It is considered that the existing fencing has the effect of delineating the boundary of a domestic property which fronts onto a principal estate road whilst the narrow verge makes an important landscaping contribution in an area that has developed into a large housing estate. The allowance of this proposal in this location with the type of boundary treatment proposed would create a very stark and harsh barrier that would appear incongruous within the streetscene to the detriment of the character and appearance of the area. The proposal is contrary to the objectives of saved policies G1 and H10 of the adopted Boston Borough Local Plan (1999) which collectively seeks to ensure that developments do not harm the character of the area by virtue of their layout or appearance.
