This legislative report will cover the 2020 election, upcoming organizational session, the Governor’s recent legislative proposal, and potential issues arising in the 2021 Session. IMPORTANT DATES November 1, 2020: Early Voting Deadline November 3, 2020: General Election Day November 17, 2020: Organizational Session March 2, 2021: Regular Session Convenes April 30, 2021: Regular Session Ends FLORIDA CONSTITUTIONAL AMENDMENTS In addition to candidates for office, voters will also be voting on six constitutional amendments. The Florida Constitution requires each amendment to receive 60% majority for adoption. This has SB 72 // HB 7 been a strange and difficult Session for everyone involved. The pandemic has changed how we do business everyday at the Capitol. The House of Representatives and the Florida Senate officially started the Budget Conference process. They have almost two weeks to iron out all the differences in each other’s SB 1120 // HB 857 respective budgets. The final Appropriations Conference Report will need Commercial Telephone to be printed and on the legislator’s desk 72 hours before they can vote for Solicitation final passage. We are watching this process very closely as extra monies have come available since the original budgets were written. Remember there is a difference in “recurring general revenue” and “non-recurring SB 1682 // HB 1307 general revenue’. We still anticipate cuts to programs funding with recurring general revenue. Telephone Solicitation Budget conferences are on 1 hour notice. Hopefully ,the Legislature will bring this in for a landing early this year so we can avoid all the extended SB 364 Legislative Session rumors.
