EXECUTIVE SUMMARY Ø As per the Orders of the National Green Tribunal Principal Bench, New Delhi, dated 05 Aug 2013, the Ministry of Environment & Forests (MoEF) had issued an Office Memorandum vide No. J-13012/12/2013-IA.II(I) dated 24th Dec. 2013, stipulating that river sand mining shall obtain the Environmental Clearance from MoEF or concerned State Environmental Impact Assessment Authority (SEIAA), as the case may be. Ø Further to the above, the Ministry of Environment, Forests & Climate Change (MoEFCC), Govt. of India, had issued a Gazette Notification vide No. S.O.141 (E), dated 15th January 2016, and formed the District Level Environment Impact Assessment Authority (DEIAA), with the concept of decentralization, and empowered them to issue Environmental Clearances for all individual Minor Mineral Proposals (including river sand) with extent of < 5 Hectares and cluster of leases (i.e.
