INTRODUCTION After months of bickering over the details, almost to the point of destroying the bill, in November Congress finally passed a bill amending the Satellite Home Viewer Act (SHVA).2 With the stroke of President Clinton's pen on November 29, 1999, the direct broadcast satellite (DBS) industry gained the ability to deliver local television station programming into respective local markets nationwide.' Many questions remain, however, as to the efficacy of this legislation to put DBS in a position to compete with the cable industry in an effective manner.
