NOTIFICATION FOR GROUPING OF HOSPITALS TO ASSIST IN UNINTERRUPTED AVAILABILTY OF OXYGEN ORDER UNDER THE EPIDEMIC DISEASES ACT, 1897 Hospitals have been designated in Segment I and segment II as "Designated COVID-19 Hospitals" for treatment of the cases for COVID-19 for Vadodara Municipal Corporation and Vadodara District vide notifications above. In order to ensure an uninterrupted supply of Oxygen in all Government and Private Hospitals of Vadodara a Nodal Officer was appointed vide Notification in reference 4 above. It has been observed that the demand in Oxygen supplies has risen steeply in the last one week and the State Government has allocated Quota of Oxygen for various districts as per the case load. Looking into the current situation, evaluation and assessment of the allotted quota and to ensure that the needy patients continue to get the requisite supply, it has been decided to make the following arrangement: All COVID Designated Hospitals will be categorized into following groups: o Government COVID Hospitals (Annexure 1) VMC Notification for Grouping of Hospitals to Assist in Oxygen Supply 1 o Group A – Private COVID Hospitals with highest number of patients on Oxygen support, ICU and Ventilators (Annexure 2) o Group B – Private COVID Hospitals with lesser number of patients on Oxygen support, ICU and Ventilators (Annexure 3) o Group C – All other Private COVID Hospitals who will ONLY give treatment support for COVID Patients NOT REQUIRING Piped/Cylinder Oxygen (Annexure 4) All Government Hospitals will try to reduce their Oxygen consumption by 10 to 15 % of today’s (25/04/2021) consumption levels. They will have the first priority on allocation of Oxygen made available to Vadodara by the State Government. We will also continue to increase our capacity of Oxygen beds, ICUs and Ventilators in these Hospitals. As of today, the estimated consumption of Oxygen by the above 12 hospitals is 92 Metric Tons per day. This is likely to increase in view of the enhancement of capacities but it will be rationalized based on availability of Oxygen Supply. All Group A Hospitals SHALL NECESSARILY REDUCE OXYGEN CONSUMPTION by at least 10% of today’s (25/04/2021) consumption. Along with Government Hospitals, they will also have the first priority on allocation of Oxygen made available to Vadodara by the State Government. As of today, the estimated consumption of Oxygen by these 25 Hospitals is 35 Metric Tons per day. All Group B Hospitals SHALL NECESSARILY REDUCE OXYGEN CONSUMPTION by at least 10% of their today’s (25/04/2021) consumption. They will have the next priority on allocation of Oxygen to Vadodara by the State Government. We will try and ensure uninterrupted supply to these Hospitals. For this purpose we will divide these 50 Hospitals into 5 sub-groups and in case one of the Hospitals of any sub-group face temporary shortages, the buffer stock of rest of the Hospitals in the sub-group will hand hold these Hospitals to overcome the temporary shortage. As of today, the estimated consumption of Oxygen by these 50 Hospitals is 23 Metric Tons per day. VMC Notification for Grouping of Hospitals to Assist in Oxygen Supply 2 All Group C Hospitals as in Annexure 4 SHALL CEASE to have any HDU beds with immediate effect. The existing patients may be treated till discharge but no fresh patients on Oxygen support should be admitted except with own Oxygen Concentrators. We will permit a one-time SOS stock of Oxygen to these Hospitals to sustain the patients in case they need to be referred to higher facilities. No Hospitals / Clinics / Consultants shall prescribe Oxygen Therapy for Home- Based COVID Care. No Hospitals / Clinics / NGOs / Institutions / Consultants / Individuals shall do hoarding of Oxygen in any manner since it will create artificial scarcity of Cylinders and Oxygen. No agency will be allowed to do refilling or trading of Oxygen in any form unless falling in any of the authorized category of Hospitals above. This order will be effective from 25th April 2021 and till further notice by the undersigned. Any person / Institution / organization found violating any provision of these regulations shall be deemed to have committed punishable offence under section 188 of Indian Penal Code (45 of 1860).     Chapter II: Study Area CHAPTER II: STUDY AREA 2.0 Description of the Study area: Vadodara district is one of the most important districts of Gujarat. Orsang, Dhadhar, Dev, Goma, Jambuva, Vishwamitri, Bhukhi Heran, Mesari, Karad, Men, Ani, Aswini and Sukhi are the small rivers. Minor irrigation dams are constructed across Sukhi and Rami rivers. Geographically, the district comprises of Khambhat Silt in the south-west, Mahi plain in the north-west, Vadodara plain in the middle, Orsang-Heran plain in the mid-east, Vindhyan hills in the east and Narmada gorge in the south-east which merges westwards 29 Chapter II: Study Area with the lower Narmada Valley.

    CHAPTER 6 ROLE OF THE POLICE The active connivance of the state and the police in the post-Godhra carnage in Gujarat has been widely covered in the national press. The story in Vadodara was no different. The area reports provide a graphic account of police indifference, inaction and active complicity in dealing with the situation. They also indicate the extent to which the police force is communalised. This section summarises the role of the police in the communal violence that engulfed the city after 27th February 2002. It also describes the efforts of PUCL- Vadodara and Shanti Abhiyan to dialogue with the police in Vadodara. Role of the Police The findings of the different teams which investigated the post-Godhra violence in Vadodara city and outlying villages clearly indicate the overwhelmingly negative and communal role played by the police. In most cases, the police failed to respond to calls for help or arrived too late; in many instances they refused to help or were silent spectators to the violence; in some cases, they accompanied attacking mobs. There are cases where the police incited mobs, and in some instances, even participated in the rioting. Partisan action against Muslims, through beatings and firing in areas affected by violent attacks, have also been reported by victims. Police personnel who acted to bring the situation under control in some areas were transferred. Several dargahs, shops and establishments that were in the close proximity of police stations and chowkis, were destroyed and burnt. The tables below give details of some of these cases.
