To allow the consideration of potential criteria, and process, for future nominations and applications for the Freedom of the City of Cardiff. Background 2. Historically, the Freedom of the City has been an award made by towns and cities to esteemed members of its community. However, in contemporary society, the award of Freedom of the City tends to be entirely ceremonial, given by local government to those who have served in some exceptional capacity, or upon those whom the City wishes to bestow an honour. The conferring of the honour of Freedom of the City is a means of acknowledging the contribution made by an individual, association or organisation to the life of the City of Cardiff. 3. The City of Cardiff has bestowed the Honorary Freedom of the City to 60 individuals and 9 organisations since its inception in 1886 (see Appendix A). Issues 4. Historically, there has been no set formal criterion for the nomination of a person or organisation for such an honour. It is now recognised that modern local government needs to build in formal criteria to support decision making, scrutiny and transparency. It is proposed that future successful nominations should meet at least one of the following criteria: a. An individual or organisation of outstanding and acknowledged merit, with close links to the City and County of Cardiff; b. An individual or organisation who has made an outstanding and acknowledged contribution to the development of Cardiff, the Capital City for Wales; c. An individual or organisation who demonstrates outstanding and acknowledged achievements on the international stage that have served to benefit the international community. 5. Nominations for the Freedom of the City have previously been received in one of two ways: • Emerging from the Council itself as a Corporate body • Nominations from outside the Council by interested individuals or organisations 6. It is proposed that a formalised nomination process be established and, to that end, a draft nomination form is attached for consideration (Appendix B). It is further proposed that all future nominations should be submitted by a Member, or Members, of Cardiff Council to the Clerk of the Council who will make the necessary administrative arrangements to ensure that nominations that meet the Council’s approved criteria are duly considered by the Council. 7. All political Groups represented on the Council have been involved in the formulation of both the draft process and the criteria set out in this report, and have agreed that it is vital that no information regarding potential nominations be made public prior to such nominations gaining cross Party/Group support. Information relating to any future nomination should, therefore, be kept confidential prior to inclusion on a Council Agenda. 8. The awarding of the Freedom of the City of Cardiff is an exceptional and unusual award and, it is recognised, therefore, that the frequency and timing of such future awards cannot be prescribed. RECOMMENDATIONS It is recommended that the process for receipt and consideration of nominations for the award of the Freedom of the City of Cardiff, as set out in this report, be approved. An individual or organisation who has made an outstanding and acknowledged contribution to the development of Cardiff, the Capital City for Wales; c. An individual or organisation who demonstrates outstanding and acknowledged achievements on the international stage that have served to benefit the international community.
