23) Ancillary Development Activities/Organization of National Level Vendor Development Programme-cum-Industrial Exhibition and Marketing Support

In the State of Odisha there are good number of public sector undertakings and medium & large scale industries functioning which has created the scope for the promotion of Ancillary and down stream Industries in the state. So these industries need regular attention for their survival by fulfilling the requirement of mother plants. In an endeavour to promote ancillarisation this Institute had organized some programmes and extended collaboration/co- operation dispatched by others, rendered consultancy and assistance to ancillary units for Quality improvement and diversification. This Institute also provided marketing support to assist the SMEs for registration with PSUs/Defence/Railways as vendors. The briefs of the ancillary development activities of this Institute during 2012-13 are as follows-

Brief of the of National Level Vendor Development Programme-cum-Industrial Exhibition coined as Enterprise Odisha 2012 held at Baliyatra Ground Cuttack from 6th to 8th November, 2012

Inaugural Function

MSME Development Institute, Ministry of MSME, Government of India, Cuttack in association with MSME Department, Government of Odisha, Central Tool Room and Training Center, Bhubaneswar and Orissa Industries Association, Jagatpur, Cuttack has organized a 3 days long National Level Industrial Exhibition-cum-Trade Fair entitled as “ ENTERPRISE ODISHA-2012” held at Baliyatra Ground (Killa Maidan), Cuttack from 6th to 8th November, 2012. A total number of 24 PSUs/ Large Scale industries/ Government organizations and 123 Micro, Small & Medium Enterprises participated in the mega event by putting their stalls. The three-day long programme was inaugurated by Sri Niranjan Pujari, Hon’ble Minister of Industry and Excise, Government of Odisha by lighting the ceremonial lamp. In his inaugural address he told that the State is endowed with vast mineral deposits like coal, iron-ore, manganese-ore, bauxite, chromite, etc. According to All India Mineral Resources Estimates, the mineral deposits of Odisha in respect of chromite, nickel, cobalt, bauxite, iron- ore were about 98.4%, 95.1%, 77.5%, 52.7% and33.4% respectively of the total deposits of India. Other important mineral resources of the State are limestone, china clay, quartz, precious and semi-precious stones, copper, vanadium, etc. Despite huge mineral and water resources available in the state the people of the state are still economically lagging behind. He informed that 86% people are living in rural areas. But the Economy has been undergoing a structural change, with the service sector becoming more and more pronounced. In 2009- 10, the service sector accounted for about 54 percent of the Gross State Domestic Product (GSDP) followed by Manufacturing Sector (28%).The growth in the agriculture sector 57 continues to be highly volatile mainly due to adverse impacts of natural calamities such as cyclones, droughts and floods. He also told that Government of Odisha is providing land, water, raw material and other infrastructural facilities for setting up of mother plants as per the MOUs signed with them, but these mother plants are not providing whole hearted support for ancillary development of MSMEs as promised by them, as a result of which the MSMEs of the state are lagging behind in comparision to states like Punjab, Karnatak, Maharastra, Andhra Pradesh etc. In order to have a integration between Mother plants, MSME Units and Financial organization, I propose to organize a Seminar/common platform in the month of December/January involving the stake holders, so that fruitful discussions would be held to arrive at a conclusion. He also told that support should be spontaneously emanated from the large and public sector undertaking towards MSMEs as they co-exist. There is also a need of entrepreneurship to explore the opportunities provided by both Central and State Government. Zero inventory control is the goal of just-in-time inventory management which can reduce the cost of products by adopting new technology, methodology, machinery etc, which is the need of the hour. Sri Debasis Samantary, Hon’ble MLA, Cuttack Barabati attending the programme as Guest of Honour told that the State is rich in natural resources - minerals, marine, forest and agricultural land, with 480 Kms. long coast line along the Bay of Bengal. Odisha has a substantial industrial base, comprising of a number of large, medium and small-scale enterprises in Steel, Aluminium, Chrome, Power, Textile, Handicraft and a host of other sectors. Abundance of skilled and semi-skilled manpower at competitive rate in an environment of peaceful industrial relation and positive work culture offer favorable opportunities for industrial development. But still our MSME sectors are lagging behind. They could not repay their loan in time due to lack of marketing support and shortage of capital etc. He requested Hon’ble Industry Minister, Government of Odisha to convene a meeting to review the ancillary policies of major industries functioning in the state including PSUs so that we can access their contribution to MSME sector. Sri T. Ramachandru, IAS, CMD, IDCOL, Bhubaneswar in his presidential address asked the representative of Large Industries and PSUs about their existence without support of MSMEs in the state to which the answer came was No. So, he emphasized on importance of co-existence of Large Industries with MSMEs. He described about the inferiority psychological behavior of entrepreneurs of the state. He advised all the entrepreneurs to fight with all the concerned officials until the work is done. He extended his thanks to Hon’ble Minister for promising to convene a meeting to have integration between large industries and MSMEs and further requested the Hon’ble Minister to hold similar type of meeting with the Bankers and financial Institutions to review their assistance to the MSME sector of this state. He also urged the bankers present in the programme to change their attitude and extend their helping hand for the development of this sector in the state. He emphasized on 58

utilization of mineral resources in a planned manner as these resources are scarce and will be exhausted in near future. He also advised the entrepreneurs to avail the benefit of the schemes launched by both central and state government. He also told that each sq. km of the state is full of resources and urged to the budding entrepreneurs of this state to take advantage of it. Sri M. Vijaywargia, Executive Director, IOCL Paradeep in his address assured the President of Orissa Industries Association, Cuttack to procure 20% of their products from MSEs of the state by the ongoing project of IOCL at Paradip. He narrated about the efforts taken by IOCL on protecting the green environment in and around the project. The SPM offshore installation mechanically completed. Commissioning will be undertaken during March 2013.The proposed facilities would enhance crude handling capacity at Paradip port. Refined petroleum products such as high speed diesel, jet fuel, SKO, light petroleum gas, gasoline, bitumen, heavy fuel oil & naphtha, petrochemical products such as LAB, Px/PTA, polymers– Lubricants and greases are to be produced by IOCL, Paradip. Sri Abani Kanungo, President, Orissa Industries Association, Jagatpur in his address told that MSMEs are the engine for economic development of a country. Off late Government of India has introduced a policy of procurement from Micro Small and Enterprises. Large Scale Industries and Public Sector Undertakings shall set an annual goal of procurement from Micro and Small Enterprises from the financial year 2012-13 and onwards, with the objective of achieving an overall procurement of minimum of 20 per cent, of total annual purchases of products produced and services rendered by Micro and Small Enterprises in a period of three years. It would certainly help the MSE entrepreneurs on marketing their products. Major Industries may be discouraged to purchase products from outside the state. He also told that this is the age of internet. He urged the Government and promotional agencies working for the development of MSMEs in the state to update their website regularly putting information on employment generation, modern technology, different schemes launched both by central and state governments, technical know how etc, so that the budding entrepreneurs could grab the opportunities. He also told that over the years India, has developed a strong capability in producing quality branded and generic medicines in most of the therapeutic categories. However, these medicines are reasonably priced, as compared to the prices of their equivalent medicines in most other countries, yet a large population of poor people in the country, find it difficult to afford the more expensive branded category of medicines. In order to ensure availability of quality medicines at affordable prices to all Government of India launced Jana Aushadhi scheme. In odisha some of the units are producing pharamaceutical products which have widely been used in domestic as well as national market. The capabilities of these industries may be taken into consideration while procuring Jana ausadhi medicine. 59

At the outset Sri Alok Ray, Director, MSMEDI, Cuttack welcomed all the diginitaries in the dias, audience, MSME Entrepreneurs, Senior executive, Press and briefed about the aim and objective of the programme. He also hoped that there will be a good deliberation between the PSUs/ Large Industries and MSMEs during these three days and business tie will be made after interaction with each other. REVIVAL OF SICK MSME UNITS

42) Revival of Sick MSME Units

The MSME units are facing a rough weather in the state due to growing sickness in the sector. There are many inter related factors both externally and internally making the units sick. From January 1981, the Govt. of Odisha formulated the policy to grant assistance to sick small-scale units as an important part of the Industrial Policy. Through various IPRs (selected), including IPR – 2007, Government of Odisha has also taken note of extending revival assistance to sick MSME units. These are known as IPR benefits to sick MSME units like sales tax exemption both on purchase of raw materials & sale of finished goods, octroi exemption, exemption of electricity duty & other statutory duties like state investment subsidy, soft loan, sales tax loan etc. The financial institutions are also making some sacrifice by relaxing outstanding dues, waiving interest etc. From the central government side assistance like MMA, NEF,SLA through the state Govt. are also given. The workshop of this office located at Khapuria have been extending the service to many units in the process of their revival by doing job work, developing products.

43) Role of MSME Development Institute, Cuttack in Revival of Sick MSME Units

At present there is a three-tier system to discuss and finalise the cases for revitalization of sick MSME units. These are as follows:

i) District Level Committee (DLC) ii) Sub-committee of the State Level Inter Institutional Committee (Sub-SLIIC) iii) The State-Level Inter Institutional Committee (SLIIC)

The District Level Committee has been entrusted with the task of receiving applications from the MSME units claiming to have gone sick. It examines the cases on a prima facie basis after undertaking quick studies at grass root level and recommends to the Sub-Committee of SLIIC for revival. The DLC is constituted under the Chairmanship of GM, DIC and other members of the committee are Branch Manager, OSFC – Branch Manager of concerned bank and representative from other organizations.

MSME Development Institute, Cuttack receives the applications and the report after duly scrutinized by the District Level Committee, undertakes appraisals for determining the suitability of the cases as per norms, co-ordinates the action of the members for further appraisal and devising package of assistance for the revival of the units as per norms. The MSME Development Institute, Cuttack prepares Desk Study Report on each of the eligible cases embodying the quintessence of information and decisions in respect of the unit and pilot the deliberations for each case and recommends to the State Level Inter Institutional Committee for approval for giving various assistances for revival.

The State Level Inter Institutional Committee (SLIIC) is the apex body to deal with matters of sickness and flow of credit to MSME sector and related matters. The sick unit cases recommended by the Sub-Committee are finally approved by SLIIC and it also formulate/changes policies with regard to the revival of sick MSMEs. Secretary InCharge of Industries, Government of Odisha is the Chairman of the Committee and RBI State Office is the convener. As a member of the committee and member convener of the Sub-committee, the MSME Development Institute, Cuttack feeds information while decisions are taken in respect of cases as well as participate in the deliberations in taking decision by the Committee.
