HERRING The Honorable Beverly Snukals * Maggie Bowman ** On November 25, 2013, following one of the closest races in Virginia history, the Virginia State Board of Elections (the ―SBE‖) certified Democratic State Senator Mark Herring as the winner of the 2013 race for the office of Attorney General of Virginia by a record few 165 votes, less than one-hundredth of a percent of the votes cast.1 Two days later, Herring‘s opponent, Republican State Senator Mark Obenshain, filed a petition in the Richmond City Circuit Court of Richmond seeking a recount of the election pur- suant to Virginia Code section 24.2-801.2 Within a few short days, each party filed hundreds of pages of pleadings and memoranda. Hearings had to be held and orders had to be endorsed. Johnny Isakson. Collins (R-Maine) Tillis (R-N.C.) Polls consistently show Joe Biden running even with President McSally (R-Ariz.) Donald Trump, and Biden’s emerging coalition of non-white and Tilt Democratic Tilt Republican suburban voters has many Democrats feeling that this is the year they turn Georgia blue. Gardner (R-Colo.) In the race for the state’s other seat, appointed-GOP Sen. If awarded, the funds will help increase safety, improve efficiency, and increase the reliability of the movement of goods. We ask for your full and fair consideration. The Port of Virginia is one of the Commonwealth's most powerful economic engines. On an annual basis, the Port is responsible for nearly 400,000 jobs and $92 billion in spending across our Commonwealth and generates 7.5% of our Gross State Product. The Port of Virginia serves as a catalyst for commerce throughout the Commonwealth of Virginia and beyond. To expand its commercial impact, the Port seeks to use this funding to optimize its central rail yard at NIT. The Port's arrival and departure of cargo by rails is the largest of any port on the East Coast, and the proposed optimization will involve the construction of two new rail bundles containing four tracks each for a total of more than 10,000 additional feet of working track. This project will improve efficiency, allow more cargo to move through the facility, improve the safety of operation, remove more trucks from the highways, and generate additional economic development throughout the region. These incentives will play a critical role in America’s economic recovery, alleviate some of the pollution impacts that have been borne by disadvantaged communities, and help the country build back better and cleaner. The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.

While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. Congress must act to preserve our current scientific workforce and ensure that the U.S.

Without significant federal investment in the Postal Service, it will run out of operating funds by September. While 630,000 postal workers continue to deliver information and packages each day to every household in our nation, the Postal Service projects a possible 50% decline in mail volume between now and the end of the current fiscal year.[1] This decline is directly tied to COVID-19 impacts.[2] Such a precipitous drop would have a devastating impact on an organization already facing serious financial constraints. Unfortunately, the CARES Act only included provisions allowing Postal Service to borrow up to $10 billion.
