Introduction 1.1.Regulatory framework Latvia – Russia Cross-border Cooperation Programme 2014-2020 (hereinafter – the Programme) is co-financed by the European Union (hereinafter – the EU) under the European Neighbourhood Instrument (hereinafter – the ENI), the European Regional Development Fund (hereinafter – the ERDF) and by the Russian Federation (hereinafter – Russia) and the Republic of Latvia. Legal acts of both EU and Russia have been taken into account preparing the Programme. EU legal acts, the Programme has been prepared in accordance with, are as follows: the Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action; Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument (hereinafter – Regulation (EU) No 232/2014); Commission Implementing Regulation (EU) No 897/2014 of 18 August 2014 laying down specific provisions for the implementation of cross-border cooperation programmes financed under Regulation (EU) No 232/2014 of the European Parliament and the Council establishing a European Neighbourhood Instrument (hereinafter – Regulation (EU) No 897/2014); the Programming document for European Union support to ENI cross-border cooperation for the period 2014- 2020 (hereinafter – the ENI Programming document), that provides the strategic framework for EU support for cross-border cooperation on the external borders of the EU, under the ENI, for the period 2014-2020 including partnership with Russia.
