Keegan Brendan Kenny Jim Keogan Vincent Norton Terence O'Keeffe Mary Pyne Kathy Quinn Declan Wallace Michael Gallagher Carmel Walsh 1 Lord Mayors Business The Lord Mayor opened the meeting by expressing condolences for all the victims of violence across the world particularly in Paris, Syria, Beirut and Baghdad and holding a minute’s silence as a mark of respect for the deceased. She informed the Members that she visited the French Embassy on Monday 16th November and signed the Book of Condolence on behalf of the citizens of Dublin and spoke with the French Ambassador to Ireland H.E. Jean-Pierre Thébault and offered her sympathies to him and the people of France. 1 The Lord Mayor expressed condolences to the families and friends of the following: Betty Belton. Former Lady Mayoress of Dublin (Lord Mayor Patrick Belton 1978- 1979) who died on 12th October 2015. Anne Upton. Mother of former Deputy Lord Mayor of Dublin Henry Upton who died last Saturday 5th December. The Lord Mayor expressed her thanks to all the following who contributed to the Lord Mayor’s Coach travelling to London to take part in the Lord Mayor’s Show on Saturday 14th November: Tourism Ireland for the invite to take part in Ireland Week in London and the Lord Mayor’s Show Protocol Committee of Dublin City Council Staff of the City Council in particular the staff of Wastewater Services in Ringsend who look after the Coach all year round with such pride. The Lord Mayor extended her congratulations to the following: Councillor Kate O’Connell on the birth of her third child. Ballybough Community, Youth and Fitness Centre on winning the Health and Wellbeing Category in the Chambers Ireland Excellence in Local Government Award 2015. Ballyboden St Enda’s on their first ever Leinster senior club football title win on 6th December 2015. The staff of the International Relations Department on winning The Public Sector Magazine International Business Award for Local Government Promotions Abroad. The Republic of Ireland and Northern Ireland soccer teams on qualifying for European Championships 2016 to be held in France. This is a historic occasion as it will be the first time both teams from the island of Ireland will be part of a major soccer finals together. It was agreed to take Councillor D Lacey’s motion at this time as it was related to the above. The following motion was moved by Cllr. D Lacey and seconded by the Lord Mayor “This Council wishes to acknowledge the success of the both Football Teams from this Island and wishes them every success in the European Championship in France next summer in light of this unique situation where both teams have achieved this international success and brought happiness to their supporters throughout the whole of Ireland regardless of football affiliation or geography. To mark this very unique sporting occasion, in what has been a period of wonderful sporting achievements for local sport, the Council agrees to host a civic reception for both teams prior to them heading to France next June. In light of the recent tragic events in Paris, we need to show that through sport we can now rise above conflict and unify people.” The motion was put and carried. The Lord Mayor informed Members that she had recently met with members of the City of Compassion network. Dublin City Council is already participating in many initiatives which are compatible with the City of Compassion ethos. Together with the City Council’s Social Inclusion Unit, there is agreement in principle to support the initiative to make Dublin a City of Compassion. A report will be prepared and brought to the City Council at a later stage when more definite actions have been identified. The Lord Mayor announced the official opening of the Mansion House Live Crib would take place on Tuesday, 8th December and will be running through until Christmas Eve. If any Councillor has time to collect for the MHFF please contact the Lord Mayor’s Office. 2 2 Ceisteanna fé Bhuan Ordú Úimhir 16 It was moved by Councillor C Burke and seconded by Councillor D Flanagan “That Dublin City Council approves the Dublin Chief Executive answering the questions lodged”. The motion having been put and carried, written answers to the 177 questions lodged for the City Council meeting were issued. The Questions and Answers are set out in Appendix A attached. 3 Letter dated 5th November 2015 from Sligo County Council conveying the terms of a motion from their November 2015 City Council Meeting calling on the Minister for the Environment, Community and Local Government to engage with the Irish League of Credit Unions as they are prepared to invest a significant amount of money in social housing. It was moved by Councillor R McGinley and seconded by Councillor V Jackson “That Dublin City Council notes the contents of this letter” The motion was put and carried. It was agreed that the Manager would write to the Minister confirming Dublin City Council’s support for Sligo County Council’s motion. 4 To confirm the minutes of the Monthly Meeting held on 2nd November 2015, Budget Meeting held on 9th November 2015 and Special Meetings held on 11th and 23rd November 2015. The minutes of the Monthly Meeting of the City Council held on 2nd November 2015, the Budget Meeting held on 9th November 2015 and Special Meetings held on 11th and 23rd November 2015, having been printed, certified by the Meetings Administrator, circulated to the Members and taken as read, were signed by the Lord Mayor. 5 Report No. 392/2015 of the Head of Finance (K. Quinn) - Monthly Local Fund Statement and reports as submitted under the EU/IMF Framework. It was proposed by Councillor R McGinley and seconded by Councillor N Reilly “That Dublin City Council notes the contents of Report No 392/2015”. The motion was put and carried. 6 Report of the Chief Executive, in compliance with Section 138 of the Local Government Act 2001 informing the Council of works which are about to commence and in compliance with the Planning and Development Regulations 2001, Part 8:Report No. 390/2015: Development at Royal Canal Greenway, Sheriff Street Upper, Dublin 1, to Ashtown, Dublin 15. It was moved by Councillor R McAdam and seconded by Councillor S McGrattan “That Dublin City Council notes Report No 390/2015 and hereby approves the contents therein”. The motion was put and carried. 7 Report of the Chief Executive, in compliance with Section 138 of the Local Government Act 2001 informing the Council of works which are about to commence and in compliance with the Planning and Development Regulations 2001, Part 8: Report No. 393/2015: Development at Cork Street/Ormond Street/Chamber Street, Dublin 8. It was moved by Councillor R Moynihan and seconded by Councillor V Jackson “That Dublin City Council notes Report No 393/2015 and hereby approves the contents therein”. The motion was put and carried. 8 Report of the Chief Executive, in compliance with Section 138 of the Local Government Act 2001 informing the Council of works which are about to commence and in compliance with the Planning and Development Regulations 2001, Part 8: Report No. 397/2015: Development at Springdale Park, between the junctions with Edenmore Park & Edenmore Road & Springdale Road & Glenwood Road, Raheny, Dublin 5. It was moved by Councillor M Mac Donncha and seconded by Councillor T Brabazon “That Dublin City Council notes Report No 397/2015 and hereby approves the contents therein”. The motion was put and carried. 3 9 To fill a vacancy on the Economic Development and Enterprise Strategic Policy Committee following the resignation of Councillor Gary Gannon from that Committee. It was noted that Councillor Tina MacVeigh had resigned from the Economic Development and Enterprise Strategic Policy Committee also and consequently two vacancies remain to be filled. 10 Report No. 355/2015 of the Chief Executive - Monthly Management Report - 7th December 2015. It was proposed by Councillor R McGinley and seconded by Councillor V Jackson “That Dublin City Council notes the contents of Report No 355/2015”. The motion was put and carried. 11 Report No. 352/2015 of the Assistant Chief Executive (J. Keogan) - Report on Draft Section 48 Development Contribution Scheme 2016 - 2020. An amendment to this motion was proposed by Councillor C Cuffe and seconded by Councillor A Montague “that ancillary uncovered surface car parking and residential ancillary car parking will not be exempted; and that ancillary non-surface, non- residential car parking will be calculated at 100% rather than 50% of the applicable rate of contribution.” The amended motion was defeated.

    Griffith Avenue and Districts Residents Association January Newsle er 2019 BUS CONNECTS The NTA have commenced consultation on 4 of the core bus corridors by setting up 'community fora' to which each resident association/group may send only one representative regardless of the size of the association. These fora were set up without any statutory basis and without terms of reference. Following our intervention they have produced a“Terms of Reference”which we .nd unacceptable and have contacted all public representatives to this regard. We are calling on the NTA to hold full consultation and to hold open days in all areas rather than leaving dissemination of critical information to resident associations and groups. Dublin City Council unanimously passed a motion on Jan 7th calling for NTA to engage in full consultation on the core bus corridors and hold open days throughout the city so all residents can be consulted and make informed submissions. We would like to thank Cllr Gary Gannon for proposing this motion and all councillors throughout the city for supporting it. The Lord Mayor will now contact the NTA to inform them of this motion. We attended the Swords CBC forum (Jan 8th) with a watching brief as all the issues that are planned for Santry village will be replicated on Mobhi road. We were very concerned following that meeting and accordingly have written to the Chairperson (letter on our website/Facebook page). The NTA were looking for a one-way system through Santry however, we do not believe this was a serious option on their part and very worryingly a decision was made at the meeting to look at increasing number of CPOs and also increasing the land take from these homes.

Introduction The Oireachtas has put in place an interim process whereby Covid-19 related queries can be submitted by TDs on a weekly basis and forwarded to Departments for reply in lieu of the Parliamentary Question process which has been temporarily suspended. The Minister’s responses to queries received will be presented in a single document for circulation to all Deputies and for publication on the Department’s website subsequently. Members of the Committee are invited to forward comments to the Divisional Community Policing Office. 5 Extension of CCTV in the North East Inner City Approved by members. 6 Homeless facilities in the Central Area Members expressed concerns in relation to a particular homeless facility that had anti-social behaviour associated with it. John Durkan from Homeless Services reported that future tenders for facility operators will include a requirement to engage with An Garda Siochana at an early stage. The possibility of a licensing system for people providing services on the street was discussed. John Durkan to liaise with colleagues in Licensing Section. 7 Reports a) Policing Forum Report, b) Drugs Task Force Report, c) Community Report Reports noted. 8 Annual Work Plan updates Noted. 9 A.O.B. Business of Committee Chairman: We have received apologies for this part of the meeting from Deputies Devlin, McAuliffe and Carthy who had to travel across the river to terminal 2 - the convention centre - to attend to Dáil business. We are joined remotely by the Comptroller and Auditor General, Mr. Seamus McCarthy, who is a permanent witness to the committee. Caranua: Financial Statements 2019 Ms Rachel Downes (Chief Executive Officer, Caranua) called and examined. Chairman: In today’s meeting, we will engage with officials from Caranua, formerly known as the Residential Institutions Statutory Fund Board, to discuss the 2019 financial statements and the wind-down of the body. To assist us in our examination of these matters and with regard to public health guidelines we are joined in person from Caranua by Ms Rachel Downes, CEO; Ms Sinéad Dwyer, director of services; and Mr. Michael Fitzpatrick, director of finance and corporate governance.     MINUTES OF THE Central Area JPC MEETING HELD ON Monday, 27 February 2017 1 Minutes of the Central Area Joint Policing Sub-Committee meeting held on 12th December 2016 Minutes agreed 2 Progress on actions agreed at last meeting Noted. Figures re hate crimes to be requested for the next meeting. 3 Presentation by An Garda Síochána Chief Supt. Leahy presented crime statistics for the year to date and commented on the increase/decrease in figures compared to the same period last year. The report was noted and the following matters were raised: Cllr Cuffe requested crime figures over a longer period. Chief Supt. Leahy to provide stats for the past 5 years at the next meeting of this Committee. Members expressed their gratitude for the recent progress in profiling of criminals and also for a recent arson investigation which led to an arrest. Report on the arson investigation to be forwarded to the public representatives. Members expressed concerns in relation to anti-social behaviour on Mayor Street and surrounding streets after concerts in the 3 Arena. Chief Supt. Leahy to update members after a meeting is held with residents. Members agreed that a stronger Garda presence is needed in surrounding residential areas before and after concerts in the 3 Arena. These issues will be raised at the next meeting of the Central Area Committee. Cllr Fagan raised the issue of coaches parking on public paths at Castleforbes Street when concerts are taking place. Chief Supt. Leahy will liaise with the Traffic Inspector and set up a meeting with NTA and Dublin Port to find a solution for coach parking in the area.

Are the min- utes of 9 and 11 June agreed? Agreed. I will take the 20 items of correspondence received as noted. Members will have received written submissions for today’s meeting. Deputy Róisín Shortall: Did we get anything from the Central Bank? Chairman: The Central Bank is not coming in today, it is coming later, on 7 July. Today is the Irish Fiscal Advisory Council and the ESRI. Deputy John McGuinness: Is it possible that the questions which went unanswered on which we were to be sent written reply would be flagged, given the quantity of correspondence being received, if the clerk does not mind?     Minutes of Meeting of the Moore St Advisory Group (Online) 21/12/20 @ 1.30p.m., Members in attendance were: Tom Collins (Chairman), James Connolly Heron, John Daly, Tom Holbrook, Brian O’Neill, Aengus O’Snodaigh TD, Donna Cooney, Neasa Hourigan, TD, Senator Mary Fitzpatrick, Nial Ring, Coilín O Reilly, Catherine Kennedy, Catherine (Carmel) Smyth, Nessa Foley Also in attendance were: Minister Malcolm Noonan TD, Ed Dobbs - Hammerson, Jackie Gallagher - Hammerson, Anne O’Donoghue - Irish Heritage Trust, Dr Emma O’Toole - Irish Heritage Trust, Jo Tynan - Irish Heritage Trust Dave Farrell – Secretariat Apologies: Gary Gannon TD, Bríd Smith TD, Eimer McCormack 1. Introductions The Chairperson opened the meeting and all present introduced themselves. 2. Address by Minister for Heritage/ Terms of Reference for Noting The Minister thanked all for agreeing to act as members of the Moore Street Advisory Group and for attending this meeting on Christmas week and outlined the TOR of the group. The Minister requested that Group compile and submit its report endorsed by the majority of the membership by Easter. The TOR’s and timeline for the work were noted. 3. Presentation by Irish Heritage Trust Anne O’Donoghue provided some background on the work of the Irish Heritage Trust and some of the other projects it has been involved in and emphasised the importance the Trust places on creating enduring links between communities and the properties cared for. Dr Emma O’Toole outlined details of the Irish Heritage Trust Project at Moore St: 1 Key objective – Create a vision to complement the iconic status of Moore St with respect 1916 and its market trading history.
