BY THE NUMBERS Cabo Delgado, October 2017-June 2021 • Total number of organized political violence events: 895 • Total number of reported fatalities from organized political violence: 2,887 • Total number of reported fatalities from civilian targeting: 1,420 All ACLED data are available for download via the data export tool. SITUATION SUMMARY The conflict in Cabo Delgado was relatively quiet last week. However, new information about earlier events has come to light. The only confirmed conflict incident from last week took place on 12 June near the village of Nova Família, Nangade district, where local hunters found two decapitated bodies in a swamp close to the village. A local official claimed that the bodies must have been insurgents killed by government forces in the area. Government forces, however, are not commonly known to decapitate their victims, suggesting that these people were likely killed by insurgents. A media report that the Mozambican military is utilizing anti-vehicle landmines, including one that detonated on a road in Muidumbe district on 30 May, was vociferously denied by the country’s defense ministry. Mo- zambique has a long and terrible history with landmines, which were used extensively during the country’s civil war and which killed and injured many civilians. After a long and costly effort, the country was declared landmine-free in 2015. A defense ministry spokesman cited Mozambique’s commitment to the Ottawa Treaty, which bans anti-personnel mines and which Mozambique ratified in 1998, in his denial.

He was held in pre-trial detention for more than 90 days before being formally charged. Article 308 of the Criminal Procedural Code states that a person cannot be held in pre-trial detention for more than 90 days after their arrest.

However, the road from Macomia to Chai is now open. • Cholera prevention and response activities are being ramped-up. SITUATION OVERVIEW The number of people affected by Cyclone Kenneth had risen to nearly 250,000 people as of 6 May, including, 217,122 people in Cabo Delgado and 32,862 people in Nampula, according to the National Disaster Management Institute (INGC). There were 3,527 displaced people sheltering in accommodation centres in Cabo Delgado and Nampula provinces as of 6 May, including 3,214 people in 10 accommodation centres in Cabo Delgado province and 313 people in two sites in Nampula province, according to the INGC. The Government has called for the closure of accommodation centres that are occupying schools, to enable children to return to class, including the closure of the Mieze Centre in Metuge district. Humanitarian actors continue to advocate for safe, voluntary and dignified population movement. At least 64 cumulative cases of cholera had been received in health centres in Pemba and Mecufi districts as of 0700hrs on 5 May, with no deaths recorded to date.

Situation Summary There were few reported insurgent operations in Cabo Delgado last week. Instead, government forces made most of the headlines, both for recovering kidnapped civilians in Macomia district and for ongoing abuses against civilians in Muidumbe district. On 13 January, Mozambican police chief Bernardino Rafael presented to reporters 15 women and ​ six children who government forces had rescued after they were kidnapped during the 7 January ​ insurgent attack on Ilha Matemo, Ibo district. After leaving Ilha Matemo, the group stopped at Olumboa, Macomia district. According to Rafael, helicopters working with government forces tracked the group to Olumboa and then assaulted the insurgents, separating the 21 hostages from their captors. Casualties among insurgents or hostages are unknown. Speaking to reporters, one of the women recounted that they had been taken by a group of roughly 30 insurgents, who told them that they would be sent to Mocimboa da Praia to study in a madrassa. This account is similar to other reports from people who have lived under insurgent control. Many such reports have ​ described efforts to indoctrinate civilians into insurgent religious and political ideas in areas of strong insurgent control. Even in a light week for insurgent operations, the road between Nangade and Palma remained an insurgent target. On 15 January, two civilians driving a truck toward Palma abandoned their vehicle after seeing a suspicious motorbike on the road.

Buxifolia R.D. Stone (Melastomataceae, Olisbeoideae) is a group of forest shrubs and small understory trees distributed from tropical East Africa (Kenya and Tanzania) to eastern South Africa and with a disjunct occurrence in Madagascar. Previous authors had recognized three species of this section as occurring in Mozambique, i.e., M. natalense Markgr., M. torrei A. Fern. & R. Fern. and M. insulare A. Fern. & R. Fern. Here we describe four new species of M. sect. Buxifolia from Mozambique and adjacent parts of Malawi and Tanzania: Memecylon incisilobum R.D. Stone & I.G. Mona, M. nubigenum R.D. Stone & I.G. Mona, M. rovumense R.D. Stone & I.G. Mona and M. aenigmaticum R.D. Stone. In ac- cordance with previous molecular results, M. incisilobum and M. nubigenum are semi-cryptic species that had been confused with M. natalense (considered here to be a South African endemic). Memecylon rovumense and M. aenigmaticum had also been confused with M. natalense, but their conspicuously verrucose-wrinkled fruits indicate a closer affinity with M.
