  • LEGISLATIVE WRAP-UP Colorado’S 2012 Legislative Session: the Colorado Coalition Against Domestic Violence Achieves Its Policy Priorities
LEGISLATIVE WRAP-UP Colorado’s 2012 Legislative Session: The Colorado Coalition Against Domestic Violence Achieves Its Policy Priorities Colorado’s 69th General Assembly wrapped up the 2012 legislative session May 9th; then, they found themselves ordered into a special session by Governor Hickenlooper to finish their busi- ness in a more democratic manner because House leadership had allowed the clock run out on the Civil Unions Bill and some 30 other bills caught up in line behind it. One of the bills which the Colorado Coalition Against Domestic Violence invested a significant amount of time and energy on, the School Discipline Bill (Senate Bill 46), nearly failed along with the Civil Unions legislation, but was rescued during the special session by being added onto another related bill. The School Discipline Bill is one of many successful policy efforts, which CCADV accom- plished on behalf of our members and survivors this year. Other 2012 legislative priorities for the Colorado Coalition Against Domestic Violence include Senate Bill 56, which we contributed several provisions to and provided input on other provisions which Senator Morgan Carroll brought forward. Senate Bill 56 addresses aspects of various court appointed roles in domestic relations cases and requires persons in those roles to make disclosures if they have any per- sonal, financial, or familial relationships that would create a conflict of interest with regard to the parties in the case to which they were appointed or with the court. Both of these senate bills passed and have been signed into law by the Governor! CCADV also worked diligently to support, oppose, and amend dozens of other pieces of legisla- tion this past session.

  • Pfizer Inc. Regarding Congruency of Political Contributions on Behalf of Tara Health Foundation
SANFORD J. LEWIS, ATTORNEY January 28, 2021 Via electronic mail Office of Chief Counsel Division of Corporation Finance U.S. Securities and Exchange Commission 100 F Street, N.E. Washington, D.C. 20549 Re: Shareholder Proposal to Pfizer Inc. Regarding congruency of political contributions on Behalf of Tara Health Foundation Ladies and Gentlemen: Tara Health Foundation (the “Proponent”) is beneficial owner of common stock of Pfizer Inc. (the “Company”) and has submitted a shareholder proposal (the “Proposal”) to the Company. I have been asked by the Proponent to respond to the supplemental letter dated January 25, 2021 ("Supplemental Letter") sent to the Securities and Exchange Commission by Margaret M. Madden. A copy of this response letter is being emailed concurrently to Margaret M. Madden. The Company continues to assert that the proposal is substantially implemented. In essence, the Company’s original and supplemental letters imply that under the substantial implementation doctrine as the company understands it, shareholders are not entitled to make the request of this proposal for an annual examination of congruency, but that a simple written acknowledgment that Pfizer contributions will sometimes conflict with company values is all on this topic that investors are entitled to request through a shareholder proposal. The Supplemental letter makes much of the claim that the proposal does not seek reporting on “instances of incongruency” but rather on how Pfizer’s political and electioneering expenditures aligned during the preceding year against publicly stated company values and policies.” While the company has provided a blanket disclaimer of why its contributions may sometimes be incongruent, the proposal calls for an annual assessment of congruency.

  • Legislative Wrap-Up
LEGISLATIVE WRAP-UP Colorado Coalition Against Domestic Violence Accomplishes 2011 Legislative Priorities Colorado’s 68th General Assembly concluded the 2011 Legislative Session on May 11th with sig- nificant achievements for domestic violence advocates and survivors. The priority pieces of legisla- tion for the Colorado Coalition Against Domestic Violence, HB 1080 and SB 187, passed and have been signed into law by the Governor! The Coalition’s proactive legislation, HB 1080, which en- hances the Address Confidentiality Program (ACP), went into effect on June 2nd. HB 1080 was passed without a single vote in opposition! The statutory changes will strengthen the ACP for cur- rent and future participants, enhance the security and efficiency of the Program, and decrease the amount of funding used on administration. SB 187, the bill to renew regulation of mental health professionals and their oversight boards, cre- ated an opening for the Coalition to close a gap in the regulation of court appointed mental health professionals. We testified before the Senate on the need for an amendment to the bill to address the existing lack of accountability for roles like Child and Family Investigators (CFI’s) and were then invited to work with two of the Senators to draft it. Through collaboration with these Senators, the House sponsor, and a dedicated group of survivor/protective parents, the Coalition worked dili- gently to ensure the amendment remained in the bill throughout the legislative process. SB 187 will go into effect on July 1st, at which time parents whose court appointed mental health profes- sional engages in professional misconduct will be able to have a complaint investigated and acted upon by the Department of Regulatory Agencies.
