der Boote und von Personen, das Anrufen der griechischen Behörden und das anschließende Verlassen des Schauplatzes die Zurückdrängung von Migrant:innen und ist somit beteiligt und mitschuldig.

5) Reisebericht Delegationsreise Griechenland

Die Europaabgeordneten Kostas Arvanitis (Syriza, Griechenland), Sira Rego (Izquierda Unida, Spanien) und Cor- nelia Ernst (Die LINKE., Deutschland) reisten vom 8. bis zum 12. 1) Results of the Frontex Scrutiny Working Group (FSWG) 4 month fact-finding investigation

On 15/07/2021, the European Parliament's Frontex Scrutiny Working Group (“FSWG” )published its final report summarising the findings of a four-month fact finding investigation into fundamental rights violations in which Frontex was involved in, aware of and/or did not act. The report clearly states that there are fundamental rights violations at the EU's external borders, including illegal pushbacks of migrants. It also acknowledges that Frontex knew about these fundamental rights violations and did not act. The personal role of Executive Director Leggeri is in particular highly criticised, as he not only lied to Parliament, but also failed to respond to and follow up on the many concerns and recommendations submitted by the Fundamental Rights Officer at Frontex over the years. In our investigation, it became clear that there is a systematic refusal by the Executive Director to implement key provisions of its own regulation on fundamental rights. The report does not speak of any direct involvement of Frontex in pushbacks. We clearly reject this conclusion. This was a political decision driven by conservative and right-wing forces. We as the Left are convinced that Frontex not only knew about human rights violations and did not act, but is also involved and complicit in the pushbacks that take place every day at the EU's external borders. Even if it is not Frontex officers pushing people back themselves, by tracking down boats and people, calling the Greek authorities and then leaving the scene, Frontex is enabling the push-back of migrants and is therefore complicit and involved.

5) Travel Report Delegation Trip to Greece The MEPs Kostas Arvanitis (Syriza, Greece), Sira Rego (Izquierda Unida, Spain) and Cornelia Ernst (Die LINKE., Germany) traveled to Greece from July 8 to 12, 2021 to get an impression of the situation of refugees against the background of the planned EU migration pact, as well as to take a closer look at the cooperation of the Greek authorities and Frontex at the Greek-Turkish border along the Evros.
