Main Edmonton, Alberta T5J 2N3 Canada www.health.alberta.ca April 22, 2021 RE: EXEMPTION REQUEST – ORDER 12-2021 and ORDER 14-2021 – YOUTH AGRICULTURAL AND ACHIEVEMENT EVENTS – TO BE HELD IN VARIOUS LOCATIONS IN ALBERTA, BETWEEN THE DATES OF APRIL 24, 2021 AND JUNE 30, 2021. Whereas the Chief Medical Officer of Health (CMOH) initiated an investigation into the existence of COVID-19 within the Province of Alberta. Whereas the investigation has confirmed that COVID-19 is present in Alberta. Whereas under section 29(2)(b)(i) of the Public Health Act, the CMOH may make an order pursuant to her authority under section 29(2.1) of the Public Health Act. Further to the above, pursuant to her authority under section 29(2.1) of the Public Health Act, made CMOH Order 12-2021 (Order 12-2021) that identified businesses or entities allowed to offer goods and services at locations accessible to the public as well as any other steps to lessen the impact of a public health emergency when offering those goods or services. As well she made CMOH Order 14-2021 (Order 14-2021) to make additional measures involving indoor youth activities necessary to protect Albertans from exposure to COVID-19 and to prevent the spread of COVID-19. Pursuant to section 13.1 of Order 12-2021 and section 6 of Order 14-2021 the CMOH may exempt in writing persons or classes of persons from the operation of each respective Order. The Office of CMOH has received a request that certain individuals/classes of persons who are engaged in youth agricultural and achievement events, to be held in locations as identified in Schedule A, as may be amended from time to time to proceed in location locations that are currently not open, or are open with conditions to the public. The request has asked that the exemption be granted to no more than 60 essential persons, which shall be limited to youth participants, judges, event assistants, and youth participant’s assistance, to be permitted to attend the indoor locations in Schedule A at any one time to facilitate youth agricultural and achievement events. For the purpose of the exemption request under Order 12-2021 request a “youth participant” means a “youth” as defined in section 8.2(f) of Order 12-2021 and any Classification: Protected A Page 2 person as between 19 and 21 years of age who is competing or otherwise participating in an agricultural event or achievement event. For the purpose of the exemption request under Order 14-2021 request a “youth participant” means a “youth” as defined in section 2(c) of Order 14-2021 and any person as between 19 and 21 years of age who is competing or otherwise participating in an agricultural event or achievement event. For the purposes of the exemption request “achievement event” means an event or showcase of a youth participant’s project which includes, but is not limited to sewing, engine repair and other vocational or education skills. For the purposes of the exemption request “agricultural event” means an event or showcase of a youth participant’s project livestock which includes to judging, evaluation, auction or sale of the livestock. Pursuant to section 5.1 of Order 12-2021 and sections 2 and 3 of Appendix A of Order 12-2021, businesses and entities are not open to the public and have restrictions concerning the distance persons or groups must stay apart when participating in physical activities. Pursuant to section 13.1 of Order 12-2021 and section 6 of Order 14-2021 I am satisfied that an exemption from section 5.1 of Order 12-2021 and sections 2, 3, and 9 of Appendix A of Order 12-2021 and sections 4 and 5 of Order 14-2021 be granted to the following persons upon the following conditions: I. Individuals identified as youth participants when engaged in agriculture events or achievement events at event locations identified in Schedule A, as may be amended from time to time. II. Agriculture event and achievement event essential personnel who are attending agriculture events or achievement events for the purpose of judging and otherwise facilitating agriculture events or achievement events. III. The operators and staff of a business or entity that is a group physical activity business or entity as described in section 9 of Appendix A of the Order 12-2021 for the purpose of permitting or facilitating entry for the persons and the purposes described in paragraphs I and II. IV. The persons identified in paragraphs I and II shall comply with all the requirements in Schedule B, as may be amended from time to time and as applicable. V. The persons identified in paragraphs I, II, and III in addition to complying with the requirements set out in paragraph IV shall also comply with any Classification: Protected A Page 3 relevant Alberta Health guidance found on: https://www.alberta.ca/biz- connect.aspx. VI. The persons identified in paragraphs I, II and III shall also comply will any public health guidelines, conditions or requirements that may be provided from time to time in writing by Alberta Health or Alberta Health Services. Although the persons, businesses and entities identified above are exempt per section 13.1 Order 12-2021 and section 6 of Order 14-2021, all persons, businesses and entities who are identified in this exemption are subject to the appropriate hygiene, masking and other barriers or PPE as appropriate to the activity, distancing of a minimum of two metres from any other persons, and all other measures identified by public health authorities to protect these persons and other Albertans from further transmission of COVID-19. The exemption may be terminated or modified by the CMOH in writing without notice and for any reason as determined by the CMOH. This exemption comes into effect on April 22, 2021. M CCAFFERTY Department of Entomology, Purdue University, West Lafayette, Indiana, USA 47907-1158 (e-mail: [email protected]) Abstract.ÐNew provincial distribution records are provided for 40 Ephemeroptera species in Canada based on the examination of specimens held in the Canadian National Collection of Insects. Nine species are newly reported for Alberta, four for British Columbia, ®ve for Man- itoba, 12 for New Brunswick, 10 for Nova Scotia, two for Ontario, four for Quebec, and one for Prince Edward Island. Of these, Ameletus amador Mayo, Cinygmula reticulata Mc- Dunnough, and Procloeon vicinum (Hagen) are reported from Canada for the ®rst time. McCafferty and Randolph (1998) provided provincial and territorial documenta- tions of the Ephemeroptera of Canada (see also Randolph and McCafferty, 2001), including 321 species. One additional species had been inadvertently excluded (McCafferty, 2001), and recent systematic studies have resulted in the description of a new species from Canada (McCafferty, 2000) and the ®rst report of one species from Canada (Burian, 2001). Study of the Ephemeroptera collections at the Canadian National Collection of Insects (CNC), in Ottawa, Ontario, has revealed new provin- cial records for 40 species, including the ®rst Canadian records for three species. This brings the total number of valid species of may¯ies known from Canada to 327. All data below represent new provincial record data, and an asterisk (*) indi- cates species we report from Canada for the ®rst time.
