    A Study of Local Season Produce Promotion Model in Taiwan -Case by 2014 Taiping Loquat Festival Chiu-hui Hung, Department of Tourism, Leisure and Entertainment Management, Tatung Institute of Technology, Taiwan ABSTRACT The main purpose of this study, is to analyze how local government sales of agricultural products a particular season, combined with local tourism resources for packaging and integration, to convert into sales of agricultural festival, and analyze visitors satisfaction with the activity. In this study, 2014 Taiping Loquat Festival in qualitative methods to investigate, through a literature review, field observations and interviews conducted after the effective data obtained from the collation and analysis, this study has the following findings: 1. Apply festivals need government assistance and integration of local human resources to effectively promote events. 2. Festivals need to have handled the theme, and the program and venue arrangements, the need to promote agricultural related. 3. Apply festivals in marketing, the need to integrate the power of the government and civil society, using a variety of media and public relations to disseminate the event information. 4. Festivals handling, integration of local tourism resources, planning travel routes, to develop into a complete tourist product. 5. Visitors and contest participants for 2014 Taiping Loquat Festival of handling the situation most are satisfied the future is also very high willingness to participate. Based on the results of the above analysis, the study not only given local government agencies made reference to the sale of produces handled, but also for researchers in the future to make recommendations about the festivals of the study.

Batto** Abstract This paper examines partisan politics in the redistricting process in Taiwan in 2005-2007 to explain why neither major party was able to obtain its best plan in every city or county. Theoretically, the degree of partisanship depends on the extent to which guidelines constrain decision makers, the partisan composition of decision making bodies, and the sequence of action. In this specific case, there were four stages. Redistricting plans went through local election commissions, the Central Election Commission, the legislature, and negotiations between the speaker and the premier. At each stage, the effects of the guidelines, composition, and sequence are considered in detail. In addition, three counties are examined, illustrating the three common patterns: consensus, dominance by the local election commission, and partisan conflict. From a public policy standpoint, the framework presented in this paper provides a way to assess how various reform proposals would alter the incentive and constraints facing various actors. Politically, the framework suggests how future redistricting may differ from the 2005-2007 round, especially if Taiwan has unified government. The economy of Japan, a major exporter, was deeply injured by the earthquake and tsunami of Mar. 11; the “Jasmine Revolution” in the Arab world brought on soaring oil prices; and in America, the world’s economic powerhouse, the pace of economic recovery was slow and unemployment was worse than expected. These factors, plus the worsening debt crises that brought some European countries to the verge of bankruptcy, filled the global economy with a high level of uncertainty. The developed countries were stuck in a mire of weak market confidence and overall demand and lacked the means to do much about it, and the ongoing high level of government debt prompted the affected countries to institute fiscal contraction plans; the emerging economies generally performed better than the developed countries, but they adopted contractionary monetary policies in response to worries about inflation. Monetary policy in the different countries, loose at the start of the year, became more conservative. Under the impact of global economic weakness Taiwan’s export growth began slowing appreciably in the fourth quarter; thanks to the continued improvement in domestic employment and the large increase in visitor arrivals, however consumption-related indexes performed well and resulted in the stable development of Taiwan’s overall economy during the past year.
