Contact for further information: Mr A Hill (Extn. 5243) (E-mail: [email protected]) SUBJECT: PUBLIC SPACE PROTECTION ORDER RENEWAL Wards affected: Borough wide 1.0 PURPOSE OF THE REPORT 1.1 To seek approval to undertake a consultation exercise in relation to renewing and amending the Council's existing Public Space Protection Order which details numerous Dog Control provisions for locations across the Borough. 2.0 RECOMMENDATIONS TO COUNCIL 2.1 That the proposed amendments to the Public Space Protection Order are approved for public consultation. 2.2 That the results of the consultation be reported back to Council and consideration be given to the approval of a final Order. 3.0 BACKGROUND 3.1 On the 1st April 2017, WLBC created a Public Space Protection Order (PSPO) under the Anti-social Behaviour, Crime and Policing Act 2014 (Appendix 1). Further details can be found via https://www.westlancs.gov.uk/environment/dogs/dog-control.aspx. The order details restrictions that are in place relating to: dog fouling, dogs exclusion areas areas where dogs should be on a lead, and; the number of dogs that can be walked by one person. 3.2 There are currently 69 enclosed play areas where dogs are excluded and 5 areas where dogs are required to be kept on leads. The order consolidated numerous pieces of old legislation and has been successful in minimising dog related issues in the areas concerned. 3.3 All PSPO's are valid for a period of 3 years unless they are extended before the expiry date.

    COUNCILLOR DELEGATED REPORT GEORGE DAVIES WEST LANCASHIRE LOCAL PLAN REVIEW DEPUTY LEADER OF THE PREFERRED OPTIONS (LPRPO) COUNCIL AND CABINET CONSULTATION RESPONSE MEMBER FOR HOUSING AND COMMUNITY SAFETY REPORT SUMMARY West Lancashire Borough Council (WLBC) have published their Local Plan Review Preferred Options (LPRPO) WLBC intend to prepare a Local Plan that will cover the period 2012-2050 (with a base date reflecting that this Local Plan is a continuation of the current adopted Local Plan for 2012- 2027). It provides a long-term spatial vision, strategic priorities and policies for future development over the next 30 years, specifically with regard to the quantity and location of new homes and employment sites. Wirral Council has a duty to co-operate with West Lancashire on the development of statutory land use planning policies where it relates to strategic cross-boundary matters. This report sets out the background to the content of the West Lancashire LPRPO and proposes a series of recommended responses to issues that are considered relevant to Wirral. Overall, however, it is considered that given the location of West Lancashire and the scale of their proposals, there are no significant implications for Wirral arising from the LPRPO.     GEORGE LYON HIGHWAYMAN ? EORGE LYON was born in Up Holland in 1761. His body vJ was buried in the village churchyard in 1815. He received little or no education. He spent his early life as a labourer and later he became a fully qualified handloom weaver. Why is it that practically every person in the Wigan area knows some­ thing about Lyon ? Why is it that people still visit the churchyard at Up Holland to see his grave? The answer lies in Lyon's spare-time activities. Some writers have built up a romantic legend describing George Lyon as a highwayman: the resultant picture is of a horseman haunting the highways of the Wigan area, robbing the rich who rode in stage coaches in order to give to the poor of Up Holland. The writer believes that this view of Lyon is false, and the 150th anniversary of Lyon's death seems an appropriate time to attempt to put the record straight. As early as March 1786, when Lyon was 25, we find him at the Lancaster Assizes. Described as a labourer, he was accused of robbery with violence. Lyon was found guilty of "feloniously apaueling Robert Smith in the King's Highway at the Parish of Wigan and robbing him of Sixteen Shillings his Property". (1) Here lies the seed from which sprang the highly coloured legend of George Lyon as a highwayman. In recorded conversation later, Lyon declared that the sum involved was 95 guineas, and that he had shielded his accomplices. (2) At any rate, Lyon was found guilty and sentenced to death by hanging.
