    Data Inventory and Analysis Land Use Element Data Inventory and Analysis Land Use Element | Data Inventory and Analysis Purpose The purpose of the Future Land Use Element is the designation of future land use patterns as reflected in the goals, objectives and policies contained in the City of Tavares Comprehensive Plan. It is the foundation of the entire Plan, as it pulls together portions of the other elements and establishes the planning framework which is the foundation for the City’s development through 2040. This Element is comprised of a series of tools that direct future development including: the Future Land Use Map (FLUM), land use designations, and more importantly the overarching, goals, objectives, and policies. The FLUM is a regulatory tool and serves as the basis for the City’s implementing zoning map and land development regulations. The element, along with the other elements of the Comprehensive Plan, provide long-term guidance to elected officials who must make decisions regarding land use, infrastructure, and capital budgeting. As a result, the Future Land Use Element provides the foundation for implementation of the City’s vision for years to come. Existing Land Use Conditions In order to better guide and direct future land uses within the City of Tavares, it is necessary to first gain an understanding of present land use patterns. The existing 2019 land uses were determined by their Florida Department of Revenue Land Use Codes and may not precisely reflect what is ‘on the ground’ but provide insight into the current conditions and development patterns of the City.
