Members were also asked to declare their interests pursuant to Order 48 of the Standing Orders of the Eastern District Council (the Standing Orders) when necessary. He asked Members to declare their interests before discussing related agenda items and submit the declaration form to the Secretariat for record purpose and for ruling on the interest(s) declared. Paper Tabled (i) “Display of the Eastern District Council Logo by the Organiser of the Arsenal District Soccer Seedling Training Programme” for information during the discussion of Any Other Business. I. Confirmation of the Draft Minutes of the 1st Meeting of FMCLC 2. The Facilities Management, Cultural and Leisure Committee (FMCLC) confirmed the above draft minutes without amendment. II. Endorsement of the List of Regular Government Representatives in Attendance of FMCLC Meeting (FMCLC Paper No. 2/20) 3. The Secretary briefed Members on Paper No. 2/20. 4. The FMCLC approved the list of government representatives of its predecessor (i.e. the District Facilities Management Committee in the last Eastern District 3 Action Council (EDC) term). III. Formation of Working Groups under FMCLC (FMCLC Paper No. 3/20) I V. Promoting the Development of Football in Hong Kong, Recreation, Sports, Arts and Culture to Share the Workload of the Committee Suggestion on Setting up the “Working Group on Recreation, Sports, Arts and Culture Development” and the “Working Group on Monitoring of District Works & Facilities” (FMCLC Paper No. 20/20) 5. The Chairman suggested combining agenda items III and IV for discussion due to their relevance and the FMCLC agreed. 6. The Secretary and Mr Andrew CHIU briefed Members on Paper Nos. 3/20 and 20/20 respectively. 7. After discussion, the FMCLC endorsed the proposal contained in Paper No. 20/20 for the formation of the “Working Group on Recreation, Sports, Arts and Culture Development” and the “Working Group on Monitoring of District Works and Facilities” with the term of office until 31 December 2021 and also endorsed their terms of reference contained in the annex of Paper No. 20/20. V. Requesting the Leisure and Cultural Services Department to Improve and Enhance the Leisure Facilities at Tai Man Street in Chai Wan (FMCLC Paper No. 21/20) 8. The Chairman welcomed Mr LUK Chi-kwong, Chief Leisure Manager (Hong Kong East), Ms TAM Shiu-mei, District Leisure Manager (Eastern), Mr Tim LEUNG, Deputy District Leisure Manager (District Support) Eastern and Ms Candice CHENG, Assistant District Leisure Manager (District Support) Eastern of the Leisure and Cultural Services Department (LCSD) to the meeting. Mr Bull TSANG briefed Members on Paper No. 21/20 and requested the department to provide later on the information of the facilities to be replaced for his consultation with the users. 9. Mr Tim LEUNG of the LCSD responded to the Paper and added that the LCSD had paid site visits to Tai Man Street Playground and Tai Man Street Sitting-out Area 4 Action with the proposer of the Paper. He said that there were elderly fitness corners at both venues. The LCSD would later on provide the proposer of the Paper with a list of the facilities to be replaced, and select suitable facilities and enhance the equipment based on the views of the proposer. 10. The views and enquiries of Members about the agenda item were summarised as follows: (a) Mr KU Kwai-yiu said that the department used to provide Members with relevant photographs of the facilities before replacement for their consultation with the public beforehand. He hoped that the department could continue the practice. (b) Mr Bull TSANG asked the department to provide photographs of the facilities available for selection. Moreover, he asked the department to carry out regular anti-mosquito work at the aforementioned venues. He also hoped that the department would increase the frequency of placing larvicidal sand and applying larvicidal oil at venues in the Eastern District to twice a week. (c) Mr Andrew CHIU opined that the issue in the agenda item could be settled through routine communication with the department instead of submitting a paper for follow up. He asked the department to follow up on the issue proactively. (d) The Chairman enquired about the department responsible for managing the area near the slopes surrounding Tai Man Street Playground. 11. Mr Tim LEUNG of the LCSD responded to Members’ views and enquiries as follows: (a) Upon the availability of the photographs of the facilities to be provided at the aforementioned venues and other information including the instructions for use, the LCSD would send them to the proposer of the Paper for further consultation with the users. (b) The LCSD attached great importance to the anti-mosquito work and would strengthen the anti-mosquito work at outdoor venues before the rainy season, including carrying out weekly anti-mosquito and anti-midget fogging and placing larvicidal sand and applying larvicidal oil to kill the 5 Action larvae. Moreover, cleansing staff would remove stagnant water, fallen leaves and refuse at the venues daily to curb mosquito infestation. (c) With respect to the accumulation of fallen leaves near the slopes surrounding Tai Man Street Playground, the LCSD would contact the Highways Department (HyD) for removal so as to curb mosquito infestation. LCSD 12. After discussion, the FMCLC agreed to include the agenda item in the matters arising. VI. Suggestion for Enhancing the Facilities and Management of Chai Wan Sports Centre (FMCLC Paper No. 22/20) 13. The Chairman welcomed Mr LUK Chi-kwong, Chief Leisure Manager (Hong Kong East), Ms TAM Shiu-mei, District Leisure Manager (Eastern), Mr Tim LEUNG, Deputy District Leisure Manager (District Support) Eastern and Ms Candice CHENG, Assistant District Leisure Manager (District Support) Eastern of the LCSD to the meeting.
