Germany used the only means of persuasion terrorists un- derstand — force. TERRORIST ACTIVITIES ARE a form of warfare. The terrorists are trying to achieve their goals through the use of arms. But no nation would attack a neutral country because it disliked the foreign policy of another. And this is what terrorists are doing on a smaller scale.
