Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. New Challenges and Opportunities in the Taiwan Strait: Defining America’s Role By Thomas J. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC. -

The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Questions 1. Is there corroborating information about military manoeuvres and exercises in Pingtan? 2. Is there any information specifically about the military exercise there in July 2006? 3. Is there any information about “Army day” on 1 August 2006? 4. What are the aquatic farming/fishing activities carried out in that area? 5. Has there been pollution following military exercises along the Taiwan Strait? 6. The delegate makes reference to independent information that indicates that from May until August 2006 China particularly the eastern coast was hit by a succession of storms and typhoons. The last one being the hardest to hit China in 50 years. Could I have information about this please? The delegate refers to typhoon Prapiroon. What information is available about that typhoon? 7. The delegate was of the view that military exercises would not be organised in typhoon season, particularly such a bad one. Is there any information to assist? RESPONSE 1. Is there corroborating information about military manoeuvres and exercises in Pingtan? 2. Is there any information specifically about the military exercise there in July 2006? There is a minor naval base in Pingtan and military manoeuvres are regularly held in the Taiwan Strait where Pingtan in located, especially in the June to August period. -
The European Identity
THE EUROPEAN IDENTITY ALBERTO MARTINELLI University of Milan [email protected] Abstract: European identity is not only a scientifically interesting question, but also a politically important issue: in fact, sixty years after the signing of the Treaty of Rome, the European Union finds itself for the first time facing risks that threaten its own existence. The European Union is a limited and incomplete project because Europe’s economic integration has not been accompanied by a genuine supranational political union and greater cultural integration. The deficit of democratic representation and cultural integration is due to the fact that the community process is based only on economic rationality and not on a feeling of common belonging. In the current situa- tion in which the Union faces difficult challenges which threaten to undermine the future, it necessary to affirm the policy of interests with a policy of identity. In this essay, we will first concentrate on the concept of identity – that is on the nucleus of values and common institutions –; then we will discuss how the European identity has changed over time (also in relation to national identities) and what are the mecha- nisms that may favour its taking root in the current situation. The European project of political unification needs to be re-emphasized, finding the way to a European collec- tive identity, not contrasted with but alongside the different national identities, refer- ring to loyalty and shared commitment to a whole collection of cultural values: fun- damental human rights, civil liberties, democratic political institutions, rule of law, freedom of movement of people, goods and capital, social justice and non-violent res- olution of conflicts. -

Frictions nonetheless exist within the EU because some members want to rollback parts of the consensus (“less Europe”) and others want to expand them (“more Europe”). The conflict cannot be amicably resolved as EU leaders are trying to do in a one-track supranational regime because both factions disagree about whether confederation or federation is best. A solution in a one-track system requires one side to capitulate to the other. This is why the EU is at an impasse. However, the conflict is easily resolved by switching from a one-track to a multi-track supranational system that allows advocates of “more Europe” and “less Europe” to do as they like in some areas, while acting collectively wherever consensus permits. The EU already accepts the multi-track principle with regard to the euro and non-euro zones, and could restore harmony to the European project by applying the principle more broadly. A. The world order of the twentieth century, to which the twenty-first century refers, rests upon the principle of the territorial state, a fundamental formal principle which is valid in every corner of the globe and is nowhere called seriously into ques- tion. Humanity is not united: it is divided into approximately 200 distinct communi- ties (peoples). These form legally and politically recognized governing entities [Herr- schaftsverbände] which are independent (sovereign) and which are known as states. Each state is allocated a delimited portion of the earth’s surface (state territory), over which it has exclusive power to rule (state power [Staatsgewalt]), but to which its power is generally restricted. In this world order, the concept of rule by virtue of higher law (sovereign power/public power1 [Hoheitsgewalt/öffentliche Gewalt]) refers essentially to the rule of a sovereign governing entity over the territory over which it has control, which is to say the rule exercised by a state over its state terri- tory. Within this world order, a sovereign public power - which is to say a power which is original, rather than derived, and which is not dependent - cannot be obtained by authorities other than states. -

Assessing Russia's Role in Cross-Taiwan Strait Relations
“Russia and Cross Strait Relations” SHAOHUA HU Associate Professor and Chair Department of Government and Politics Wagner College [email protected] Scholars have scrutinized the role of the United States and even Japan in cross-Strait relations, but have downplayed, if not ignored, the role of Russia.1 Given the extensive studies that have been carried out on Russia’s China policy, the lack of attention given to this subject is woeful and even puzzling. Such deficiency may be attributed to Moscow’s seemingly unequivocal pro-Beijing policy, Russia’s loss of superpower status, and the lack of close ties between Russia and Taiwan. Whatever the reasons, the deficiency should be addressed, because Russia is both a global and a regional power, and because the policy differences between Russia and all other major powers demand explanation. This article attempts a systematic study of the Russian factor in cross-Strait relations. What form has Russia’s Taiwan policy taken in different eras? How important is Russia to Beijing’s Taiwan policy? What options might Russia have in the event of a cross-Strait conflict? These are the questions I seek to answer. The Evolution of Russia’s Taiwan Policy A review of Russian foreign policy helps us understand the present and anticipate the future. Russian leaders have not created their foreign policy out of the blue, but rather formulated it under given geographical and historical circumstances. No matter how changeable and complex history is, we may still be able to identify some key historical patterns. That scholars find much continuity in Russian foreign policy makes it even more important to familiarize ourselves with the past. -

Abstract: This paper fills a scholarly gap in the understanding of the intraethnic diversity via a case study of the formation of a Taiwanese American identity. Drawing on a review of the existing scholarly literature and data from systematic field observations, as well as secondary data including content analysis of ethnic organizations’ mission statements and activity reports, we explore how internal and external processes intersect to drive the construction of a distinct Taiwanese American identity. The study focuses on addressing three interrelated questions: (1) How does Taiwanese immigration to the United States affect diasporic development? (2) What contributes to the formation of a Taiwanese American identity? (3) In what specific ways is the Taiwanese American identity sustained and promoted? We conceive of ethnic formation as an ethnopolitical process.
