Abstract Congregationalists were a major presence in the ecclesiastical landscape of Edwardian Hampshire. With a number of churches in the major urban centres of Southampton, Portsmouth and Bournemouth, and places of worship in most market towns and many villages they were much in evidence and their activities received extensive coverage in the local press. Their leaders, both clerical and lay, were often prominent figures in the local community as they sought to give expression to their Evangelical convictions tempered with a strong social conscience. From what they had to say about Congregational leadership, identity, doctrine and relations with the wider world and indeed their relative silence on the issue of gender relations, something of the essence of Edwardian Congregationalism emerges. In their discourses various tensions were to the fore, including those between faith and good works; the spiritual and secular impulses at the heart of the institutional principle; and the conflicting priorities of churches and society at large.

    (c) a financial contribution towards site specific transport contributions for highway improvements in the vicinity of the site in accordance with appropriate SPG to encourage sustainability in travel through the use of alternative modes of transport to the private car; (d) a financial contribution towards strategic transport contributions for highway network improvements in the wider area as set out in the Local Transport Plan and appropriate SPG; (e) a highway condition survey to ensure any damage to the adjacent highway network attributable to the build process is repaired by the developer; and (ii) that the Development Control Manager be authorised to refuse permission should the Section 106 Agreement not be completed by 9th June 2009 (13 week date) on the grounds of failure to secure the provisions of the Section 106 Agreement. REASONS FOR THE DECISION The development is acceptable taking into account the policies and proposals of the Development Plan as set out below. The level of car parking proposed is the maximum permitted by the Local Plan and the proposal would be sympathetic to the character of the area. The proposal has addressed the reasons for refusing application 07/00701/FUL. Other material considerations do not have sufficient weight to justify a refusal of the application. In accordance with Section 38 (6) of the Planning and Compulsory Purchase Act 2004. Planning permission should therefore be granted.     M27 Southampton Junctions improvement scheme Environmental Assessment Report 2018 Environmental Assessment Report for M27 Southampton Junctions 1. Summary This EAR has been undertaken to assess the impacts of the scheme on environmental topics. Due to the stage of works, PCF Stage 2, all technical topics have been considered in the assessment. The assessment has predicted that with the exception landscape and potentially cultural heritage, neither Appraisal Option 1 nor 2 would result in ‘significant’ environmental effects. The ‘significant’ effects associated with landscape are limited to individual views and are as a result of the removal vegetation and the gas holders on the gas works site. The potential ‘significant’ effect associated with cultural heritage is to unknown undisturbed below-ground archaeological remains. The value of these assets (if present) is unknown therefore taking a worst-case scenario the effect pre- mitigation is assumed to be ‘moderate/large’ adverse. However, through undertaking of a detailed desk based assessment and if required intrusive investigations, any impacts to this heritage asset can likely be mitigated and resultant impacts thus might be considered likely to not be significant. (Requirement for intrusive investigations will depend upon the extent of physical works). Noise modelling has been undertaken, this has identified temporary adverse effects from noise and vibration are likely to occur during construction works associated with both Appraisal Option 1 and 2. However, it is recognised that the magnitude of the impact of the identified adverse effects should be reduced through the implementation of a Construction Environmental Management Plan (CEMP) in accordance with best practice measures. The redistribution of the traffic on the network as a result of Appraisal Option 1 will result in the A3024 corridor being expected to manage greater amounts of traffic.

    Southampton’s Mayflower 400 Programme Mayflower 400 in Southampton “Southampton City Council sees the Mayflower anniversary as an opportunity to work with communities to creatively explore self-identity, migration and transmigration, to celebrate the people of the world, such as the Mayflower passengers, who throughout history have come to, or through, Southampton in search of a new life, helping build our enviable reputation as Gateway to the World.” This year marks the 400th anniversary of the Mayflower and her sister ship, The Speedwell, leaving Southampton for the New World. A national compact has been agreed to deliver a year of events to mark the anniversary, with Plymouth appointed the lead for the UK. The programme will link four nations, 12 destinations, and millions of people through a series of arts, heritage, community and sporting events. Southampton’s Mayflower 400 programme is designed to help the City deliver its cultural ambitions through exciting arts projects, creative exploration of the City’s heritage, and engagement with communities and young people. Throughout 2020, there will be numerous arts, community, education and heritage projects that aim to support greater understanding of the Mayflower story, and Southampton’s role in that. The programme will focus on the City’s wider and long history as a place of journeys, migration and sanctuary, with the aim of reconnecting young people and communities to their maritime past, building greater cross-cultural understanding and bringing communities together. Southampton is a vibrant and diverse city with a strong cultural heritage. National evidence shows that when culture is truly part of the mix it contributes to delivering sustainable economic, social, health and wellbeing outcomes to create a resilient and thriving city.
