WGAWP: 2021 Singles Match Play Reminders WGAWP: 2021 Singles Match Play Reminders The rules of golf differ for match play and stroke play. The following summarizes the differences for “singles” match play which is relevant for the WGAWP Team Matches. LATE TO TEE IN THE EVENT A PLAYER IS LATE, MATCHES MAY NOT BE RE-ORDERED. Any player arriving at her starQng point, ready to play, within five minutes aSer her starQng Qme, is penalized the loss of the first hole (USGA note to Rule 5-3). If a player is more than 5 minutes late for a match, their opponent should begin play alone. The late player will be allowed to join their opponent on the next tee of the hole that is being played when the late player arrives and meets her opponent on the course. (Therefore, in being late a player no longer loses 18 points but instead loses points for any holes they missed and then the match conQnues) However, if the late player does not arrive, ready to play, by the Qme her opponent finishes the 9th hole -- all 18 points will go to the player that arrived on Qme and has played 9 holes. An unopposed player is permi_ed to play the course as a pracQce round, if she chooses. TOO MANY CLUBS If during the match it is discovered that a player is carrying more than 14 clubs, at the conclusion of the hole at which the breach is discovered, the state of the match is adjusted by deducQng one hole for each hole at which the breach occurred with a maximum of two per round. This applies regardless of the hole at which the discovery is made. PRACTICING A player may pracQce anywhere on the course, on the day of the match before the round. During the round, a player may pracQce puang or chipping on or near the green of the hole last completed, the pracQce puang green, or the teeing ground of the next hole to be played. ORDER OF PLAY In Match Play the order of play is fundamental, if a player plays out of turn, the opponent may cancel that stroke and require the player to replay the shot. On the first teeing ground, the team listed first has the honor. ThereaSer, the person who won the previous hole, or in the case of a Qed hole the player who last won a hole retains the honor and plays first from the teeing area. Anywhere else on the course the ball farthest from the hole is played first. If a player makes a stroke when her opponent should have played first, there is no penalty, but the opponent may immediately require the player to cancel that stroke and play again, in the correct order, as nearly as possible at the spot from which the original ball was last played. Note that under the 2019 rules, in Match Play players may agree that one of them will play out of turn to save Qme but this agreement must be made on a stroke by stroke basis and the agreement cancels the right to recall the stroke played out of turn. (Rule 6.4a) PLAYING FROM OUTSIDE THE TEEING GROUND (Rule 6.1b) If a player, when starQng a hole, plays a ball from outside the teeing area there is no penalty, but the opponent may choose whether the stroke stands or require the stroke to be cancelled. This cancellaQon must be done promptly and before any player makes another stroke. The cancellaQon cannot be withdrawn and the player must play again from within the teeing area and it is sQll her turn to play. If the opponent does not cancel the stroke, the stroke counts and the ball is in play and must be played as it lies. Rev 4/21 WGAWP: 2021 Singles Match Play Reminders PENALTIES A breach of the Rules, that only incurs a one stroke penalty in Stroke Play, also incurs a one stroke penalty in Match Play. In Stroke Play, the General Penalty for a breach of the Rules is two strokes, whereas in Match Play it is loss-of-hole. Playing a second ball when uncertain of a rule is not permi_ed in Match Play. Doing so would result in loss of hole. That procedure applies only in stroke play (see Rule 20.1c). BALL AT REST MOVED Other than allowed by the rules, if your ball at rest is moved by you or your caddie, you incur a penalty of 1 stroke and you must replace the ball. If the player’s ball at rest is moved by her opponent or her opponent’s caddie the opponent incurs a penalty of 1 stroke. CONCESSIONS A player may concede the match or a hole at any Qme prior to the start or conclusion of that match or hole. A player may concede her opponent’s next stroke at any Qme, as long as the opponent’s ball is at rest. The opponent is considered to have holed out with that next stroke. A concession may not be declined or withdrawn. Please note the following rule interpreta2on regarding concessions: 3.2b(1)/1 – Players Must Not Concede Holes to Deliberately Shorten a Match Although a player is allowed to concede a hole to his or her opponent at any Qme before that hole is completed, a player and opponent are not allowed to agree to concede holes to each other to deliberately shorten the match. Penalty for knowingly breaching this rule is both players are disqualified under Rule 1.3b(1) (Player Responsibility for Applying the Rules). PROVIDING INFORMATION A player may request at any Qme what the number of strokes her opponent has taken. If a player gives incorrect informaQon during play of a hole regarding the number of strokes taken, including penalQes, and does not correct the mistake before her opponent makes her next stroke, the player loses the hole. If a player incurs a penalty that was not observed by her opponent she must inform the opponent as soon as pracQcable. If the player fails to do so before her opponent makes her next stroke, she loses the hole. Rule 3.2d. Rev 4/21 WGAWP: 2021 Singles Match Play Reminders NO PENALTY Hiang a ball at rest on the green: In match play, there is no penalty and the ball that was struck is replaced. If your pu_ strikes the opponent, her caddie, or her equipment, there is no penalty the stroke is cancelled and replayed from the previous spot. In match play, the player and opponent may agree how to decide a Rules issue so long as they do not deliberately agree to apply the Rules in the wrong way. (see Rule 20.1b(1)). If a player makes a request for a ruling before the result of the match is final: A ruling will be given only if the request is made in Qme, which depends on when the player becomes aware of the facts creaQng the Rules issue: • When Player Becomes Aware of the Facts Before Either Player Starts the Final Hole of the Match. When the player becomes aware of the facts, the ruling request must be made before either player makes a stroke to begin another hole. • When Player Becomes Aware of the Facts During or ASer CompleQon of the Final Hole of the Match. The ruling request must be made before the result of the match is final (see Rule 3.2a(5)). ∗ If the player does not make the request in this Qme, a ruling will not be given by a referee or the Commi_ee and the result of the hole(s) in quesQon will stand even if the Rules were applied in the wrong way. If the player requests a ruling about an earlier hole, a ruling will be given only if all three of these apply: 1. The opponent breached Rule 3.2d(1) (giving wrong number of strokes taken) or Rule 3.2d(2) (failing to tell the player about a penalty), 2. The request is based on facts the player was not aware of before either player made a stroke to begin the hole being played or, if between holes, the hole just completed, and 3. ASer becoming aware of these facts, the player makes a request for a ruling in Qme (as set out above). When a player makes a request for a ruling aSer the result of the match is final: • The Commi_ee will give the player a ruling only if both of these apply: 1. The request is based on facts the player was not aware of before the result of the match was final, and 2. The opponent breached Rule 3.2d(1) (giving wrong number of strokes taken) or Rule 3.2d(2) (failing to tell the player about a penalty) and knew of the breach before the result of the match was final. There is no Qme limit on giving such a ruling. Rev 4/21.

Beginning in 2016, the rules meeting will be offered online only. The online meeting will replace face to face meetings and become available July 19. Directions and availability are detailed in the early pages of this manual. We hope you’ll encourage your assistant and junior high coaches to view this also. The purpose of the “Rules Interpretation Meetings” is to give EVERYONE a thorough understanding of the interpretations of OHSAA Regulations as well as the changes to the National playing rules written by the USGA. Rules governing OHSAA golf stem from the United States Golf Association (USGA) and the OHSAA. USGA Rules govern all playing rules while OHSAA Sport Regulations govern specific rules to Ohio as well as the various administrative regulations and interpretations. Our elected Board of Directors approve these regulations annually and serve as the basis for ALL schools playing by the same rules.

    SETTLING TIES IN HANDICAP COMPETITIONS How do you settle deadlocks-a halved match or a stroke-play tie-in a net competition? Rule 33-6 in the Rules of Golf requires that the Committee in charge of the competition announce a procedure for breaking ties before the competition starts. Simply stated, a halved match shall not be decided by stroke play; a tie in stroke play should not be decided by a match. Under Conditions of the Competition in Appendix I of the Rules of Golf, the USGA has some good recommendations that can help in these ticklish situations. Let's start with stroke play. One day our favorite duo, Uncle Snoopy and Woodstock, play 18 holes in a net competition at one of their favorite courses, Pumpkin Patch Golf Club. Uncle Snoopy's diligent work on his game has shaved his USGA Handicap Index down to 9.2, which translated into a Course Handicap of 11 that day. Woodstock meanwhile, has continued to struggle along with his 17.4 USGA Handicap Index, which resulted in a Course Handicap of 20 at Pumpkin Patch GC. At the end of 18 holes, Uncle Snoopy and Woodstock performed some beagle arithmetic on their scorecard. From the drawing, you can see that they both made net scores of 72. How should they proceed to break the tie? Sudden death is not recommended by the USGA in such cases. It's felt that playing hole-by-hole shouldn't decide a tie in stroke play. Instead, a playoff over 18 holes is the favored format.
