ELEVENTH ANNUAL REPORT

OF OPERATIONS

FOR THE

2016 SEASON

1. INTRODUCTION

As I look back over the past 12 months I would like to recognise the efforts of our football community whose energy and commitment have continued to deliver a positive football experience to all our stakeholders.

Firstly, I would like to thank the many hard working volunteers that support our clubs. Many hold multiple roles, yet in the very competitive sporting scene, and with the ever expanding non football interests available, it is a credit to all those that have continued to consolidate and grow AFL Sydney Juniors.

I would like to thank Andrew Hurrell, Steve Edwards and their 2015 Regional Committees for their dedicated work in continuing to provide the broader Sydney football community with a quality environment for families to participate and enjoy our great game.

Our Umpire group across both Regions continues to impress me. We have a very young Umpire group, supported by a dedicated volunteer group. Many fit umpiring in with their own football obligations, their studies and social activities, yet they turn up each week and play a vital role in maintaining standards and discipline that are so important to the enjoyment and growth of AFL in Sydney.

To Parents and Coaches please continue to respect our Umpires – and a reminder that approaching Umpires remains a NO GO ZONE.

Please support their development and enjoyment of their role. Let them do their job.

AFL NSW/ACT staff continue to support our game, along with the administration and development roles, they have continued to drive the growth in girls football and continue to support the development, standards and professionalism of our Umpiring group.

Looking forward, AFL Sydney Juniors will continue to focus on providing the best possible sporting environment for our Players and their families. We will continue to work with our Regional Committees and our Clubs to identify opportunities to consolidate and enhance participant experience. We have recently developed and released new initiatives like the Presidents Guidelines, a Wet Weather Check website, the AFL Sydney Juniors Communication Guidelines and developed an all accountability process that recognises and rewards positive behaviour at our games on match day. We will continue to look at ways in which we can make it easier for all our volunteers.

Finally I would like to thank the other members of the Sydney Juniors Executive who have continued to work towards a better experience and a safer football environment for all participants.

To all Players, Coaches, Clubs and Regional Committees – I wish you the very best for the 2016 season.

2 ENVIRONMENT REPORT AFL Sydney Juniors promotes a safe, enjoyable and competitive football environment that remains true to the spirit of the game. We seek to achieve this in a number of ways.

 Our Codes of Conduct apply to Players, Coaches, Officials and supporters alike.  The Tribunal adjudicates reports from Umpires, Regional Committees, Sydney Juniors Administration and citing’s.  Reward E Points, successfully trialled in season 2016, rewards good team behaviour.  AFL Sydney Juniors Vilification and Discrimination Policy specially deals with issues of vilification and discrimination.

AFL Sydney Juniors fully supports and endorses the AFL Child Protection Policy. This enables children to develop and enjoy their sporting experience in the safest environment possible, protected from the risks of harm or abuse. Updated Child Protection Legislation with respect to sporting volunteers, which commenced on 1 April 2016, has been applied since 1 April 2015. AFL Sydney Juniors assists all Clubs and Regions to fully comply with their obligations under the Child Protection Legislation, which support includes an ongoing education program and other assistance.

Conduct issues are dealt with by the Tribunal, which determines reportable offences, as well as by Code of Conduct Investigating Sub Committees (ISCs) and Club Code of Conduct Committees.

In 2016, the Tribunal dealt with 29 Tribunal hearings (24 in 2016). There were 2 Club Reports (9 in 2015) dealt with by Investigating Sub Committees and 38 out of 39 Prescribed Penalty Offers in 2016 were accepted (16 of 16 accepted in 2015).

When we consider that in 2016 there were over 11,200 Players, including 3400 Auskickers, involving 440 teams and many hundreds of Officials and thousands of spectators, it remains clear that due to the vigilance of the Clubs and Regions, conduct issues continue to involve only a very small number of Players, Officials and spectators.

On behalf of the AFL Sydney Juniors Executive, I would like to thank all volunteers who assisted in these issues in 2016, at Club level, Regional level, the Club Code of Conduct Committees, ISCs and the Tribunal

1. Statement of significant accounting policies

The financial report was authorised for issue by the Board of Management on 23 March 2016.

(a) Basis of preparation In the opinion of the Board of Management, Sydney Harbour Juniors (Incorporated) (formerly AFL Greater Sydney Juniors Incorporated) (“the Company”) is not a reporting entity. The Company is a not-for-profit organisation and was incorporated under the Associations Incorporation Act 1984 on 16 February 2006 and commenced operations on that date. The financial report of the Company has been drawn up as a special purpose financial report for distribution to the members and for the purpose of fulfilling the Board of Management’s (“the Board’s”) financial reporting requirements under Sydney Harbour Juniors (Incorporated)’s Constitution, the Associations Incorporation Act 1984 and the Associations Incorporation Reform Act 2012. The financial report is prepared in accordance with the historical cost convention. Unless otherwise stated, the accounting policies adopted are consistent with those of the previous year. Comparative information is reclassified where appropriate to enhance comparability. The financial report is presented in Australian dollars, which is also its functional currency. The Company’s objective is to manage the administration of the 8 affiliated associations and the competition in order to grow and enhance the community football experience in Sydney in a sustainable and inclusive way. The parent entity of the Company is AFL (NSW-ACT) Commission Limited and the ultimate parent is the Australian Football League.

(b) Statement of compliance The special purpose financial statements have been prepared in accordance with the requirements of the Associations Incorporation Reform Act 2012 and the recognition, measurement and classification aspects of all applicable Australian Accounting Standards (“AASBs”) (including Australian Interpretations) adopted by the Australian Accounting Standards Board (“AASB”). The financial report does not include the disclosure requirements of all AASBs except for the following minimum requirements: AASB 101 Presentation of Financial Statements AASB 107 Statements of Cash Flows AASB 108 Accounting Policies, Changes in Accounting Estimates and Errors AASB 1048 Interpretation and Application of Standards AASB 1054 Australian Additional Disclosures The financial report was authorised for issue by the Board of Management on 23 March 2016.

(c) New accounting standards and interpretations not yet adopted AASB 9 Financial Instruments AASB 9 Financial Instruments replaces the existing guidance in AASB 139 Financial Instruments: Recognition and Measurement. AASB 9 becomes mandatory for the Company's financial statements for the period beginning on or after 1 January 2018 and could change the classification and measurement of financial assets, and the measurement of impairment on financial instruments. The Company does not plan to adopt this standard early and the extent of the impact has not been determined.

AASB 15 Revenue from Contracts with Customers

AASB 15 Revenue from Contracts with Customers establishes a comprehensive framework for determining whether, how much, and when revenue is recognised. It replaces existing revenue recognition guidance including AASB 118 Revenue, and becomes mandatory for the Company's financial statements for the period beginning on or after 1 January 2018. The Company does not plan to adopt this standard early and the extent of the impact has not been determined.

(d) Cash and cash equivalents Cash includes cash on hand and in banks, and money market investments readily convertible to cash within 2 working days, net of outstanding bank overdrafts.

(e) Receivables i) Carrying value Receivables are carried at amortised cost, less impairment losses. ii) Impairment losses Impairment of receivables is not recognised until objective evidence is available that a loss event has occurred. Receivables are individually assessed for impairment at each reporting date. Receivables that are determined to be impaired are written-down to their recoverable amount.

(f) Trade and Other Payables Liabilities are recognised for amounts to be paid in the future for services, whether or not

billed to the Company.

(g) Provisions A provision is recognised in the Statement of Financial Position when the Company has a present legal or constructive obligation as a result of a past event, and it is probable that an outflow of economic benefits will be required to settle the obligation. Provisions are determined by discounting the expected future cash flows at a pre-tax rate that reflects current market assessments of the time value of money and, where appropriate, the risks specific to the liability.

(h) Revenue recognition Interest Revenue Interest revenue is recognised as it accrues, taking into account the effective yield on the financial asset.

Membership Fees Membership Fees are recognised in the statement of comprehensive income when billed to clubs. Trading Operations

Sales revenue comprises revenue earned (net of returns, discounts and allowances) for the provision of products or services to entities outside the economic entity. Sales revenue is recognised within the period to which it contractually relates or when the fee is respect of services provided is receivable. Program fees Program fees are recognised as and when received.

(i) Expenses All expenses, except depreciation, are recognised on an accrual basis.

(j) Taxation The Company is exempt from income tax under Section 50-45 of the Income Tax Assessment Act 1997 as amended, as the Company's activities are solely the promotion, administration and development of Australian Rules football.

(k) Goods and Services Tax Revenues, expenses and assets are recognised net of the amount of goods and services tax

(GST), except where the amount of GST incurred is not recoverable from the Australian Tax

Office (ATO). In these circumstances the GST is recognised as part of the cost of acquisition

of the asset or as part of an item of expense. Receivables and payables are stated with the

amount of GST included. The net amount of GST recoverable from, or payable to, the ATO

is included as a current asset or liability in the statement of financial position.

(l) Significant accounting estimates and judgements

The preparation of a financial report in conformity with Australian Accounting Standards requires management to make judgements, estimates and assumptions that affect the application of policies and reported amounts of assets and liabilities, income and expenses. The estimates and associated assumptions are based on historical experience and various other factors that are believed to be reasonable under the circumstances, the results of which form the basis of making the judgements about carrying values of assets and liabilities that are not readily apparent from other sources. Actual results may differ from these estimates. These accounting policies have been consistently applied by the Company. The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised if the revision affects only that period, or in the period of the revision and future periods if the revision affects both current and future periods.

(m) Reclassification of Financial Information

Where necessary, comparative information has been reclassified to achieve consistency in disclosure with current financial year amounts and other disclosures.

11. Going Concern The current year deficit of ($14,461) has arisen due to the timing of recognition of certain administration fees. The company remains in a net asset position and expects to record a surplus in future years, therefore there is no impact on AFL Sydney Juniors Inc ability to continue as a going concern

12. Related party disclosures Board of management

The names of each person holding a position on the Board of Management (the “Board”) of the Company during the financial year were D Burgess (Chairman) and Mr R Robinson (Secretary). In addition, the Board consists of a minimum of three and a maximum of six ordinary members. The members of the Company are Mr D Burgess, Mr D Simpson, Mr S Graham, Mr B Richardson and Mr R Robinson.

Related party transactions The Board provides their services voluntarily, receiving no reimbursements or gratuities.

13. Subsequent Events There has not arisen in the interval between the end of the financial period and the date of this report any item, transaction or event of a material and unusual nature likely, in the opinion of the Directors of the Company, to affect significantly the operations of the company, the results of those operations, or the state of affairs of the Company, in future financial years.

Board of Management declaration In the opinion of the Board of Management of the AFL Sydney Juniors (Incorporated): (a) the Company is not a reporting entity; and (b) the financial statements and notes, set out on pages 1 to 11, have been: (i) drawn up in accordance with the basis of accounting described in Note 1, so as to present fairly the financial position of the Company as at 31 October 2015 and its performance, as represented by the results of its operations and its cash flows, for the financial year ended on that date; and (ii) made out in accordance with applicable Accounting Standards to the extent described in Note 1; and (c) at the date of this statement there are reasonable grounds to believe that the Company will be able to pay its debts as and when they become due and payable.

This declaration is made in accordance with a resolution of the Board of Management.
