SUMMARY Since at least May 2012 Banc de Binary Ltd. (A/K/A E.T. Binary Options) (“Banc de Binary” or “Defendant”) has been violating the CFTC’s long-standing ban on trading options contracts with persons located in the United States off of a contract market designated by the CFTC for that purpose (i.e., “off-exchange”).
