The Committee decided to hold its fourth Congress in the first half of 1991. Prensa Latina said the specific date will be announced on March 15. The party held its first congress in 1975. The party itself will be overhauled, and so will the government, assemblies at the local and national level and the Cuban Federation of Women. More decision-making power will go to the Committees for the Defense of the Revolution. Working groups are to study ways of improving the functioning of the party and other bodies mentioned above. Cuba has declared the Hurricane Alarm Phase today in seven provinces in the country, with 5.2 million people (46% of the Cuban population) affected. More than 1,130,000 people (10% of the Cuban population) are expected to be evacuated to protection centers or houses of neighbors or relatives.
