2) How long is it taking for residents and/or the companies they have employed, to be provided with permits that will allow renovations and/or building to proceed?

3) Century Holdings is working with planning staff on his proposal for the South lands, as per your instructions. How many staff hours are being taken up with this project? How many staff members have been assigned to work with Sean Hodgins/Century Holdings and/or affiliated companies on the Southland proposal? How many staff members have been assigned to work exclusively on the South lands development plan?

4) What is the schedule for workshops/work sessions and/or all other meetings with regard to the development proposal on the South lands?

5) How much Delta staff time has already been used to work with Sean Hodgins and/or Century Holdings and affiliated since the cancelation of the cancelled Pubic Hearing to have the South lands returned to the ALR? What i the current cost to the Delta taxpayer?

6) Is Delta working with the other land owners who own property within what is called the South lands in regards to the development proposal Mayor and Council asked be brought forward to them? If yes,have there been workshops/work sessions to deal with their portion of the property as well? If yes, how many staff members have been assigned to that portion of the property and at what cost?

5) How many planning department staff are currently working with Shato Holdings in regards to the Tsawwassen Springs development? How many staff members are currently working exclusively with the developer to process the permitting process? How long is it taking Shato Holdings/Tsawwassen Springs to obtain the required building and inspection permits for the building to be continued?

I ask the questions because, after checking with other municipalities, it has become very clear that Delta takes much, much longer for permits to be issued if the permit request comes from a non developer Delta resident who would merely like to build a deck or add on to their home. In Langley a development permit for simple renovations usually takes 2 weeks at maximum. Here is Delta it takes more than 6 weeks.

I have had many example of outrageous delays in the simplest of permit requests, so there are many residents who are being affected by this delay. Most I talked to said they had made their building plan process start at the beginning of 2011, never dreaming that if they applied in Dec, 2010 up to Feb 2011, they would still be waitrng for a Simple stamp or signature on a piece of paper so they could get to work.

So it won't get lost in my other questions regarding the length of time it is taking to pull a development or reno permit I will ask the most pertinant one again.

How many Delta planning department staff members are away on stress leave?

1 Container Capacity Improvement P~ogram Field Studies Information Sheet

Metocean Data Collection (Second Deployment - June/July 2011)

As part of the Container Capacity Improvement Program, Port Metro Vancouver is conducting field studies in and around Roberts Bank to gather more information and data to assist in evaluating the proposed Roberts Bank Terminal 2 Project.

Metocean Data Collection To gather more information and data to assist in evaluating the proposed Roberts Bank Terminal 2 Project, Port Metro Vancouver is continuing oceanographic field studies, which began in February 2011. This program consists of deploying oceanographic equipment offshore of Roberts Bank in Delta to gather wave, current and sediment data for use in verifying and calibrating numerical hydrodynamic models of the Roberts Bank area.

The models will be used to: • Develop criteria for the design of the proposed Roberts Bank Terminal 2 Project; • Simulate ship navigation and behaviour of moored ships; and • Investigate potential effects of the proposed Roberts Bank Terminal 2 Project on the coastal geomorphology of the adjacent shore line and intertidal habitat.

The study will begin with the deployment of an acoustic wave sensor, two pressure sensors and a turbidity meter. The devices will be connected to a wire and temporarily anchored on the sea floor. A sub-surface buoy will allow the wire to be vertical in the water column.

This work is not anticipated to have any impact on residents from noise or light.

Container Capacity Improvement Program The Container Capacity Improvement Program is Port Metro Vancouver's long term strategy to deliver projects to meet anticipated growth and demand in container capacity until 2030. The program includes increasing operational efficiencies at all of Port Metro Vancouver's container facilities in the Lower Mainland, with an emphasis on initial investment and infrastructure improvements at Roberts Bank in Delta.

Following improvements at Vanterm and Centerm in 2005, and the completion of the Deltaport Third Berth Project in 2010, Port Metro Vancouver is evaluating additional terminal improvements, including road and rail improvements, at Roberts Bank in Delta. In addition, we are exploring an additional multi­ berth container terminal at Roberts Bank, the proposed Roberts Bank Terminal 2 Project. The Roberts Bank Terminal 2 project is a proposed multi-berth container terminal which could provide container capacity of more than two million TEUs (twenty-foot equivalent unit containers) per year.

Any development of the potential Roberts Bank Terminal 2 project will be subject to a thorough and independent environmental assessment process.

Subject: United Way Loaned Representative Program

This memorandum is being provided to Council in reference to the June 1, 2011 letter from Darryl Robison , President of CUPE Local 454. Mr. Robison is requesting that Council once again support the United Way Loaned Representative Program. At the October 19, 2009 Regular Meeting Council supported the secondment of a Delta employee to the United Way Loaned Representative Program.

The loaned representative program is a unique opportunity for a Corporation of Delta CUPE member to participate in a once in a lifetime professional development opportunity. The United Way provides all the training and allows participants to develop skills and have experiences that they would not otherwise have.

The program lasts for four months and the Corporation of Delta remains responsible for all employee expenses, including salaries, benefits and car/mileage. The Corporation ensures that the employee is not out of pocket for any expenses related to their time with the United Way. The cost for Delta's participation in the 2010 program was approximately $20,000. However, this guarantees that the vast majority of the funds raised by United Way go directly to those in need.

The Chief Administrative Officer and senior staff are supportive of Delta's continued participation in the Loaned Representative Program and Delta Council has always been supportive of the United Way. If Council is supportive of Delta's continued involvement in the Loaned Representative Program the following recommendation would be appropriate:

That the secondment of a Corporation of Delta CUPE member to the United Way of the Lower Mainland's 2011 fund raising campaign for a period of four months be supported. The Corporation of Delta

If Council supports this initiative staff will prepare a letter for the Mayor's signature to inform CUPE. The intention will be to have the representative chosen by CUPE from the Corporation of Delta's CUPE staff.

The Corporation of Delta's 2010 United Way campaign was extremely successful, raising nearly $53,000 . Delta was also nominated for the United Way Employee Loyalty Campaign award, which is based on average donations over the past five years.

Lori Whitlum, Delta's 2010 loaned representative was a big part of Delta's and the United Way's success. She talks very highly of her experiences and encourages Delta's future participation in the program.

I.....:~ ('-" !..,., I appreciate the stance you have taken with regards to this issue, but still have some r.::.i~j I~ questions and concerns regarding exposures to radiofrequency electomagnetic (EM) fields in .f;>. -IS, our community. The recent announcement by the World Health Organization, designating r-I.':' radiofrequency EM fields as a Group 2B cancer risk (possible carcinogen), highlights the importance of protecting our community.

Currently, I live with my wife and almost 2 year old daughter at 7039 Newport Place in Sunshine Hills. We are at the end of the cul-de-sac, with our house about 100 metres away from the BC Hydro lines pathway to the west. On the hydro towers behind our home (and several other homes) there are multiple cell phone transmission devices (more than 10!). Keep in mind that houses on Newport Place, Kingswood Court, Prospect Drive, Canyon Crescent, and Lyon Road are all within 200 metres of these towers. Even Heath Elementary School is likely within 250 metres.

My question to you is - will any action be taken to address existing cell phone towers the same way you have taken the position to oppose future installation in residential areas? If a positions of the "precautionary principle" and "prudent avoidance" are being taken, surely it should not exclude existing towers in residential areas.

I understand that there are multiple parties involved with the installation, removal, or relocation of telecommunications equipment., and that this is likely a complex issue. Nevertheless, I would hope that the simple and straightforward principle of health and safety for citizens (especially children) would take precedence over anything else.

I respect your action on the future installations in Delta, but please consider the wellbeing of the established residents that are currently being unnecessarily exposed to a possible health risk. I look forward to your response.

Dear Mayor and Council,

I write to all of you asking for help. I live at 9305 Forest Place; I call our cul-de-sac a beautiful oasis in the city because of all of the beautiful trees on the properties.

There is a proposed development, which we welcome, however we have some concerns. First, the trees near the property; second the size and scale of the proposed house.

The trees in question are on municipal land not private property. Considering the trees are mature and healthy, and were here first, would it not cause proposed developments to include them in the plans and build around them? If I were to purchase a house with the intention of demolishing and rebuilding, I would find out before purchasing if the trees could be removed. The cul-de-sac is named FOREST PLACE and we want to keep its namesakes! I strongly urge Delta to put mature, beautiful trees first before succumbing to developers. The house could be easily be built keeping the trees.

In addition, the size of the house is too big for our cul-de-sac. It was stated to me by Nancy McLean (lovely lady), in the Community Planning and Development Dept. the proposed house meets all of Delta's requirements and will proceed, but I ask you what about the opinions of surrounding neighbours? Do my family's voices and my neighbours' voices not matter? Is following proper protocol all that carries any weight? The house will look completely out of place amongst our homes. We take pride in our cul-de-sac and want to maintain its integrity.

As previously mentioned we welcome a new home on the site. However, I strongly believe as residents in a cozy, private cul-de-sac my family and my neighbours deserve to be heard and respected regarding what is built.

Thank you. We look forward to working with you to find a solution. The deadline for feedback is June 6th; please help us keep Forest Place our beautiful,treed oasis.

Comments: Another day of horror coming and going from Crescent Island. When is the insanity going to stop. Another day where I must wait for up to 15 minutes just to get over the 99 overpass to take my grandson to school or to get to my 9:30 yoga class. Once over you then have to contend with coming back. Ferry Traffic, Accidents in the tunnel etc. etc. etc. How about giving the residents of Crescent Island a pass or sticker to be applied to their car allowing us to use the HOV lane. After all, all we want to do is to get back home to Crescent Island. We are not going onto Hwy. 99 but we are stuck in the 99 traffic. Come on lets get with some sort of relief for those of us who just want to get in or out of our "Grfdlocked" area. Any suggestions?

Both Delta and Surrey have adopted "Light Impact Development" as part of the integrated stormwater management plan for Cougar Creek.

It's absolutely critical to the health of Cougar Creek that we implement LID quickly and comprehensively -­ especially given the pending development and redevelopment proposals for large properties on Scott Road just one block away from the creek.

FYI, I'm forwarding a message from Bruce Wulkan, Stormwater Program Manager for Puget Sound Partnership, that includes a link to their draft LID guidebook and model ordinances for the Puget Sound/Western Washington area. Even in draft form, these documents represent very impressive progress.

Three questions for you:

(1) How far are Delta and Surrey (or Metro Vancouver) from integrating LID requirements into local codes? Months? Years?

(2) Surrey: In the (present) absence of code requirements, what LID features exactly are going to be included in development of the last remaining major forested wetland site on Scott Road (DP 06-0376)?

(3) Delta: Same question regarding the proposed redevelopment of the former "Cheers" site -- and should we not be postponing any major changes to this site's hydrology, until LID has been integrated into local codes & standards?

Now to Add insult to injUry, the people from the other side of 82nd on lllb 5t come down our street to avoid the bumps on S;/nd and llOth. So they can get out onto 84th ave. I have lived here app. thirty years and most of my neighbours have lived her even longer, we all filled in our ditches, with new drainage pipe and paid the municipality for this . service.Fuller eres north had to have all their ditches filled in with new pipe and what ever el:;e had to be done.! know they were charged for it but we already have our ditches filled in, just needs to be widened with curbs. The neighbours don't want to be charged for this, seeing they already have spent money for our street. 1don't think a survey was ever done to See how much this would cost. Dear Mayor and Council,

I recently met with the Hon. Steve Thomson, Minister of Forests, Lands and Natural Resource Operations regarding the Roberts Bank Wildlife Management Area.

I am pleased to inform you that the ministry is finalizing the documentation and will hopefully send it to the Minister within two to three weeks time. The Minister will review it and will then submit it to Cabinet for approval.

After years of waiting, I think we can expect to see the Roberts Bank Wildlife Management Area become a reality by the fall. It is disappointing that the Management Area fails to include all of Roberts Bank, and I have commented to the Minister that at a minimum, his officials should be quite sure that the mud flat bio-film zone is protected in its entirety. I can also report that the actual Management Plan will not be completed at the time of designation and I am advised it will updated in due course.

I know we are all looking forward to the critical designation and to the final realization of this important set of environmental protections.

Y- ' (Ell· I 10074-b Since last writing to you in October 2010 I was contacted by a municipal representative concerned with animal affairs, who informed me that action with respect to the sale of kittens, puppies, and rabbits in local pet stores would take effect in Spring. The official beginning of Spring has passed and Summer promises to appear, at least according to the calendar ..

The days after Easter saw an upsurge in the number of rabbits being brought to the SPCA, just as the number of kittens currently available for adoption bears witness to the lack of spay and neuter practices by irresponsible pet owners.

Prohibiting the sale of dogs, cats, and rabbits in Delta pet stores is a first step towards improving the lives of so many innocent animals. Enacting by-laws re spaying and neutering is certainly a matter worthy of future consideration.

I enclose a recent BCSPCA fact sheet about puppy mills.

I urge you to give consideration to drafting a by-law governing the sale oflive animals in pet stores.
