Thanks must go in the first instance to the members of the Osmotherley Area Parish Council for their continual help, support and guidance, and for providing most of the funds for organising and printing the Village Design Statement. 1 As chairman, I would like to thank all members of the VDG, past and present, especially Robert Thorniley-Walker (who did most of the technical drafting), Shona Padbury (for organising meetings and taking minutes), David Morris (for talking most of the view photographs), Angela Thomsett (representing the Wild- life Group), Danny Manging (for his building experience), Carole McSorley (for her housing knowledge), Brian Hunter (representing Thimbleby), Tim Swales (for the District and County Council perspective), and Len Cragg (Clerk of the Parish Council, for his help especially with the printing of the VDS). I would like to thank Veda Thompson, Rebecca Wright, Tim and Hannah Wilsdon, James and Esther Thorniley-Walker, Jeff Gardiner and Dominic Lockett for their input, and the many other villagers who attended meetings and consultation exercises or who submitted comments on the draft document. 19 The artists for the various sketches are, I hope, acknowledged where we have 2 been able to attribute the work. The design of the overall document is credited to Lynne Hugill. The National Park Authority has provided continuous assistance, technical help with preparations of maps and a financial contribution for printing. In particular, Sarah Housden, Planning Policy Manager and Edward Freedman, the Conservation Officer, attended many meetings and gave invaluable help and guidance. The professional input from the National Park has enabled the VDS’s Guidelines to be adopted as a Supplementary Planning Document. 12 NOEL COWARD Chairman of the VDG and Osmotherley Area Parish Council March 2011 8 3 Important views and vistas (see maps) 4 Osmotherley and Thimbleby Village Design Statement Osmotherley and Thimbleby Village Design Statement 5 Introduction Introduction OSMOTHERLEY & THIMBLEBY 1.3 How will it be used? the Osmotherley Parish Plan, which Village was published in January 2007 after 1. The variety of slopes and valleys, together with a mixture of woodland, helps the settlements to nestle into the landscape. The two villages have developed very differently, but have much in common b) That document gives Osmotherley as an example of a “nucleated settlement” clustered around the road junction. c) Thimbleby is a good example of a “linear settlement” where houses are arranged along a short stretch of road. d) The character of both villages will be spoilt if major development is allowed beyond the main build areas. 2.2 Housing and Demographics a)

AGENDA ITEM NO: 9 HAMBLETON DISTRICT COUNCIL Report To: Cabinet 19 March 2013 Subject: HIGHWAY ADOPTION WORKS AT NORTHALLERTON AND STOKESLEY All Wards Portfolio Holder for Corporate Services: Councillor Brian Phillips 1.0 PURPOSE AND BACKGROUND: 1.1 To seek additional funding of £83,500 for the completion of highway adoption works at Thurston Road, Northallerton Business Park and Ellerbeck Court, Stokesley Business Park. 1.2 Reports to Cabinet were approved on 20 March 2012 to progress adoption works to bring Thurston Road highway and sewerage together with Ellerbeck Court highway infrastructure up to a standard to enable adoption by North Yorkshire County Council and Yorkshire Water. 1.3 Works have been successfully completed to the Thurston Road sewerage system at a cost of £62,750 and this is now fully adopted by Yorkshire Water. This is some £6,250 below the reported anticipated costs of £69,000. 1.4 The completion of the sewerage adoptions at both business parks has enabled the undertaking of joint inspections with North Yorkshire County Council to determine the extent of works required to complete the highway works. Recommended allocations of £61,000 and £49,000 respectively for Thurston Road and Ellerbeck Court were previously reported. On completion of the inspections and a subsequent meeting to discuss the extent of works the cost of the required works has now increased to £129,950 and £60,000 respectively together with an informed additional NYCC inspection fee of £9,800 for Ellerbeck Court in respect of adoption agreement requirements.

Station Travel Plan Northallerton ____________________________________________________________________________________________________________________________________________________________ TransPennine Express. Station Travel Plan. Northallerton. Version 1.1. Published 31/03/2017. Author: Charlie French, Transport Integration Manager TransPennine Express Station Travel Plans have been produced in line with guidance issued by the Association of Train Operators (ATOC). All information contained within the Station Travel Plan is correct as of the date of publishing. Station Travel Plans will be updated and republished on the anniversary of the publishing date above. Station Travel Plan Northallerton ______________________________________________________________________________________________ Introduction What is a Station Travel Plan? The Department for Transport defines as Station Travel Plan as: ‘A strategy for managing the travel generated by your organisation, with the aim of reducing its environmental impact, typically involving support for walking, cycling, public transport and car sharing’ Over the next two years, TransPennine Express is undertaking Station Travel Plans for the 19 stations where they are currently the Station Facility Owner (SFO). Why Develop a Station Travel Plan? Demand for rail is growing. More people are choosing to travel by rail and demand has risen to its highest point since 1920, and it is set to keep on rising, with predictions that demand will more than double within the next 30 years. This increase means that more and more people are travelling to and from our stations, with cars often being the number one choice for getting to/from the station, either parked up or for drop off/pick up. All of this meaning that car parking and suitable infrastructure for drop off/pick up is becoming a major issue for our customers.

This is reflected by the presence of the major north-south Roman Road, Dere Street, with attendant fortifications at Healam Bridge. This also explains the location of battlefields, such as Myton (1319) and Northallerton (Battle of the Standard, 1138), as invading Scottish armies followed this main route southwards. 2.10 Like much of Yorkshire, the medieval record is particularly strong in Hambleton District, with large numbers of deserted villages, manorial sites, monastic centres and strategically located stone and earthwork castles. However, the dominant architectural styles within the district are Georgian and Victorian.
