    COMMITTEE TO PROTECT FREEDOM OF EXPRESSION Armenia’s Economic and Social Problems in the Press Conferences of Political Forces Running for Parliament (According to monitoring results) From February 6 th to April 29 th , 2017, the Committee to Protect Freedom of Expression conducted monitoring of press conferences, held by 9 political parties and alliances running for Parliament on April 2, 2017. According to the list published on February 17 th , 2017, by the Central Electoral Commission, those political forces are: the EXIT Alliance, the Free Democrats Party, the Armenian Revival Party, the Tsarukyan Alliance, the Congress – People’s Party of Armenia Alliance, the Republican Party of Armenia, the Ohanyan – Raffi – Oskanian Alliance, and the Armenian Revolutionary Federation “Dashnaktsutyun”. The study aimed to reveal the share of references to Armenia’s economic and social issues and the solutions proposed to address those issues in the campaign press conferences held by the representatives of political parties. The monitoring activity consisted of 3 stages, each lasting 27 days: the period prior to the official campaign, the official campaign period and the post-campaign stage. Respectively, the first stage lasted from February 6 th to March 4 th , the second was from March 5 th to the 31 st , and the third one extended from April 3 rd to 29 th . A comparative analysis has been conducted on the basis of the data collected in all the 3 stages of monitoring. MONITORING OVERVIEW The press conferences held by political parties and alliances, to be more exact, the fragments of press conferences devoted to economic and social topics, extracted from the speeches of the speakers, served as the object of monitoring.

    Swedish-Armenian-Lithuanian project ‘Support to Armenian authorities to improve active labor market policy’ 1 Gevorg Petrosyan - Minister of Labour and Social Issues A kind and beautiful tradition of European nations is to give a helping hand to young states. With gratitude and happiness we have accepted the willingness of Swedish and Lithuanian coleagues to cooperate and convey their experience to us. The Swedish-Armenian-Lithuanian ‘Support to Armenian authorities to improve active labor market policy’ which started in 1999 was directed to improvement of employment service quality, creation of labor market informational system, investment of strategy on aimed support to the uncompetitive (vulnerable) groups in the labor market, management by objectives, elaboration of strategy on work with mass media and communication. The prolongation of the project in 2005, 2007 and 2008 gave us possibility to provide continuation of activities and bring the most important ones to a happy end. Today the achievements are obvious. In each phase of the project clear assessment of needs, mechanisms of support and definition of priorities have been carried out thus planning activities with certain forecast results. The success of the project was the high professionalism and commitment of experts, the best human qualities and good will, as well as the urge and willingness of Armenian specaialists to learn new things and invest them in work. Our Swedish and Lithuanian colleagues gave us new ideas from the view point of international experience due to which the results are unprecedented. IEOM Preliminary Findings and Conclusions Introduction Following an invitation sent to the European Parliament on 12 January by M.Galust Sahakyan, President of the National Assembly, the Conference of Presidents authorised, on 9 February 2017, the sending of an Election Observation Delegation to observe the general elections in Armenia scheduled for 2 April 2017. Following this decision, political groups appointed seven Members constituting the Delegation: Mr Frank ENGEL (EPP, Luxembourg), Ms. Agnieszka KOSLOWSKA-RJEWICZ (EPP, Poland), Ms. Maria GRAPINI (S&D, Romania), Mr Boris ZALA (S&D, Slovakia), Mr Ryszard CZARNECKI (ECR, Poland), Ms Heidi HAUTALA (Greens, Finland) and Mr Javier NART (ALDE, Spain). Ms HAUTALA was unanimously elected Head of the Delegation at the constituent meeting held on 22 March 2017. The European Parliament Delegation performed the election observation in accordance with the Declaration of Principles of International Election Observation and the Code of Conduct for international election observers. It followed the OSCE/ODIHR's methodology in the evaluation procedure and assessed the election for its compliance with OSCE commitments for democratic elections. Members of the EP Delegation signed the Code of Conduct for Members of the European Parliament Election Observation Delegations, in conformity with the decision of the Conference of Presidents of 13 September 2012. With Armenia being, furthermore, a GSP+ beneficiary country, which is conditional on the effective implementation of a number of international conventions, the EP Delegation duly considered the respect of those of them that would have an electoral dimension, such as the UN International Covenant on Civil and Political Rights (ICCPR).
