Meeting Notes Of Wednesday, October 28, 2015 Assembly #3588 Meeting

Call to order: The October meeting of the Holy Spirit Assembly was held at Holy Infant Parish on October 28, 2015. The meeting convened at 7:15PM. Members in attendance: Approximately 70 Sir Knights and Ladies Approval of minutes: Minutes from the previous meeting were approved as included in the October Newsletter. Meeting Notes: Faithful Navigator David Goetz called October 28, 2015 meeting to order at 7:17 PM. Meeting was held at Holy Infant. All officers were present except Ron Casey, Faithful Inner Sentinel.

We are requesting a $25 donation from all members to help fund Assembly startup costs. Individual name badges are included in the startup expenses so those members providing startup donations will get name badges. Please mail a check payable to Holy Spirit Assembly 3588, P.O. Box 1030, Ballwin, MO 63022- 1030.

Faithful Comptroller reported that Assembly has received $315 since our last meeting in October.

Faithful Purser reported that as of 9/29 the Assembly’s balance was $4,375. That included $775 in startup donations. Total also included a $3,600 donation from two Fallen Sir Knights from Incarnate Word. $1,800 is designated for general funds and $1,800 for establishing Assembly’s Memorial Fund. As of October 28 meeting total Assembly balance is $4,410.40.

Faithful Captain Joe Burleski requested all in attendance to share their thoughts regarding the operation of the new Assembly. He sought their input on what types of programs the Assembly should pursue. And he asked what types of skills each individual could provide the Assembly. He provided 3x5 cards to write suggestions on.

Faithful Navigator Dave followed up Joe’s comments with a description of the Director positions that are open. And he mentioned that each one has a committee on which Sir Knights could serve. He then explained each committee and gave and requested current information in that area.

Regarding the Welfare Committee, it was reported that Len Faulk was in the hospital. Bill Cannon suggested we put a Welfare clipboard at the sign in table so this information would be reported by the Welfare Chairman during the meeting. It was also noted that the plan is for members to add names to the Assembly website.

Bill Cannon also reported that he and Jim Marquis responded to a call out for a Fallen Knight in support of Assembly 565.

There is a tentative date for a Fisher House dinner on February 4, 2016. We will need to confirm and make plans.

Andy Dyszlewski has accepted the position of Honor Guard Commander. Holy Spirit will work with St. Louis Assembly and other Assemblies. Holy Spirit currently has 47 active Honor Guard members. Andy plans to use a separate website for Honor Guard information. He is also looking for someone to step forward to assist him as Honor Guard Executive Officer. And he stressed the importance of signing in when arriving at call outs. Target date for Holy Spirit Assembly Honor Guard startup is December 1st. At the end of the meeting John Andersen agreed to be the Executive Officer.

Missouri Eastern District Marshall Bill Bufka spoke about Honor Guard dress and conduct. He mentioned that training sessions are held periodically. There is a Color Corps Drill Manual available. Bill suggested we order a number of manuals and the flag pins for our honor guard members to wear. There is also full information listed on the Missouri Knights website.

Faithful Navigator added that we need an Exemplification Chairman to work with our ten councils. Fourth Degree Exemplification is scheduled for March 5, 2016. Holy Spirit Assembly will look into sharing a hospitality suite with St. Louis Assembly.

Retention Chairman is another position that needs to be filled. This person helps the Assembly Comptroller collect dues. Annual Assembly dues are $30. Notices will go out the end of November and are due January 1, 2016.

Tony Braun, Missouri District Master spoke about 4th Degree Exemplification on March 5. He added that all details are available on the Missouri KofC website.

The District Master also passed out Honorary Life membership cards to qualifying members of the Assembly.

Faithful Navigator was presented with the Holy Spirit Charter signed by the Supreme Master. He in turn presented plaques to members who were instrumental in forming our Assembly. These knights were Charlie Williams, Bill Lukas and John Bachelor.

Missouri State Chaplain Father Paul Gins was also in attendance. He gave a warm welcome to our Assembly. And he spoke passionately about the importance of an active Chaplain in every Council.

Faithful Friar Bishop Robert Hermann urged us to keep praying in support of our country’s ideals. And he strongly urged us to speak up in defense of these principles.

Under new business, Charlie Williams spoke about volunteer work at the USO. He requested four volunteers to visit the USO on the afternoon on Friday, October 30 to study the operation. The goal was to determine if it would be possible for our Assembly to volunteer for one time slot a month.

Charlie also volunteered an activity the Ascension Council does for Halloween. Kids are encouraged to bring excess candy to Ascension. The Council then distributes the candy to retirement homes. The first time they did this they collected 700 lbs.

Joe Burleski told us to expect an email that would ask members to specify how their name should appear on their name badge.

Attendance award winners were Irv Carroll, Dan Schlesinger, Rob Schultz and Joe Strange.

Meeting ended at 8:33 PM.

Next Assembly meeting will be Wednesday, November 25 at Incarnate Word. Officer Installation Mass will be at 7pm followed by a short meeting. There will be a discussion and vote on Assembly By Laws.

Civic Committee Report

As part of 4th Degree Patriotism we would like to get our country back to the foundational Catholic Moral Values that are encompassed in the Constitution.

If you are interested in helping, let me know how you would like to help. You could write a section for the newsletter, or make a presentation about events we should consider supporting.

We need to support politicians that have track record of supporting the constitution. Before the right candidates dropout need to find the right candidates. Below are resources that could document the politicians’ actions that will be litmus test vs. their rhetoric claiming to support religious freedom and Catholic Moral teachings. We have seen too many Supreme Court justices say one thing during confirmation then stray far from the constitution.

Pursuant to Article VII, Section 21, of the Laws and Rules of the Fourth Degree Knights of Columbus, the following By-Laws are adopted by the Holy Spirit Assembly No. 3588, Fourth Degree, Knights of Columbus.

Article I --- Name The official name of this body shall be “Holy Spirit Assembly No. 3588, Fourth Degree, Knights of Columbus.”

Article II ---- Elections Section 1. All officers shall be elected at the first regular meeting in May of each year. The officers shall hold office for a term of one year, beginning July 1, and until their successors are elected and qualified. Trustees shall be elected for three year staggered terms, as provided in Article VIII, Section 24(i) of the Laws and Rules of the Fourth Degree Knights of Columbus. Sec. 2. The election of officers shall be by ballot. A majority of all the votes cast shall be necessary to elect. When only one candidate is proposed for a particular office and no further nominations have been made from the floor, the presiding Faithful Navigator shall declare the individual elected by acclamation. Sec. 3. The Faithful Navigator shall appoint two members who shall not be candidates in the election to act as Tellers. After all who are entitled to vote have voted, the nominations shall be declared closed and the Tellers shall then proceed to count the votes. One Teller shall examine each ballot singly and pass the same to his associate, who shall read aloud the name or names written or printed on all legal ballots. The Faithful Scribe shall tally the votes and the result thereof shall be announced by the presiding officer. Sec. 4. Each officer elected must qualify and fill the office to which he is chosen, with or without installation, at the first regular meeting in the month of July succeeding his election, unless excused by a vote of the Assembly, and must present himself for installation at the time specified in the notice issued by or through the District Master, unless excused by such officer. Otherwise such office shall be considered vacant. Sec. 5. Vacancies in elective offices shall be filled, after written notice to the members, by election at the regular business meeting next succeeding the regular meeting at which the vacancy was created.

Article III ---Officers Section 1. Each Assembly shall elect a Faithful Navigator, a Faithful Captain, a Faithful Pilot, a Faithful Comptroller, a Faithful Scribe, a Faithful Purser, Faithful Inner and Outer Sentinels, a Faithful Admiral and three Trustees. The Faithful Navigator, Faithful Captain, Faithful Admiral and Faithful Pilot shall annually appoint a Catholic Priest to act as Faithful Friar or Chaplain but such selection must be made in accordance with any rules established by the Archbishop of the diocese in which the Assembly is located. The 14

Faithful Admiral shall be chosen from the Past Faithful Navigators of the Assembly, if any. Sec. 2. The Faithful Navigator shall act as presiding officer, with all powers and duties incident to such office. In his absence, or inability to perform such duties of office, the Faithful Captain shall perform such duties and exercise such powers. Sec. 3. The Faithful Captain shall, in the absence of the Faithful Navigator, perform the duties and exercise the powers of that office. He shall also, to assure a good attendance at meetings and other functions, have charge of social and other activities under the Good of the Order. Sec. 4. The Faithful Admiral shall preside in case of the absence of both the Faithful Navigator and Faithful Captain and may have such other powers and perform such other duties as herein prescribed. Sec. 5. The Faithful Pilot shall have charge of all properties and ceremonials of the Assembly excluding moneys, accounts and record books of the officers, shall be responsible for arrangement of the Assembly chamber and shall direct and be responsible for the activities of the Sentinels. Sec. 6. The Faithful Comptroller shall collect and receive all moneys due the Assembly and all funds obtained from any source. He shall transfer all proceeds to the Faithful Purser and obtain a receipt from that officer. He shall also: (1) keep accounts of the charges and receipts of each member; (2) keep a roll of the members, their membership numbers, birth dates, mailing addresses, phone numbers, email addresses and the date of initiation in the Fourth Degree; (3) upon request by a member transferring to another Assembly, issue a transfer card, signed by the Faithful Navigator and attested to by the Faithful Comptroller; (4) issue to each member not indebted to the Assembly for dues a Fourth Degree membership card, duly signed and attested as above, which card shall entitle a member to admittance to any meeting of the Fourth Degree within the period specified on said card and upon further compliance with the rule requiring the member to produce a Third Degree membership card; (5) keep such necessary official records and forms as will be required by the Supreme Secretary; (6) notify quarterly the Supreme Secretary of all suspensions, withdrawals, deaths, reinstatements and transfers to or from other assemblies occurring during the period; (7) perform all other duties as directed by the members of the Assembly or by the Faithful Navigator; and (8) perform all duties incident to his office as required by the Order’s laws, the Laws and Rules of the Fourth Degree and the Supreme Board of Directors. Sec. 7. The Faithful Scribe shall keep a record of the minutes of all regular and special meetings in an authorized permanent record prescribed for that purpose by the Assembly.

Sec. 8. The Faithful Purser shall act as the treasurer of the Assembly, keeping necessary records in an authorized permanent record prescribed for that purpose by the Assembly. 15

He shall give a receipt to the Faithful Comptroller for all moneys given him by said Faithful Comptroller. He shall issue authorized Assembly checks for all orders drawn on him which are signed by the Faithful Comptroller and countersigned by the Faithful Navigator. All such orders shall have the approval of the Board of Trustees, excluding demands of the Supreme Council, initiation fees due the District Master, the regular and usual stated payments of the Assembly and payments authorized by the Assembly Officers.

Sec. 9. The Faithful Inner and Outer Sentinels shall be responsible to see that all in attendance at meetings are in possession of appropriate valid Third and Fourth Degree membership cards and shall perform such other duties as directed by the Faithful Pilot.

Sec. 10. The Trustees shall before each meeting carefully examine all bills and present same to the Assembly with their recommendations. The approval of a least two members of the Board of Trustees shall be required for the payment of any appropriate bills or statements. The Trustees shall annually during the first ten days of July perform an audit of the books of the Faithful Comptroller and Faithful Purser as of each June 30, report their finding to the Assembly, and file the same with the Assembly not later than the next regular meeting of the Assembly following such audit. The Faithful Navigator shall be chairman of the Board of Trustees. Article IV --- Delegates to District Assembly Delegates and their respective Alternates to the District Assembly shall be elected at the February business meeting in the year in which such District Assembly is convened; prior written notice of the holding of such election having been given to all members of the Assembly. Article V --- Committees The Faithful Navigator shall be ex-officio a member of all committees and the Board of Trustees of the Assembly and shall be empowered to appoint, in addition to the permanent committees herein listed, any such additional committee or committees as he may deem proper and as shall be directed by the Assembly.

The standing committees of the Assembly shall be:

1) Patriotism Committee: to find and develop opportunities for the Assembly to serve those who are serving or have served by working with organizations including the Veterans Administration, the USO and other organizations and charities focused on our veterans.

2) Civic Committee: to inform the members of the Assembly regarding upcoming legislative or civic issues and how to make our voices heard. 3) Welfare Committee: to visit the sick and infirm of the Assembly. 4) Memorial Committee: to provide opportunities for Fourth Degree Knights of Columbus and their families to honor Brother Sir Knights who have passed on. 5) Charity Committee: to establish a fund designated as the Charity Fund that will include moneys donated and designated for that purpose. The Charity Committee Director will request moneys from this fund be distributed as approved by the Assembly. Nothing herein contained shall preclude members of the Assembly from making an appropriation or gift from said Charity Fund contrary to the Charity Committee’s recommendation. 6) Exemplification/Membership Committee: to encourage increased membership including Third Degree member’s advancement to the Fourth Degree.

Article VI --- Meetings The regular meetings of the Assembly shall be held on the fourth Wednesday of each month at such time and place as the Assembly may designate. Special meetings may be called as provided in Article VII, Section 20, of the Laws and Rules of the Fourth Degree. Twenty (20) members shall constitute a quorum at a meeting, except that at a meeting where a change in these By-Laws is to be voted on, or other resolution, then Twenty-five (25) members shall constitute a quorum. The order of business shall be such as is provided in Article VII, Section 22 of the Laws and Rules of the Fourth Degree. In all matters not expressly covered by the Laws and Rules of the Fourth Degree, the procedure shall be the same as that provided by the Constitution and Laws of the Knights of Columbus and Roberts Rules of Order, latest editions. Article VII --- Dues The annual dues shall be thirty dollars ($30.00). Honorary life members, ordained priests and deacons shall pay nothing. Honorary members’ annual dues shall be ten dollars ($10.00). Article VIII --- Funds Section 1. All monies obtained from any source, by or through any person or persons acting for or in the name of the Assembly or under its direction or authority, shall be considered Assembly funds and shall be delivered to the Faithful Comptroller who shall 17

give his official receipt and who shall report at each meeting the amounts so received and from what source and shall deliver the same to the Faithful Purser and accept his receipt.

Sec. 2. The Faithful Purser shall deposit all moneys received from the Faithful Comptroller in an authorized bank to the credit of the Assembly. Disbursements from this fund shall be made only by check signed by the Faithful Navigator or Faithful Purser or Faithful Navigator. Disbursements over $500 requires two signatures.

Sec. 3. No money in excess of $500.00 shall be paid or transferred from the treasury of the Assembly (except such moneys as the Assembly is called upon to regularly pay for its current expenses, demands of the Supreme Council, purposes approved by the Supreme Council or Board of Directors, or initiation fees due the District Master) unless a resolution is read at a regular business meeting and subsequently posted in writing in the meeting minutes. The resolution must be read again at a second regular business meeting and approved by a quorum of members present. Twenty Five voting members shall constitute a quorum at this meeting. Sec. 4. All bills shall be presented to the Faithful Scribe and then referred to the Board of Trustees. In case a bill is not approved by the Board of Trustees, it shall be referred back to the Assembly for review and action.

Sec. 5. No officers shall receive any compensation for services rendered to Assembly, except the Faithful Comptroller, who shall be entitled to a fee of eight percent (8%) on all collections of dues from members; and the Faithful Purser, who shall receive expense reimbursement of one hundred dollars ($100.00) per annum; such amounts being payable semi-annually at the January and July meetings. Article IX --- Memorial Mass The Assembly shall set aside at least one holy mass each year for the purpose of remembering Sir Knights and ladies who have passed on in the previous year. The time and place of the mass to be fixed by a vote at a regular business meeting. Article X --- Death of Member Section 1. Upon the death of a member in good standing, notice shall be given to the members and, if time permits, request them to assemble and pay their respects to the memory of the deceased Sir Knight at a time and place to be indicated in such notice. Sec. 2. When notice of the death of a member in good standing is received, a message of condolence shall be forwarded to the family of the deceased Sir Knight on behalf of the Assembly.

One (1) Memorial Mass shall be offered for the repose of his soul. Notice of time and place of such Mass shall be given to the family of the deceased. All arrangements for such Masses shall be made by the Faithful Navigator.

A gift of a chalice or other religious memorial shall be made by the Assembly to a church, or Catholic Priest or Catholic based institution as selected by the deceased Sir Knight’s family or the Assembly in memory of the deceased member. Article XI --- Amendments Amendments to these By-Laws shall be presented in writing at a regular meeting of the Assembly, but shall not be voted on until the next succeeding regular meeting. Notice in writing of such proposed amendment shall be communicated to all members at least five (5) days before the meeting at which such resolution is to be voted on. A two-thirds vote of those present shall be necessary for the adoption of any such amendment. Twenty Five voting members shall constitute a quorum at this meeting. Article XII --- Additional Laws Governing In all matters not expressly covered in these By-Laws, the Laws and Rules of the Fourth Degree and the Constitution and Laws of the Knights of Columbus Fourth Degree will control. Article XIII --- Effective Date These By-Laws and any subsequent amendments shall take effect immediately on their adoption by the Assembly, their approval by the Supreme Advocate and effectively shall supersede all prior By-Laws passed and approved by vote of the Assembly. ______
