Activities Related to Housing Development 4/1/21 Together with Dean Minakami, Carianne Abara and Leo Domingo, went on a site visit with CWRM Deputy Director Kaleo Manuel to Waiahole Valley to assess the storm damages to the water system and well. 4/7/21 Virtual meeting with Dean Minakami, Chris Woodard, and Carianne Abara regarding Waiahole Valley water system and lease rent negotiations. 4/14/21 Virtual meeting with Dean Minakami to discuss uncommitted DURF funds. Virtual meeting with Dean Minakami, Chris Woodard, and Carianne Abara regarding Waiahole lease rent negotiations and storm damage update. 4/20/21 Virtual meeting with Dean Minakami and Carianne Abara to provide an update from Senator Schatz' office regarding the Veteran's Center. 4/22/21 Met with Dean Minakami and Carianne Abara regarding Hawaii State Veterans Home. 4/23/21 Together with Dean Minakami, participated in a virtual meeting with Tim Yi and Lowell Chun of Pacific Catalyst LLC regarding a proposed senior housing project. 4/26/21 Together with Dean Minakami and Carianne Abara, participated in a virtual meeting with DOD, B&F, and DAGS regarding the Kapolei Veterans Home project. 4/27/21 Together with Francis Keeno, Dean Minakarni, and Carianne Abara, held a virtual meeting with Deputy Attorney General Sandra Ching regarding HHFDC' s legal obligation related to maintaining the W aiahole Stream and abutting properties. 4/29/21 Attended the W aiahole Valley HHFDC Lease Rent Informational Meeting to discuss the HHFDC's lease rent renegotiation process. B. Activities Related to Housing Finance 4/9/21 Together with Francis Keeno, met with Chris Oakes and Jocelyn Iwamasa. 4/15/21 Met with Jocelyn to execute bond documents for Kaiaulu O Waikoloa. Met with Francis Keeno and Nate Akamu regarding Kahana Valley, Milolii, & the Hula Mae single family program loan delinquency. 4/20/21 Met with Chris Oakes and Jocelyn Iwamasa regarding proposed re-development of Maunakea Tower near Chinatown on Oahu. 4/22/21 Held weekly meeting with Chris Oakes regarding goals and target timelines, especially targets for taking recommendations to the board for the consolidated applications for FY21 funding round. Met with Catherine Camp of Central Pacific Bank Commercial Real Estate Lending regarding HHFDC' s processes. Virtual meeting with Kent Miyasaki regarding response to the Hawaii Legislative Action Committee Community Associations Institute letter to the Governor. Virtual meeting with Kent Miyasaki, Jayna Oshiro, and Cara Nonaka regarding a status update and types of inquiries received on the Mortgage Relief Program. 4/13/21 Met with Janice Takahashi to discuss Weinberg's proposal to provide risk capital to assist affordable housing development. Virtual meeting with B&F Deputy Director Robert Yu and AG's office regarding housing stability services under ERA Program. Virtual meeting with OP Director Mary Alice Evans and City and County of Honolulu, DPP Harrison Rue regarding FTA Pilot Program for Transit-Oriented Development Planning FY2021 Notice of Funding Opportunity. 4/26/21 Held a weekly virtual meeting with Janice Takahashi regarding HAF program plan. 4/28/21 Together with Marc Orbito, attended a virtual software demonstration by Speridian Technologies LLC to give us an insight on how other states are doing rent/mortgage assistance, as well as data analytics that are available. 4/29/21 Virtual meeting with HCAP Robert Piper, Nalani Jenkins, and Olin Lagan regarding available housing assistance funding and CSBG funding. Participated in the DBEDT Managers virtual meeting. 4/30/21 Virtual meeting with Moe Mahanna and Michael Costa regarding their plans to replicate an Affordable Housing Advisory Group here in Hawaii based on the charter that established the group in California involving lenders, developers, legislators, architects, engineers, and government policy leaders. Virtual follow-up meeting with CWRM Kaleo Manuel and Gregory Barbour regarding Ota Well. Activities Related to Legislature 4/1/21 Testified at the FIN Hearings in support of SB2 SD2 HDl relating to Public Lands, SB39 SD2 HDl relating to Housing (GET exemptions for private rental projects using project labor agreements), SB225 SDI HDl relating to Infrastructure Improvement Districts, and SB659 SD2 HD2 relating to LIHTC. Also, testified on other relevant bills affecting HHFDC. 4/5/21 Virtual meeting with Representatives Nadine Nakamura and Troy Hashimoto, and Catholic Charities regarding the status of RAMP funds for mediation services and eviction intervention. Virtual meeting with Representative Jackson Sayama regarding SB2 SD2 HD 1 relating to Public Lands. 4/6/21 Attended JDC-WAM decision-making on HB77 HDl SDI relating to Lands Controlled by the State. Attended WAM-JDC decision-making on HB1376 HD2 SDI relating to the Landlord-Tenant Code. 4/7/21 Virtual meeting with Representative Lynn DeCoite regarding HHFDC financing programs and concerns related to housing for Native Hawaiians. Attended FIN decision-ma:king on relevant bills affecting HHFDC including SB2 SD2 HD 1 relating to Public Lands, and SB659 SD2 HD2 relating to LIHTC, SB39 SD2 HDl relating to Housing (GET exemptions for 104 projects). 4/8/21 Testified at the HOU confirmation hearing on GM526 Donn Mende (Board Chair) and GM668 Sean Sasa:ki (new Board Member). In researching historical and political contexts, as well as institutional and electoral factors, analysis of all these findings has shown a constructed “succession model” behind the dominance of Americans of Japanese Ancestry (AJA) through the Democratic Party. The thesis also examines the implications of the disrupted and further divisive political climate of the Hawai'i Democratic Party since the death of universally respected and revered Senator Daniel Inouye (1924-2012). Senator Inouye’s death brought to an end a political career that spanned nearly six decades, and commenced a new era for Hawai'i political leadership. Quite possibly, this new era has also fractured the succession model. In a 75% minority state, throughout the past 65 years, Americans of Japanese ancestry have managed to gain a stranglehold over the Hawai'i Democratic Party, and therefore the Hawai’i state government itself.

    2021 LEGISLATIVE RECAP 2021 Legislative Recap Hawai‘i Public Health Institute 2 2021: BUDGETING FOR HAWAII’S FUTURE March marked the one-year anniversary of the World Health Organization’s declaration of COVID-19 as a global pandemic, and the U.S. began to see a light at the end of the tunnel as vaccine distribution, access, and use dramatically increased. As of June 2021, 44 percent of the U.S. population was fully vaccinated against COVID-19, along with 57 percent of Hawai‘i residents. 2021 also marked the beginning of a new biennium at the Hawai‘i State Legislature. Unsurprisingly, Speaker of the House Scott Saiki stated that his leadership’s focus would be on “the budget, public health, and the economy.” At the start of session, the House and Senate identified goals to support sustainable development and economic recovery as the Legislature was tasked with filling a $1.4 billion hole in the state budget. That’s why this year, we are excited to partner with Hawai‘i Budget & Policy Center to examine the value that the Legislature placed on public health by providing in-depth analysis of the state budget and appropriations.
