COMMENTS: CITY COUNCIL ATLANTA, GEORGIA 20-R-4007 CDP-20-022 AN AMENDED RESOLUTION BY COMMUNITY DEVELOPMENT/HUMAN SERVICES COMMITTEE TO TRANSMIT THE DRAFT DEVELOPMENT IMPACT FEE STUDY AND ORDINANCE UPDATE (CAPITAL IMPROVEMENT ELEMENT (CIE) AMENDMENT) TO THE ATLANTA REGIONAL COMMISSION AND THE DEPARTMENT OF COMMUNITY AFFAIRS IN COMPLIANCE WITH THE REQUIREMENTS OF THE GEORGIA PLANNING ACT OF 1989; AND FOR OTHER PURPOSES. (PUBLIC HEARING HELD 6/22/20) WHEREAS, new growth and development places additional demands upon public facilities, including parks and recreational facilities, and certain transportation facilities including roads, streets, bridges, rights-of-way, and traffic signals, which demands would not otherwise occur; and WHEREAS, the Georgia Development Impact Fee Act (DIFA) allows cities to adopt their own impact fee ordinances; and WHEREAS, the current City of Atlanta Development Impact Fee Ordinance, adopted by the Atlanta City Council on March 18, 1993, pursuant to 92-O-1817, needs to be updated; and WHEREAS, the City procured the services of Duncan Associates to complete an update to the Development Impact Fee Ordinance to 1) Redefine Levels of Service, 2) Modify Transportation Fee Programming, 3) Change Land Use Categories, 4) Fund Exemptions, and 5) Implement Changes to Impact Fee Program Administration; and WHEREAS, section 110-12-2-.03(d) of the Development Impact Fee Compliance Requirements of the State of Georgia state that whenever a city wants to amend its Capital Improvements Element (CIE) including redefining growth projections, land use assumptions or community goals that would affect system improvements proposed in the CIE, adding new impact fee service areas or a change to the boundaries of existing impact fee service areas, changing service levels established for an existing impact fee service area, or make any other revisions that might have a negative effect or major impact on another jurisdiction or authority then such city must following the procedures outlined at section 110- 12-2-.04(10) which include holding a public hearing on the CIE amendment and then submitting the CIE amendment to the regional development center; and WHEREAS, a public hearing for the City of Atlanta Development Impact Fee Ordinance was held on June 22, 2020. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY RESOLVES: SECTION 1: That the draft 2020 Development Impact Fee Study, attached hereto as Exhibit “A” and incorporated herein by reference, is hereby submitted to the Atlanta Regional Commission and the Last Updated: 06/24/20 Page 1 of 8 Georgia Department of Community Affairs for regional review, as per the requirements of the Development Impact Fee Compliance Requirements.     Inventory & Analysis Overview The Plan’s recommendations will transform the Howard Property from a residential lot into a passive green neighborhood park. The plan provides for quiet, safe woodland setting with carefully renewed native plantings with an internal trail system that connects to the larger Beltline trail that connects to surrounding neighborhoods. Park Description and Context Upper Lawn in 2007 Comprising approximately five acres at 471 Collier Road, the Howard Property is a significant new passive park bounded by Tanyard Creek, Overbrook Drive and Collier Road. Acquired in 2006 to provide the “missing link” for the BeltLine Trail between Tanyard Creek Park and the City of Atlanta’s Bobby Jones Golf Course, the site offers passive opportunities at a neighborhood scale. Trail design by the PATH Foundation, under the auspices of Atlanta BeltLine inc. and the City of Atlanta’s Department of Parks Recreation & Cultural Affairs, was under way spring of 2008. With the assistance of the Trust for Public Land the land assemblage was completed in 2006. Residential structures on the site were demolished in 2007. This Master Plan is to identify and plan for various landscape works to further clean up the site and make it more useable and maintainable. Members of the community expressed a desire to undertake a master planning exercise to identify opportunities for amenities (seating, secondary pathways, plantings, etc.) and management zones (areas for naturalization, passive open lawn space, garden development, etc.) 5 Master Planning Process The Howard Property Master Plan was announced at the BeltLine Subarea Study Group Meeting of May 5, 2008.

    Chick-Fil-A Peach Bowl Parade On December 4th, the decision was finally made and the opponents in the “Chick-Fil-A Peach Bowl” have been decided and they are: #1 Alabama and #4 Washington. Based on that information the parade will be Saturday morning, December 31st, stepping off at 9:00 AM. For that reason we will be pre-staging in the parking lot of “The 120 Tavern & Music Hall”, 1440 Roswell Rd. (rt. 120), across from Williamson Bros. BBQ at 7:15AM for a prompt departure and caravan to our staging area at 7:30 AM. That will get us to the staging area in front of Max Lager’s restaurant, 320 Peachtree St. NE by 8:00 AM. Since Chris and I will be out of the country this year and unable to participate in this event, we have enlisted the help of Herb & Sharon Guck to finalize the pre- parade organization of our group. Dawn Norman has agreed to lead the group/caravan to the staging area. As previously mentioned, this year will be a first in Atlanta as we are hosting one of the semi-final games, and with Alabama being one of the teams, the attendance is expected to be OVER THE TOP!!!! We can still use a few more convertibles or Corvettes with removable roofs so if you are inclined to participate in this event we ask you to signup NOW on the Classic Glass website by going HERE.     John Miller C. Reed, S. B. Turman and Harriet Reed Turman and for whom some streets in the South Atlanta-Lakewood Heights-Chosewood Park neighborhoods are named. Prepared by Paul C. McMurray [email protected]/404-993-2293 Around 1860, John Miller C. Reed (JMCR) came to the area around the intersection of Lakewood Avenue and McDonough and bought many hundreds of acres of land. This included all or large parts of Fulton County Land Lots 39, 40, 41, 56 and parts of others. See the Fulton County Grantee List below. I also want to mention that another large land purchase of 400 acres was made in 1880 by the Freedman's Aid Society working with the Methodist Episcopal Church (now known as the United Methodist Church) to create a larger campus for Clark University and Gammon Theological Seminary. These 400 acres were located in the area west of where South Atlanta neighborhood is now. The New Schools at Carver and the Villages at Carver now sit on this land, although the actual foot print of the 400 acres extended beyond those locations. Both these land purchase have a lot to do with how South Atlanta-Lakewood Heights-Chosewood Park area developed. After purchasing the land in 1860, JMCR built his first house on it. This house was burned by Sherman during the Civil War. In Franklin Garret’s Yesterday Atlanta p.26, JMCR is described as a Colonel in the Fulton County militia. There are no other references in that book or any others that I could find that says JMCR participated in any major battles or was even in Atlanta at the time of the Battle of Atlanta.
