A bill to make appropriations for the fiscal year ending September 30, 1989 to the department of natural resources for environmen­ tal cleanup projects, solid waste management projects, improvement projects, and certain other state purposes, and to certain funds; to prescribe the powers and duties of certain state agencies and officials; and to provide for the expenditure of the appropriations.

13 GENERAL SEETICNS 14 Sec. 201. The appropriations made and expenditures authorized under 15 this act and the departments, agencies, conmissions, boards, offices, and 16 programs for which an appropriation is made under this act are subject to 17 the management and budget act, Act No. 431 of the Public Acts of 1984, 18 being sections 18.1101 to 18.1594 of the Michigan Carpi led Laws.

19 EMTOOMEMEAL RESPONSE 20 Sec. 301. The expenditure of money under this act for environmental 21 protection bond surface cleanup projects, alternative water supply 22 projects, investigations, final cleanup design projects, and firal

02689*89 * 13 1 cleanup projects does not preclude the use of private, federal, local, or 2 other state funds on these projects. 3 Sec. 302. The canmission of natural resources shall annually report 4 to the governor, the house and senate appropriations committees, the 5 house and senate appropriations subcommittees on natural resources, the 6 joint capital outlay subcommittee, the house and senate standing conmit- 7 tees on natural resources, and the house and senate fiscal agencies cn 8 the progress of the environmental protection bond cleanups for which 9 appropriations have been made under this act. This report shall include 10 the criteria used for site selection; a list of sites funded, including 11 the name, address, county, and telephone number of the recipient or par- 12 ticipant; bond funded actions taken at each site; other sources of funds 13 used at each site in addition to bond proceeds, including private 14 actions; the amount of funds expended at each site; further cleanup 15 actions that may be anticipated at each site; and other information con- 1 6 sidered pertinent by the commission of natural resources. 17 Sec. 303. The unexpended portion of the appropriation in 18 section 101 for environmental protection bond surface cleanup projects, 19 alternative water supply projects, investigations, final cleanup design 20 projects, and final cleanup projects shall be considered work projects 21 and shall not lapse to the environmental protection bond fund but car- 22 tinue to be available for the purpose for which it was appropriated.

Ibis report shall include a listing of applicants for grant 9 money; the criteria used for project selection; a list of projects funded 10 including the name, address, county, and telephone number of the recipi­ 1 1 ent or participant; bond funded actions taken on each project; other 12 sources of funds used on each project in addition to bond proceeds, 13 including private actions; the amount of funds expended for each project; 14 further actions anticipated on each project; and other information con­ 15 sidered pertinent by the commission of natural resources. 16 Sec. 402. The unexpended portion of the appropriation in 17 section 101 for resource recovery projects shall be considered a work 18 project and shall not lapse to the environmental protection bond fund but 19 shall continue to be available for the purpose for which it was 20 appropriated.

21 CAPITAL OUTLAY 22 Sec. 501. The commission of natural resources shall annually report 23 to the governor, the house and senate appropriations committees, the 24 house and senate appropriations subcommittees on natural resources, the 25 joint capital outlay subccmnittee, the house and senate standing

The unexpended portion of the appropriation in 10 section 101 for state park recreation bond projects shall be considered a 1 1 work project and shall not lapse to the recreation bond fund but shall 12 continue to be available for the purpose for which it was appropriated.
