    Appeal Decision Inquiry opened on 21 October 2014 Site visits carried out on 21 and 30 October 2014 by Mrs J A Vyse DipTP DipPBM MRTPI an Inspector appointed by the Secretary of State for Communities and Local Government Decision date: 18 December 2014 Appeal Ref: APP/J3720/A/14/2217495 Land north of Milcote Road, Welford­on Avon, Warwickshire CV37 8AD • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission. • The appeal is made by Gladman Developments Limited against the decision of Stratford-on-Avon District Council. • The application No 13/02335/OUT, dated 11 September 2013, was refused by a notice dated 19 March 2014. • The development proposed is described as residential development (up to 95 dwellings) parking, public open space, landscaping and associated infrastructure (outline with all matters reserved other than means of access to the site, and new community park). Decision 1. For the reasons that follow, the appeal is dismissed. Preliminary Matters 2. The Inquiry opened on Tuesday 21 October 2014 and sat on 21-24 and 28-31 October 2014. I carried out an initial accompanied site visit on the afternoon of the first day, with a further accompanied visit carried out on 30 October 2014. 3.
