Oates © 2012 Chad Coates All Rights Reserved iii ABSTRACT Patricia Kubow, Advisor The purpose of this study was to gain insight on why private higher education institutions have flourished as key providers of higher education in Jamaica, how these institutions facilitate access to higher education, and to what extent private higher education institutions contribute to the achievement of Jamaica’s national higher education goals. The researcher also examined the extent to which the neo-liberal framework, which supports the notion of education as a tool for economic development, is appropriate for understanding how higher education is unfolding in Jamaica. Although the neo-liberal principles are evident within the Jamaican higher education system the neo-liberal framework alone is insufficient in providing a full understanding of how private higher education is unfolding in Jamaica. The findings of the study suggest that local private higher education institutions in Jamaica serve to challenge the status quo by making higher education accessible to members of the society who have been previously marginalized and underserved by the public higher education system. Named Santiago, the island remained a possession of Royal anthem: "God Save the Queen" Spain until 1655, when England (later Great Britain) conquered it and renamed it Jamaica. Under British colonial rule Jamaica became a leading sugar exporter, with its plantation economy highly dependent on slaves imported from Africa. The British fully emancipated all slaves in 1838, and many freedmen chose to have subsistence farms rather than to work on plantations. Beginning in the 1840s, the British imported Chinese and Indian indentured labour to work on plantations. The island achieved independence from the United Kingdom on 6 August 1962.[7] With 2.8 million people, Jamaica is the third­most populous Anglophone country in the Americas (after the United States and Canada), and the fourth­most populous country in the Caribbean.

This educational philosophy dates back to the Emancipation Act 1834 when metaphysics and idealism were the dominant paradigms. It was not until 1972 when Michael Manley became Prime Minister of Jamaica that there were any bold steps to reform education in Jamaica or for anyone to articulate that the education system then was for another time, people living in an agrarian economy. It was noted that the students at primary levels at the primary level performed poorly in English Language and Mathematics, which was evidenced in the selection examinations for entry to high and technical schools (Glasgow & Langley, 1989). Thirty-five years later since Michael Manley shifted the education paradigm the statistics are showing that students are failing in the area of English (reading, writing) and Mathematics. The Grade 4 Numeracy test for 2016 revealed that Of the 765 public schools, 764 entered 33,447 students to sit the Test with “approximately 57 percent attaining mastery; some 27.2 percent attaining almost mastery and 15.8 percent non-mastery.

    REPORT BY JAMAICA to the WIPO Standing Committee on the Law of Trademarks Industrial Designs and Geographical Indications (SCT) Cases and case studies relevant to the protection of names of States, and information on our nation branding strategy and related problems encountered in implementation Executive Summary “Who steals my purse steals trash; … But he that filches from me my good name … makes me poor indeed.”1 At present there is no holistic legal protection available to states internationally to stop the unauthorized use of the name of the state in relation to goods or services. The purpose of this Report by Jamaica to the World Intellectual Property Organization (WIPO) is to show how Jamaica has suffered and stands to suffer and lose much more economically in the future if the Government of Jamaica is not enabled and empowered by international trade marks law to prevent the unauthorized use of the name ‘JAMAICA’ in relation to products and services, whether as trade marks, trade names, or domain names. This Report therefore documents for the purposes of the Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications (SCT) the extent of use of Jamaica’s country name in trade marks that are registered by persons or entities which have no association or connection with Jamaica in relation to goods and services which do not originate in Jamaica. This is in response to an invitation issued by the SCT in February 2012 to member states to communicate to the WIPO Secretariat cases and case studies relevant to the protection of names of States, as well as information on any nation branding scheme in which they have engaged, including problems encountered in their implementation.
