I. SUMMARY/REQUESTED ACTION The applicant, Amy Rzepka, on behalf of Prologis L.P. A Delaware Limited Partnership is seeking approval of the rezoning from M1 Limited Manufacturing Zoning District (Unincorporated Will County) to C3 Highway Commercial Zoning District (City of Lockport) for the property located at the Southeast Corner of Archer Avenue and Prologis Parkway. The 10.75 acre parcel is part of Prologis Business Park (future industrial warehouse development). This land was the site of proposed “Building 5”. The rezoning is due to an agreement with the City which would allow Prologis LP to rezone newly acquired C3 land located along 143rd Street to M1 Limited Manufacturing. In exchange for the loss of the Commercial land that is located along 143rd Street, new Commercial lots will be created along Archer Avenue. Commercial development is not proposed at this time for this land. The Subject property is part of the I-355 Corridor Master Plan and located within the 143rd Street Subarea which focuses on establishing a retail/commercial node at 143rd Street, Archer Avenue and I-355. Although the Plan designates this smaller segment of land for light industrial, office, residential, and market flexibility, (which was likely influenced by the existing industrial entitlement), the land having frontage on Archer Avenue in close proximity to I-355, is suited for commercial/retail use. The 143rd Street Subarea prioritizes commercial uses fronting the major roadways and possibly including, light industrial, residential, office, and business uses in the more interior portions of the sites. This commercial development opportunity will have a different character from the larger development at 159th Street. This commercial node with excellent visibility and access can accommodate a mix of retail, entertainment, and restaurant uses. A rezoning of property requires a public hearing. Notification of the public hearing is necessary and has been completed in three (3) ways: newspaper ad (by City Staff), mailings to property owners within 250 feet of the subject property via certified/return receipt (by applicant) and installation of a sign along Archer Avenue (by applicant).
