About 70% of the total population directly or indirectly depends on agriculture. Rice and pulses (green gram and black gram) is the main crop of this district during Kharif and rabi season respectively. The average annual rainfall of this district is 1514.6 mm with 66 numbers of rainy days. Due to erratic distribution of rainfall, more than 80% rainfall occurs during monsoon season only. Hence kharif irrigated area is around 70%. But during rabi season, maximum area covers under pulses and oilseeds by utilizing available residual moisture or irrigation is not provided to rabi crops due to non availability of required amount of Irrigation water. Hence the production and productivity of rabi crops is very low in the district. Only 35% areas are being irrigated in rabi season. The District is also surrounded by River system the Mahanadi and Paika in North and Devi in the South West. Due to its geographical situation, the district is congenial and prone to occurrence of various natural calamities like flood, draught or cyclone in almost every year. Water logging is the constraint during Kharif due to poor drainage facilities. Hence with the above conditions, district Irrigation Plan (DIP) under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is being prepared for creation, development of water resources, strengthening water distribution network and to increase the water use efficiency in the district so that agriculture production and productivity could be enhanced. Present District Irrigation plans (DIPs) represents planning and implementation of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) both for short and long term. This scheme has four programme components, namely, AIBP, Har Khet ko Pani, Per drop more crop and watershed development. The domestic, livestock, irrigation and industrial requirement of water for the district is 2.50 BCM. But at present only 1.64 BCM of water is available from both surface and groundwater resources. By end of 2020 the requirement may increase to 2.85 BCM. Hence, an additional 1.21 BCM of water potential need to be created by 2020. This can be met with planning of three components under PMKSY. At present 300 ha is under micro irrigation and provision is made to increase 1770 ha under the micro irrigation system to horticultural and cash crops so that 2070 ha will be brought under the system. The block wise strategic planning under this scheme is explained in this document. Planning is made for an estimated cost of Rs. 66914.87 Lakhs to increase the irrigation potential by 15797 ha along with improving the available facilities. This will increase the provision of irrigation from the present level of 55.3 % to 70 %. District Irrigation Plan (DIP), Jagatsinghpur Page 1 C H A P T E R- I General Information of the District 1.1 District Profile Jagatsinghpur District is located in the East Cost of Odisha surrounded by Kendrapara District in North East, Puri District and Bay of Bengal in South, Cuttack District in West and Bay of Bengal in East. This District is situated in between latitude of 20 degree to 21 degree North and longitude of 84 degree to 87 degree 3’ East. The District is also surrounded by river system the Mahanadi and Paika in North and Debi in South West having a Geographical area of 1, 65,970 ha. Jagatsinghpur is one of the most natural disaster-prone districts of costal Odisha This District consists of 08 Blocks, 08 Tahasils, 194 GPs, 02 Municipalities and 1292 revenue villages. The Block wise location details are presented vide table No.1.1 and map 1(a). District Irrigation Plan (DIP), Jagatsinghpur Page 3 1.2 Demography This is one of the thickly populated districts having total population of 11, 36,971 as per 2011 census with population density of 681 per sq. kilometer area. Out of the total population male, female and children population are 520710, 506012 and 110249 respectively. Similarly, the population of SC, ST and General category are 248152, 7862 and 880957 respectively. The sex ratio is 967 and literacy rate is 87.13 %.
