The inspection was performed by two SC-DHEC Licensed Asbestos Inspectors, and in accordance with South Carolina Department of Health and Environmental Control (SC-DHEC) and Environmental Protection Agency (EPA) Requirements. A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety. Building Description Building #6-apartments 866 and 868 are adjoining units built over a concrete slab with a wood frame. The buildings’ exterior includes a shingled roof with vinyl siding over transite and metal framed windows. Sampling consisted of vinyl floor tiles and adhesives, drywall and joint compound, attic insulation, roof shingles and felt, and transite siding with felt and insulation. Inspection Strategy/Sampling Protocol The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC- DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, three samples of Asbestos Inspection Report February 20, 2015 Building #6-Apartments 866 and 868 Page 2 Crest Street, Rock Hill, South Carolina CRE Project Number: 13455-IN each type of thermal system insulation, and the sample requirements for surfacing are based on square footage). Following completion of the on-site inspection/sampling, samples were submitted to an accredited laboratory for analysis. Stop positive analysis was requested on all materials except for surfacing (sprayed-on or troweled-on materials such as joint compound and fireproofing). Stop positive analysis means that if one sample of a material in a homogeneous area is found to contain asbestos, then the other samples of that material are not analyzed, but are assumed to contain asbestos based on the results from the first sample analyzed. As of June 27, 2008, SC-DHEC requires that any non-friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected. Results EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. Results indicated that greater than one percent asbestos was detected in the following materials: Homogenous Material Approx. Quantity Locations Areas Building #6-Apartments 866 and 868 HA-01 Glue Under the 12” 1,232 sq.ft. Found in apartment X12” Tan Vinyl Floor #866 and #868. Tile w/Brown Streaks *Note: This is the only layer in apartment #866, except for the kitchen area. HA-02 Gray Vinyl Floor Tile 616 sq.ft. HA03 Joint Compound 4,432 sq.ft. Found on the walls and ceilings throughout Building #6. HA04 Vinyl Flooring 25 sq.ft. Found under HA01 in the bathroom of apartment #866. HA10 Transite 2,300 sq.ft. Found on the exterior of apartment #866 and #868 (Building #6) HA12 Roof Sealant 3 sq.ft. Found at the front of apartment #866 and apartment #868. *Note: Only one sample was taken of this material due to insufficient amounts. Relevant Regulatory Requirements/Recommendations Friability-Friable materials are defined as materials that can be reduced to powder by hand pressure. It should be noted that non-friable materials may become friable depending on the method of removal. All non-friable materials must be removed by properly accredited asbestos personnel. If the non-friable materials are removed in a friable manner, then all regulations in regards to friable abatement will apply, and the abatement must be performed by a SC-DHEC Licensed Asbestos Contractor, and in accordance with all state and federal regulations. Project Design-A Project Design, written by a SC-DHEC Licensed Project Designer, will be required on this project. Air Monitoring-Air monitoring by a SC-DHEC Licensed Air Monitor will be required on this project.     Urdu alphabet The Urdu alphabet is the right-to-left alphabet used for the Urdu language. It is Urdu alphabet a modification of the Persian alphabet known as Perso-Arabic, which is itself a اردو ﺗ ﺠﯽ derivative of the Arabic alphabet. This model works poorly with modern understanding of text, ie the Unicode model separates encoding from locales which are purely rules for formatting and text transformations but do not affect which characters are represented by a sequence of code units. Moreover, the standard does not provide a way to query which encodings are expected or used by the environment, leading to guesswork and unavoidable UB. This paper introduces the notions of literal encoding, environment encoding, and a way to query them.
