REPORT OF THE NCAA DIVISION I COUNCIL APRIL 1, 2021, VIDEOCONFERENCE In an effort to connect NCAA Division I Council items to the NCAA pillars of academics, fairness and well-being, items included in this report have an identifying pillar. There is an additional pillar, operational, that is used to denote items that relate to maintaining a stable and efficient Division I. KEY ITEM. • Discussion of NCAA Division I Proposal No. 2020-11 and the NCAA Division I Working Group on Transfers Recommendation Regarding the Notification of Transfer Dates. (Academics/Fairness/Well-Being) The Division I Council received an update on recent meetings of the Working Group on Transfers. During its March 29 meeting, the working group discussed how the notification of transfer date component of Division I Proposal No. 2020- 11 should apply during the 2021-22 academic year, if the proposal is adopted with the proposed notification dates. The working group recommended that if the Council ultimately adopts the notification of transfer dates, that a blanket waiver be immediately approved to provide relief for fall and winter sport student-athletes from the May 1 deadline for transfer student-athletes enrolling in the 2021-22 academic year. In effect, student-athletes in all sports would be subject to the July 1 notification of transfer date, which is the proposed date for spring sport student-athletes, for the 2021-22 academic year. The working group noted this approach preserves the intent of the notification of transfer dates, while providing sufficient time for student-athletes in all sports to make informed decisions regarding whether to begin the transfer process. The working group noted the recommended blanket waiver would provide relief from the May 1, 2021, notification of transfer date only, and beginning with transfer student-athletes enrolling in the 2022-23 academic year, student-athletes who participate in fall and winter sports would be held to the May 1, 2022 deadline. Council members were encouraged to engage in discussions with their conferences, or groups they represent, regarding the Working Group on Transfers’ recommendation in preparation for the Council’s consideration of Proposal No. 2020-11 during its April 14-15 meeting. (Academics/Fairness/Well-Being) The Division I Council received an update on the NCAA’s United States Supreme Court hearing in the Alston case, which was conducted on March 31.
