1 NOTICE OF RACE The Organizing Authority is Federazione italiana Vela, that delegates Club Nautico Scarlino, with the support of ClubSwan 50 Class, Swan 45 Class, ClubSwan 42 Class, ClubSwan 36 Class and Nautor’s Swan. 1. RULES 1.1 This event will be governed by: (a) the Racing Rules of Sailing 2017-2020 (RRS), (b) the ClubSwan 50, Swan 45, ClubSwan 42 and ClubSwan 36 Class Rules. (c) the World Sailing Special Regulations Governing Offshore Racing Category 4, subject to possible amendments by class rules. (d) RRS 55 is in force. (e) The Prescriptions of the FIV 2, 4, 5, 6, 9, 10, 11 to the RRS will apply. (h) An International Jury shall be constituted according to Appendix N of the RRS. The decisions of the International Jury shall be final according to Rule 70.5 RRS. Prescription of the FIV n. 6, in which its express authorisation is required, applies. 2. ADVERTISING 2.1 Advertising is permitted in accordance with WS Regulation 20. 2.2 Boats may be required to display advertising and bow numbers chosen and supplied by the Organizing Authority. 2 2.3 Italian sailors aiming to display advertising should display the Licenza FIV valid for 2020. -

Extracts from a J/24’s experiences of Cowes Week…. By William Lack, Vinyl Solutions – GBR 4067 “And the course for IRC class 7, starting at 11.50hrs, is as follows…. 3K to port, 3S to starboard, 3E to port, 3P to starboard, 2R to port, 3F to port, and finish at the Squadron Line.” Decipher that!! With ten minutes to go before our start I was crouched down below, checking the course, which then had to be drawn onto a waterproof chart which we velcroed to the bulkhead in the cockpit. Cowes Week Radio was doing their race commentary which had to be listened to. Which side shall we tie the spinnaker for the first downwind leg? Where did that chinagraph pencil roll too? Don’t forget to tack me !! Helmsman, son Simon, trimmer (Simon’s brother in law) Ian, spinnaker trimmer, daughter Emma and foredeck guru (Emma’s former sailing companion) Brendan, were throwing Vinyl Solutions about, tacking from side to side to get the best position, and generally tying themselves, and me, in knots. The courses, at Cowes Week are only read out on VHF, and only twice, and, only ten minutes before your start, and you can bet your bottom dollar that the reading will inevitably be interrupted with “ready about” or “here are the spinnaker sheets” or “can I have my spray top” or “where did you say the windward mark is?”. And, of course, it was blowing a nice steady 20 knots which was responsible for a few additional bruises. Oh, the joys of yacht racing in a J24 !! And this was day one of a promised, seven!! Simon and Emma had decided, in the autumn of 2012, that as 2013 was to be Simon’s 30 th year on planet Earth, and as I have been around twice as long, that we should make an effort to sail together at Cowes Week. -

SAILRACING PALMAVELA From 2nd to 6th of May, 2018 Notice of Race 1 ORGANIZATION SAIL RACING PALMAVELA, is organised by the Real Club Náutico de Palma (RCNP), supported by the Real Federacion Española de Vela (RFEV) with sponsorship from the Balearic Islands Government, Palma Town Hall, with further support of the Federación Balear de vela, Club Nautic S’arenal, and the Balearic Islands Port Authority. This event is included in the IMA 2018 Racing Calendar and in the Wally Class Official Circuit and is part of the 2018 The Nations Trophy Mediterranean League for the Swan One Design classes. 2. VENUE AND DATES SAIL RACING PALMAVELA will be held in Mallorca waters from the 2nd to the 6th of May, 2018, inclusive . 3. RULES 3.1 The event will be governed by the following rules: a) Racing Rules of Sailing as defined in the WORLD SAILING 2017-2020 RRS. b) The WORLD SAILING Offshore Special Regulations Category 4 for all the classes, if to be applied and subject to possible amendments by class rules. c) Current IMA Class Rules and Regulations. d) Current Wally Class and Box Rules (including their interpretations). e) Current ORC System Rules and IMS Rules of measurement, accommodation and equipment Rules. f) The IRC Rules 2018 Parts A, B and C shall apply. For the purposes of IRC rules 21.1.5 d) and e) this regatta is on consecutive days, yet the sails carried on board need not remain the same for the duration of the event but sails need to remain the same for each day. -

LA LARGA- THE OFFSHORE RACE OF PALMAVELA 22ND TO 26TH OF OCTOBER, 2021 17TH REGATTA PALMAVELA 27TH TO 31ST OF OCTOBER, 2021 NOTICE OF RACE 1 ORGANIZATION The events’ Organising Authority (OA) will be the Real Club Náutico de Palma (RCNP), supported by the Real Federacion Española de Vela (RFEV) with the institutional support of the Balearic Islands Government, Palma Town Hall, with further support of the Federación Balear de Vela, Club Nautic S’Arenal, ARAM (Mediterranean Offshore Sailor’s Association) and the Balearic Islands Port Authority. The event is included in the IMA 2021 Racing Calendar and the PalmaVela regatta is a qualifying event for the IMA Mediterranean Inshore Challenge, a qualifying regatta for ORC classes in the Circuito Mediterráneo de Vela and is the Copa de España for the Dragon Class. 2 VENUE AND DATES La Larga-The Offshore Race of Palmavela will be held in waters of the Balearic archipelago from the 22nd to the 26th of October, 2021 and the 17th edition of the PALMAVELA Regatta will be held in the waters of the Bay of Palma from the 27th to the 31st October, 2021. 3 RULES 3.1 The event will be governed by the following rules: a) Racing Rules of Sailing as defined in the WORLD SAILING 2021-2024 RRS. b) The RFEV prescriptions available on: https://www.rfev.es/uploaded_files/Document_3219_20210101121551_es.pdf c) SY Appendix of the RRS. d) The RRS 90.3 (e)(3) applies. The word “24 hours” is changed by “30 minutes”. e) The 2021 RTC (Cruising Technical Regulations) of the RFEV (Royal Spanish Sailing Federation). -

Australian Sailing – Irc Report
AUSTRALIAN SAILING – IRC REPORT Glen Stanaway The main issue being addressed head on is the declining take up of certification amongst existing fleets and events globally. Australian Sailing’s management team has been working hard to reverse the situation in Australia by writing articles and producing YouTube clips for media to members, race officials and clubs. The intention is to create a ‘constant conversation’ domestically about ratings raising their prominence and place in boat owners’ and clubs’ minds. We expect that the results of this won’t be seen for 18 months to two years as it is a ‘long game’ and will take time to imprint the benefits of being rated and racing in these divisions in owners’ minds. Belgium Report for IRC in 2016 The fleet: • Number of IRC certificates on 31/08/2015: 56 (-24% compared to IRC fleet 2014) • Number of IRC certificates on 30/09/2016 : 44 (-21%/-41% compared to IRC fleet 2015/2014) • Number of new IRC boats (Age date 2016): 0 (0% of IRC fleet 2016) • Number of new IRC boats (no IRC certificate in 2015): 5 (11% of IRC fleet 2016) • Number of non-renewals 2015-2016: 23 (41% of IRC fleet 2015) The number of Belgian IRC boats that is racing regularly has decreased to below 20. This number is becoming critically low. Besides the regular racers a small number of boats is choosing racing events on an ad hoc basis and is sometimes asking an IRC certificate for one event only. The number of boats that raced occasionally in IRC in 2014 or 2015, and that stopped racing in IRC or in all rating systems in 2016 is significant, as is the number of boats that stopped sailing all together.
