Dear Madam/Sir,

Having in mind that, in a new and young Bosnia and Herzegovina, we have the opportunity to give our contribution towards building a more just, democratic governance system that will be more suitable for all its citizens, it is our intention to summarise in this publication all the efforts we were making and all the ways in which we support you, who are the reason that we were founded. Guided by our results and achievements, on the occassion of the 10th anniversary, which, we feel, should be marked in a number of ways, we present to you our attempt to bring closer to the general public the purpose of «Prijateljice». From the turbulent time of war, when we were supported and founded by our partners from Germany, to the monitoring and responding to different needs in the society, and active involvement in the processes of reconstruction, integration, reconciliation, implementation of various reforms, we continuously grew and developed, aiming always for professionalism and quality, and respecting the high moral values and principles of our actions.

It is primarily thanks to our donors, but also others who supported us and believed in us, that we grew into a reputable and reliable partner, recognised by the local, cantonal and other senior government levels, as well as by representatives of other sectors. As a specific, and in every sense of the word, a large Association, «Prijateljice» uses this opportunity as well to be transparent, to be close to you, and to provide you with a myriad of information that is - again – only for your benefit. All of us from «Prijateljice» in all its structures and departments, are still here for you ....

A historic review of UHD Prijateljice

About us

The humanitarian association (UHD) of “PRIJATELJICE” was registered in July 1996 as a local non-governmental organisation. Its founders are its staff, beneficiaries, and friends from the international organisation «Amica e.V.» Freiburg – Germany. International organisation "Amica e.V." begun to operate in Germany immediately when the word spread about the conflict in the former Yugoslavia. First assistance included food, clothing, footware and hygiene items that this organisation was shipping to Bosnia and

2 Herzegovina and Croatia. Its permanent mission in what is today the , started in 1994, while UHD “Prijateljice” as a local NGO took over and continued its activities in 1996.

The Mission of UHD “Prijateljice” is: UHD “Prijateljice” works in a human, open and professional manner towards active involvement and a better position of beneficiaries in the community, by providing psycho-social, educational and counselling support and services, with income generation possibilities, thereby contributing to the democratic development of the society as a whole.

Our targeted beneficiary groups are different categories of population in the Tuzla Canton (TK) and wider, irrespective of their nationality, religion, age or sex. Activities aimed at meeting the needs of our beneficiaries are designed to provide psycho-social support, education, counselling (related to health care and legal issues), job creation, and support to education reform, two-way return process and the reconciliaiton process.

Our Association was developing and growing, continuously looking at the needs of our beneficiaries, our members and the vulnerable groups. From the times of emergency operations and reception of forcibly displaced, mainly mothers with children, who arrived from Podrinje area in 1995, to date, the Association developed on the professional level and we currently operate within three main program components: • Psycho-social and counselling support • Education about the civil society and strengthening of local communities • Poverty alleviation by strenghtening the Entrepreneurship Centre.

Within the three program components the following projects are operational: Center of Education and Counseling, Rink Ribbon, Clubs, Support to children's integration into school system, Day care center, Support to inclusive education, Support to villages of return, Center of Female Entrepreneurship

Besides, the „Prijateljice“ is active member of several NGO networks and coalitions, such as the Reference Group Tuzla, FREJA (B&H, Serbia, Croatia and Macedonia), B&H Coalition „Working and Suceding Together“ and GROZD.

To date, the Association has positioned itself at the local, cantonal, entity and the state level as a relevant, recognisable acter, and a proactive creator of the civil society in Bosnia and Herzegovina. As such, we are constantly monitoring and meeting the needs of our citizens. To illustrate these claims, please note that we have entered into an Agreement on cooperation and provision of multi-disciplinary support to social cases in need of assistance, signed with the Tuzla Canton's Ministry of Labor and Social Welfare, we established formal partnerships with the Department of Pedagogy of Tuzla Canton, with University of Tuzla, (department of Pedagogy-Psychology), we have obtained authorisations from the relevant Ministries to implement our activities in the schools in Tuzla Canton and in Republika Srpska, we have received a two-year financial support from the Tuzla Canton's Government, we entered into a direct partnership with Tuzla Municipality in relation to the successful work of the Entrepreneurship Centre, and we cooperate with the Tuzla Canton's Employment Bureau.

Structure of the Association: Assembly has 46 members, Supervisory Committee (3 members), Steering Committee (7 members), director, finance manager, administrator/secretary, coordinators of the three teams – psycho-social and counselling support, education about the civil society and strengthening of local communities, and poverty alleviation by strengthening

3 the Entrepreneurship Centre, with members of each of these teams. On an average the Association anually employs 22 staff on full time basis, and we hire 33 persons as needed.

In order to further develop professinally and institutionally, our staff attend various training events and contiuously expand their knowledge. Since seven years ago, each year an independent financial auditing of our operations takes place at the level of the Association. Our Association operates in accordance with the valid legislations and regulations of the Federation of Bosnia and Herzegovina, as well as the international standards that regulate the work of non-governmental organisations.

History We were founded initially with a view to provide humanitarian assistance to persons displaced from the Podrinje area. Soon after the Association was founded, we begun providing psycho-social support to women and children. We were monitoring the needs of our beneficiaries, and designing our programs accordingly.

5 The complexity of problems related to our beneficiaries required a multi-layer support: psycho-social, counselling, education, medical assistance, etc. Activities related to the psycho-social support included review of traumatic experiences, fears, confidence building, awareness raising about personal resources, improvement of communication, strengthening of the feeling of unity, possibilities to create own future, integration into a community, strengthening of self-confidence, education. With children we worked towards socializing, reviewing of their fears, developing their motorics, and creativity. The program was based on a group-work approach in six-months cycles. As and when required, these cycles were prolonged, depending on the needs of our beneficiaries. In addition to group work, we also provided individual support, both to children and the women. In the last 10 years, 1500 women (mainly single heads of families), and almost the same number of children, were included in the six-month psycho-social and educational cycles. At the beginning of 1997, domicile women and children gradually became beneficiaries of our program. We were open to all of those in need, irrespective of their age, education, religion. We celebrated together all the holidays, from Bajram, to Chirstmas, New Year, birthdays, we organised picknicks... In the period from 2000 to 2002, we implemented some of our activities in the Grab Potok and Ježevac Settlements for displaced persons. We worked with mothers and their children on improving their communication skills. Since the year 2002 this project is entitled Centre for counseling and education.

Project objectives: 1. Creation of self-help groups in accordance with problems of a community (addiction- related illnesses, domestic violence, health problems, communication problems) 2. Integration of persons with a rural background into the urban environment 3. Empowering an individual 4. Prevention of domestic violence 5. Education 6. Cooperation with and support to different institutions (schools, orphanage, local community offices, NGOs, Centres for Social Welfare).

Results and cooperation The quality of our work was recognised both in the governmental and non-governmental sector. With a view to provide expert, professional services to our beneficiaries, we are continuously monitoring and evaluating the results of our work. Instruments and methods used to assess issues of concern to our beneficiaries include: - Internally designed questionnaires - Standardized questionnaired - Interviews and discussions - Feedback given by our beneficiaries in an oral and written form.

8 The pink ribbon

Self help group leader: Veronika Žižak

As of 01.03.2002. the SELF-HELP GROUP works with persons suffering from cancer (first of this nature in our town). Since then, the Group grew into the Club of women suffering from breast cancer. Objectives of the group, i.e. the club, are: • assisting persons who suffer from cancer or who are treated for tumors, so that they can remain equal members of the society • raising awareness of maintaining health breasts • raising awareness among citizens about breast cancer • undertaking initiatives to increase the number of devices for breast examinations (mamographs and ultra-sound devices) • advocating for a change of unsatisfactory laws related to breast prosthetics, and the post-surgical treatment of persons suffering from tumors • issuing or supporting issuance of brochures and other promotional materials for education of citizens in the medical sense, with a view to combat breast cancer • organizing educational and promotional events: lectures, round tables, exhibitions and similar. • cooperating with similar associations throughout Bosnia and Herzegovina.

Most persons suffering from cancer are receiving only medical assistance, while their social and psychological needs remain unmet. Major problem is that population is largerly uninformed about the consequences of this particular illness and the possibilities to live with it. Persons with health problems can meet a large part of their needs in the self-help group, which is lead by our member who has a personal experience in combating cancer. A confirmation of friendship and the feeling of belonging to the group is best seen in the following story:

9 Our member N.N. came to the group after a breast surgery and chemo-therapy. Radiation was supposed to be her continued treatment, performed at the Clinic in Sarajevo. Given that it is in most cases hard to find a vacant patient place at the Clinic, most of our patients have to find private accommodation, that they pay for themselves. They then have to go to the Clinic for treatment on a daily basis. Our N.N. did not have the money to fund this, as she lost her job during the war, so she could not continue with her treatment. At that time, our art- therapists came from the Netherlands and learned about this problem. Shortly after they returned to the Netherlands, they sent the money for our N.N. to continue her medical treatment. Today she is an active member of the group. In addition, group members assisted N.N. to exercise her legal right to disability-based retirement benefit, which she could have easily lost, due to rather unregulated field of benefits, where situations such as this one are not ending automatically, on the basis of a rigth.

Results of our work are: • Project proposal is designed for the purchase of a mobile mamograph, and cooperation was established in this respect with the Cantonal Ministry of Health • Four humanitarian exhibitions were organised to raise funds by selling the works created in our creative workshops. All funds are being specifically raised for the purchase of mobile mamograph. • Round table discussion was held on the prevention of breast cancer. Its result was the change of legislative regulation in favor of the oncological patients • The little purple ribbon was promoted (this is an international symbol of combating breast cancer). A well known Bosnian actor Enis Bešlagić supported us in these promotional activities. • We actively participated in the positive change of legislative regulation on the scope of rights of persons with health insurance to use orthopedic aids which are being provided at the Department for Healthcare of Tuzla Canton; • We provided 273 new wigs for oncological patients from Tuzla Canton • We informed the public about the change in the legislation and the possibilities to get a wig for use • We produced an educational brochure on the examination and self-examination of breasts and we distributed several thousand copies • We produced a set of promotional materials (key ring with the little purple ribbon, fliers, pamphlets, etc) • We received a modest donation of breast protesis • We became members of the BiH Union of Associations of persons suffering from or treated for breast tumor • We organised an action symbolically called “The Day of Narcisis” with a view to promote awareness of maintaining healthy breasts. On that occasion, we actively involved prominent public figures in our city. They became oour supporting members.

History

1995 - We opened the Club in Slavinovići area - We supported persons displaced from Srebrenica 1996 - Due to increased interest among women and children, clubs were opened in Simin Han and Solina areas - Evening classes for adults were organised in cooperation with Primary School Simin Han - Training was conducted for club managers - First summer holiday for children was organised in cooperation with the Committee for Basic Rights and Democracy 1997 - Cooperative was founded where women jointly contributed funds and thereby could provide for food parcels at reasonable conditions *330 women in the period of 6 years. - Two play rooms called «Mala sirena» were opened for children aged 3-6 - For the first time a joint prayer was organised for the misssing persons 1998 -First assessment visits were organised to the pre-war places of residence, followed by a so called «Contact Group», whose members were women of different ethnic backgrounds - In cooperation with other NGOs, we initiated organising of peaceful demonstrations, a token of memory for all persons who went missing after the fall of Srebrenica in July 1995. These demonstrations take place each 11 day of each month. - First excursion 1999 - Bosnian Initiative and the Freundeberg Foundation donated a house for the club in Simin Han. In cooperation with UNHCR and OSCE, we were solving some legal problems related to housing and repossession of property. We also organised meetings, inviting representatives of relevant institutions, to provide concrete answers to questions asked by our Association’s members in relation to their concerns. 2000 - Production of seasons greeting cards made of recycled paper 2001 -Photography project «Women of Srebrenica», participation of two women in photo exhibition in Munich, Germany 2002 -A course entitled «Do it yourself» was organised for women, and among other items, toys were produced. Objectives of our work with women One of the main objectives is the continued support to women in the fields of education, exercising of human rigths, motivation to start up citizens' activism, as well as reduction of poverty through job creation.

History

In 1997 UHD „Prijateljice“ begun to implement its project in the schools in Tuzla Canton, with a view to provide support to children and returnees from abroad to absorb knowledge from the curricula. This support included organising additional lectures, so that children who were first enrolled in schools in Europe could go through a transitional period of adjusting to subjects in the so called national group, mathematics and generally the education system in the Federation of BiH. As the two-way return of citizens in Bosnia and Herzegovina to their pre-war places of residendce was intesifying, our project was being adjusted to the beneficiaries' needs. By the year 2000 the project was re-designed in order to support the idea of a uniform education system throughout BiH.

Project objectives

Overall objective: Influence the process of implementation of a uniform education system in Bosnia and Herzegovina.

Specific objectives: 1. Reducing prejudices, accepting differences, reducing aggressiveness among children 2. Building relations between children, parents, teachers and school management in both Entities 3. Forming of the Students' Clubs as legal parts of a school

Results • A network of students from 10 schools established at the level of 2 entities • Partner relations and cooperation established between schools in both entities • Through the „Most“ magazine, students are establishing mutual relations and giving their proposals, as well as proposals of school coordinators. • Re-socialised children prepared to cooperate and to accept a uniform education system in BiH. • Students' clubs which function as independent yet legal parts of schools, and which initiate actions at the school and community level. • Through campaigns, workshops and round table discussions, teaching staff together with students and parents are involved in the education reform process, which contributes to the creation of a unform school system throughout BiH. • Students are initiating eco-actions in schools and are involving other students, thereby building an awareness about protection of environment.

17 A story from one school

In one school, the project »Support to the school system in both Entities» was being implemented by UHD »Prijateljice» since September 2002. Project objective is two-fold, tu support the education reform in Bosnia and Herzegovina, and to facilitate peace education. In line with the objectives, activities are implemented with students aged 11-15, and these activities incluse: weekly meetings, workshops (socialising) with partner schools, joint workshops, training for representatives of students' clubs, joit summer holidays of students from throughout Bosnia and Herzegovina and former Yugoslavia. It was envisages under this Project to include 45 students from each of the eight schools. In this school, given that students are very interested, activities are attended by some 55 – 60 students. Ethnic breakdown of the students in this school has leveled with the pre-war one, i.e. there is an equal number of Serb and Bosniak students. In September 2004, a student XY joined the project activities. She attended 7th grade. She looked forward to each meeting with the members of their big group and the team responsible for project implementation. Honestly, only as children can act, she speaks her mind, she discusses issues, shares her opinion on issues related to non-violent communication, prejudices, tolerance, identity, school problems, etc. She did not pay attention to the name of her school mate with whom she will do the exercises in couples, nor to where she will sit in the bus as we trvel together to Banja Luka, Tuzla or elsewhere. At the end of October 2004 X.Y. was supposed to travel to Tuzla to spend time with students of her age coming from Doboj, Lipnica, Bijeljina, Solina, Simin Han, Zvornik, Tuzla. A written consent of the parents was required for this trip, which is a legal procedure. Unfortunately, the girl's father did not approve this trip. We did not know the reasons and we did not ask X.Y. We respected her parents' decision and shared the sorrow with the XY girl, who continued to attend activities at the school. The time had come for our joint trip to Banja Luka and the father agreed to XY's trip. Afterwards a trip to Tuzla followed. Will XY join the group on this trip, to meet poets from Tuzla and Modriča, to play and to sing with her peers not needing to ask about their names? This time too, the father was deciding on behalf of X.Y. and his decision was the right one, as X.Y. arrived by bus that was driving some 60 students to Tuzla. There were more trips, to Tuzla, Sarajevo and Neum. X.Y. joined every time. We do not know what lead her father to approve her trips, and we did not investigate this, but we know that he learned from his daughter which are the paths that lead to tolerance, reconciliation and relaxing.

Day care center

The project was implemented from 2001 to 2004 Project objectives: Project objectives were designed on the basis of needs of children who were identified as having difficulties to study and demonstrating unwanted forms of behaviour, which was, most likely, a consequence of their living under difficult social and economic circumstances, bad family relations, and living in incomplete families. The children were moved away from streets, they were supported in their personal development. At the same time, their parents were continuously educated. This is one of the forms of organizing and planning children’s free time, as well as professional careing for children who have been left on their own.

18 Overall objectives of the project were: • To move children away from the streets; • To provide support in the children’s development and their parents’ education.

Methodology:

The primary and the only model of work in the first two years was work in groups. All the children were divided into four groups. We worked with each group on a daily basis. Two years later, and during the last one and a half years, we worked in groups and individually. The following methods were used in the group work: • discussion method, • method of creative experessing by drawing, • relaxation methods (relaxation games, phantasizing, etc), • dramatization method – role play, dramatizing of well known fairytales

The method of creative experessing by drawing has helped us to better analyse children’s feelings, fears and trauma. At times a drawing spoke more than words ever could, because children were not used to expressing their emotions freely (some of the themes were: My family, My dream, Me in the rain, Before the war-during the war-present time and future).

19 It is only through a friedly approach, full of mutual confidence and patience, that we managed to build such relations with these children so that they can feel valuable, gain self-confidence and appreciate differences among them.

Results: Modern tools used in our work, which were also interesting to the children, have helped us to achieve good results. We played through learning, and learned through playing.

20 H.H. was born on 25.10.1991.in Zvornik. She currently lives with her grandmother (her father’s mother), because her mother abandoned her when the girl was tour years old. Since then, they had almost no contact, although the mother knows where the girl is. She communicates with her father ocasionally by phone. According to the grandmother, the father is receiving medical treatment in France. On 26.05.2003. the girl’s mother appeared and she was interviewed. From this interview we learned the following: H.H. was born in a hospital from which the baby was taken by the grandmother, who also sent the mother away without any reason. The mother currently lives in Tinja community with a husband and two children. One of the two children is the husband’s child whose previous wife had died during the fall of Srebrenica. They are both unemployed and live in collective accommodation. The mother still does not want the girl, explaining it by her bad economic status. The girl and her grandmother live in the Simin Han area, close to the school. Their accommodation conditions are very bad. They live in a wooden shed, which is humid, they have electricity, but have no water supply or a toilet. The girl attends the Day Care center from the beginning of that project. Her socio- emotional development is inappropriate for her age. Her social functioning does not fit her age chronologically. When she joined the project she did not demonstrate any positive emotions, she always tried to be harsh to others, thereby hiding her fear from rejection (mother abandoned her upon birth). Her anxiety and emotional tension was always visible, and she complained of frequent headaches, the latter being linked to trauma. The girl tends to behave in a violent manner, she has attacks of rage, she physically assaults other children, threatens,... Overall, she demonstrates unsocial behaviour – she teases others and makes jokes about them, causes arguments among others, disrupts others’ activities and work, she is not careful about others, she does not respect other persons’ property, she uses disrespectful language. She reacts badly to criticism, to frustration, seeks too much attention and demonstrates other forms of emotional instability. Her cognitive development is slow. MU is 7-8 years (according to the psychiatrist’s examination). She has difficulties with attention span and listeting to lectures at school. Her syntesis into logical and graphical forms is difficult (MCD). She has an evident concentration and attention disorder. Her results at school are rather bad. The grand-mother who looks after H.H., in the absence of other close relatives, often comes to Kamenica (pre-war place of residence) where she hopes to receive a donation related to her return home. This usually lasts for seven to ten days, and in this period the girl is on her own. She often cries and expresses fear to stay at home alone. In May 2004, the grandmother even refused the required hospitalization of the girl due to a kidney illness. Upon insisting and constant convincing by members of the Day Care center team, the girl was placed in a hospital. Given all the above, we contacted the Centre for Social Welfare, but we never received any concrete assistance. Individual sessions were organised with H.H., with particular focus on developing her more realistic picture of herself, building of her self-confidence, improvement of social and emotional competencies, improvement of concentration abilities, building the skills required to make and maintain friendly relations with others, improvement of her literacy skills, as well as developing of working habits. The girl particularly looks forward to home visits by the volunteer of the JEV program from Germany. Irregular presence of H.H. at the Day Care center has probably reduced the results that could have been achieved in the improvement of her overall condition. The girl’s overall condition is now visibly improved, but she still requires constant pedagogic monitoring. Group leader, Nermina Tursić- professor of pedagogy

21 Support to the pre-school system in relation to inclusion 2005-2006

Implementation of the project «Support to inclusion» begun in February 2005. The project is implemented in partnership with several schools in Tuzla Muni- cipality (primary schools »Simin Han», «Lipnica», »Gornja Tuzla», «Husino»).

Objectives

The project objectives are: • prevention of presence on the streets of children who were born during or after the war, and who are traumatised by the post-war situation and loss of parents; • integration of socially marginalised children into the school system; • success in the communication skills and social behaviour of these marginalised children, reduction of aggressive behaviour and working towards improved concentration; • development of a network of teachers and pedagogists who wish to expand their knowledge in the field of specialised pedagogy, and development of methods for use when working with socially marginalised children; • development of conscience about the special needs of children with specific problems and identification of possibilities to assist such children. • Education and rehabilitation of children who are legging behind in their studying and development.

Targeted groups

Targeted group are children with special needs, both those with physical and mental disturbances in their development and the gifted children, children without parents, displaced children, returnees and in some cases children from minority ethnic groups. The number of children is, on an average, 20 per one school, i.e. a total of between 80 and 85 students. Some 100 parents of children included in this project are also involved. 20 teachers from partner schools have had additional training through seminars on inclusive education.

22 Activities:

In each school we have two groups of students, a junior group from I to IV grade, and a senior group from V to VIII grade. There are 10 students in each group who are involved in this project because of various disturbances/disorders. Primary schools «Gornja Tuzla», «Lipnica» and «Husino» are being visited by a mobile team whose members are three defectologists, while children at the primary school «Simin Han» are coming on a daily basis to the day care centre, where a professor and a defectologist work with them. The mobile team goes to schools once a week and works a full day from 9 to 15 hours. Through this project additional training is also provided for the teaching staff, in the field of work with the children who have developmental difficulties. Teaching staff participate in seminars and consultations are also organised with them. Project activities also include meetings with parents in the form of consultations, discussions, workshops, and home visits. CASE DESCRIPTION

In one partner school, a teacher approached us asking us to talk to the mother of one of the girls who was enrolled in the first grade. The girl appears to have speaking disorder. In the first meeting, N.N. spoke in a way that she was difficult to understand, with many distorsed sounds. The girl was born with a damage to the soft tissue of the upper gums. When she was two, this was solved through a surgery. The girl was diagnosed with rhinolalija, dislalija as she was not subjected to rehabilitation after the surgery. We advised the mother to enroll her daughter in a rehabilitation treatment in one of the specialised institutions (Health Care Centre, University Clinical Centre). The mother noted that she currently cannot afford to take her daughter to receive those treatments, given that transport expenses are high, and they add up onto the daily school expenses. We started working with this girl, and during three treatments we did exercises to activate the operated soft tissue, exercises to teach her how to control and direct the air current. At the end of the month, we begun practicing vocal articulation. Our work with N.N. begun very successfully as she was learning about tones. Following our advice, parents practiced with her at home, pronaunciation mainly. 14 months later, the girl talks in a more understandable manner, and it is easier for her to communicate with her peers. The parents continued with rehabilitation at a medical institution.

Methodology:

Two main types of activities are: • Group work • Individual work. During our work with the children the project team also provided individual treatments.

In addition to individual treatment, workshops are organised for each group of children.

23 The themes planned to be covered are being modified and adapted as required by the chronological age of the groups' members.

Results: • Educated and rehabilitated children, • Developed conscience among children wih special needs about their own abilities and remaining potentials, and overcoming of prejudices among their peers, • Reduced aggressiveness, • Improved communication, school results and socialisation • Teaching staff additionally trained in the field of specialised pedagogy and inclusion, • Teaching staff supported in their direct work with children • Parents educated about the abilities of children with special needs, • Counselling and provision of information to parents, • Knowledge about the family situations/circumstances of each child.

Support to villages of return

This project is being implemented by a mobile team, whose members are: coordinator Azemina Avdić, politologist, and Assistant Blaženka Madža- rević, with the support of the organisation’s management, the heads of women’s and children’s clubs, and staff from other program components.

Background

The idea to start up the “Return Project” originates from the time when the first returns started taking place in the pre-war places of residence (Zvornik, Bratunac, Vlasenica, Srebrenica). Namely, many women from Podrinje fled to Tuzla Canton during the war and the expulsion. By joining “Prijateljice” they received different types of support (humanitarian, psycho-social, counselling). This gave them a feeling of warmth of a home that they had lost, a feeling of protection, care and safety. It also gave them will and strength to face themselves and their problems, and to start overcoming them. Indeed the war had significantly affected them

24 mentally, and their healing process, the re-gaining of lost confidence and self-confidence, lasts still. The first mass returns to homes of origin started in the period 2000-2003. At the initiative of returnee women, many of whom were supported by “Prijateljica” from Tuzla, the project called “Support to villages of return” begun. Its actual implementation started in January 2003, when UHD “Prijateljice”, within its mission, started supporting sustainable return, and returnees in 4 communities in Republika Srpska: Snagovo, Divič, Đulići in Zvornik Municipality, and Atmačići /Janjari in Ugljevik Municipality. As the number of returnees grew, so did the interest in opening of more clubs. As a result, in 2004, clubs were established in 2 more communities in Republika Srpska: Vidakova Njiva and Šetići in Zvornik Municipality. The core of the project is the clubs for women and children, formed in returnee villages, where these persons can benefit from psycho-social, counseling and education support. During the project implementation, cooperation was established with the relevant Ministry for Return, with many NGOs that implemented similar projects of support to returnees, with representatives of local authorities in Republika Srpska, as well as with international organisations.

Targeted groups

To date, almost 500 returnee women of different age groups, and 220 children aged 3-12 benefited from this project.

Project objectives

The overall project objective is economic empowerment of women and motivating women's involvement in local communities, aimed at reduction of poverty and establishment of a democratic society, as well as co-existence and reconciliation among different ethnicities.

Specific objectives

• Support to returnee women and men, and their children, in the process of integration into their return community • Empowering women, through strengthening of self-help capacities, and support to women to overcome the trauma and the difficulties they face when returning • Empowering women in their self-awareness, ability for self-help, as well as support to overcome the trauma caused by the war and the war-related experiences • Organising women's groups in returnee communities • Support to children in their development/reducing negative effects of the conflict • Co-existence and reconciliation among different ethnicities • Strengthening of local communities • Support to sustainable return by job creation • Registration of women's associations

In the first year of project implementation our activities focused more on the psychological strengthening and empowerment of civic groups. In the second year, our activities were directed at economic empowerment. This continued into the third year, however we also focused on organisational and institutional empowerment of women, as a pre-condition for creation of women's associations.

• Regular meeting of women and chilren in their groups, aimed at socialising, counselling and educating through various lectures, workshops and courses. • Sewing course in Divič and Đulići, designed on the basis of women's wishes and needs. It represents one of the income generation or saving options, as women can produce clothing items for their household members. • Establishing of women's associations was initiated in four communities: Vidakova Njiva, Đulići, Snagovo and Atmačići. • Public calls to women of different ethnic backgrounds to join Bosniak women in the clubs and to spend time with each other • Continuous education in the fields of entrepreneurship, small business start up, developing and improving micro-projects and similar • Organizing of excursions and inter-club visits

• Playrooms for children

Children's groups are organised based on their age, i.e. pre-school and school age. They spend time together, make friends, play, do their homework, study peaceful strategies for conflict resolution and behaviour without violence, and they develop tolerance and accept differences.

Methodology

Work in women's clubs and children's play rooms takes place both in groups and individually.

Results

The most significant results are: • Women's Associations (Snagovo, Vidakova Njiva and Atmačići) in the process of registration • Women's Association in Đulići was registered. It is called the „Association for Women's Rights–Anima 2005” • A cooperative was registered in Snagovo • 60 women learned sewing techniques • Income generation of women by realization of micro-projects (green house production of onions, cucumber, tomato) • Partnership was established with other organisations providing additional services to our beneficiaries in the villages of return (Taldi, Bospo, Bosnian Initiative for Local Development, ICRC, Swiss Red Cross, HMD Response, UNHCR Tuzla, Unicef , Legal Aid and Information Center Zvornik). ● Cooperation was established with local representatives, especially with the president of Snagovo local community • Larger number of children enrolled in schools in Republika Srpska. Around 100 children attend school in Republika Srpska.

A story from Divič

During the project implementation, we learned about the very difficult family situation of M.N., our permanent club member in Divic, a mother of a handicapped daughter. We became interested in her case, and spoke to her during our counselling sessions, so as to learn what the problem was and to take action towards supporting her. We learned that MN returned from displacement to her home in Divic in 2002, with her daughter A, her son, daughter in law and two grandchildren. Her husband was killed and his remains were exhumed several years ago from the Glumina mass grave site. When the war ended, N. married another man, hoping to enjoy his suppor and understanding. However, the opposite happened, and he became a burden to her. He died recently as a result of excessive consumption of alcohol. The only source of income in N's family is the invalidity benefit, which she is entitled to because she lost her husband. It amounts to 200 KM, and these funds are the means to support the entire family: son, daughter and two grandchildren live with her in one extended household. Her daughter A has had a severe form of epilepsy since birth, with a high degree of aggressiveness. Based on this, the Commission of Experts responsible for evaluation of abilities and for categorising of persons and youth with difficulies in physical and mental development, has categorised her daughter as serious case of mentally challenged person. As such, she is considered unable to generate income or attend school. While she lived in displacement in T., she was receiving monthly amount of 130 KM from the Social Welfare Centre, which could partly cover the hygiene needs of her disabled daughter. Upon return to her pre-war place of residence she ceased to receive this assistance, because she is now in another entity, where the legal system is different, as well as exercising of rights by returnees. Overwhelmed by various problems that she is facing as a returnee, she did not approach the Republika Srpska's institutions for help, for reasons of fear and lack of confidence. In our work with the women, through education about human rights and gender equality, we tried to provide more information to them, in relation to exercising of their rights, and to direct them to certain institutions, NGOs, or persons in the RS who are influential and competent to solve some of their problems. We established good cooperation with the Legal Aid and Information Centre in Zvornik (LAIC). This resulted in our joint effort to assist the disabled A. In cooperation with LAIC, we sent a request to the Social Welfare Centre in Zvornik, to ensure exercising of right to care and assistance for this person. After a short while, a commission, using the documentation which was provided, passed a positive decision on A's entitlement to care and assistance, given her inability to live an independent life. Our beneficiary was very grateful for the support despite the fact that the amount of aid is very low.

Family is the main pillar of every society, and a woman is each family's main pillar. In the post-war circ- umstances which are new to us all, it is the women that have to bare most of the burden of sustainaing their family, and it is therefore women that need help the most. In an attempt to assist them directly, »Prijateljice» has designed programs for education, employment and self-imployment. Within this effort, we are implementing the Project aimed at reduction of poverty through women's entrepreneurship. This project is being implemented within the Centre for women's entrepreneurship, since 1997. The donor was CORDAID from the Netherlands, and the Center is located in Slavinovići area, I Tuzlanske street number 40, by the main road Tuzla – Bijeljina. To date, the following employment and self-employment programs were implemented: • Sewing unit started to operate in 1996, producing speciaised clothing items, and selling commercial clothing items. 7 members were employed, each being trained to apply her knowledge and to live of her work. • Greenhouse started to operate in 1997 as a place where our members were trained in the field of horticulture, decorative plants and flowers. Positive effects of this project are: enabling a woman to apply her skills upon return to her home of origin, continue with the production of plants, and create better living conditions for herelf and her family members.

Programs which are currently being implemented at the Centre for women's entrepreneurship: • The Center for women's entrepreneurship was created as a result of the need in this town to offer services of cleaning, washing, ironing. It begun to operate in 1997 with three full time and 14 part time employees. Years of work experience with rather limited capacities and modest rented premises, resulted in the achievements which give reason to believe that this activity should be expanded and more persons should be employed. Project objective is job creation for women, facilitating their economic independence and facilitating self-sustainability of this project as a whole.

The centre for women's entrepreneurship offers the following services: • washing and ironing of clothing/textile items • washing of rugs and carpets (manual and automated) • complete car wash • cleaning services • au-pair services • care for elderly and ill persons

Our goal is to enable those who attend the courses to develop their potential and their abilities to the maximum, to enable them to work independently, and to motivate them to look for new opportunities upon completion of courses/training, to generate income for themselves and their families. It has already become a tradition to mark 22 December as the Day of Women's Entrepreneurship. On that day, we present to the general public the Centre's results and we organise an exhibition of the handicraft products of our members. Within this presentation, we will share with you a story of one of the employed members, who works at the Centre for women's entrepreneurship.

«I know that I can never find the right words to say how pleased I am with my job. I am happy, because I feel I enjoy a certain recognition by the society, as I was given a chance to demonstrate my knowledge, honesty and responsibility in my job performance. I am a single mother of two chilren, one in primary school and one a faculty student, and this makes me happy. My children are growing up in an understanding that I, as their mother, am doing my utmost to provide for their education and to ensure that they have the basic conditions for a normal living. I was lucky to start working in this organisation. This job gave me security and inner peace, both materially and mentally, most of all because I work in a healthy environment.
