Petitions and Deputations (Standing Order 10):

Petitions may be presented at Council by members of the public or Councillors. At other times they may be presented in person to the Mayor (every Monday (except Bank Holidays) between 10.00am and 12 noon in the Mayor's Parlour, Room 126 on the 1st Floor of Lambeth Town Hall) or sent to the Chief Executive, who will report them to the Council. After the meeting, the petition will be acknowledged by the Mayor. The Chief Executive will refer petitions to an appropriate officer who will be required to send an answer to the lead petitioner or member (and ward members) within four weeks.

Deputations shall comprise a maximum of 6 people, one of whom shall be allowed three minutes to address the Council and a further three minutes shall be permitted for questions by members. A deputation shall notify the Chief Executive in writing two clear days before a meeting explaining why they wish to address members and such an application shall be signed by 20 Council Tax, Business Rate payers or local government electors.

By procedural motion, the Council will decide whether to receive a deputation or to refer the deputation to the Executive or a Council committee.

Council Question Time: By the Public (Procedure Rule 13)

When a person who has asked a public notice question at a scrutiny committee is dissatisfied with the answer given, she/he may give notice to the Chief Executive of a further related question. This question will be submitted to the next ordinary Council meeting, provided the further question is received by the proper officer no later than 5 p.m., ten clear days before the meeting.
