He coordinated USAID’s re-engagement in the Democratic Republic of the Congo (DRC) in 1997 and served there as USAID Mission Director from 2001-2004. He began his work in the Congo in 1979. (2) On 5 February 2015, the Security Council Committee established pursuant to United Nations Security Council Resolution 1533 (2004) concerning the Democratic Republic of the Congo issued an updated list of individuals and entities subject to restrictive measures. (3) Annex I to Regulation (EC) No 1183/2005 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EC) No 1183/2005 is replaced by the text appearing in the Annex to this Regulation. Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union. Between 2007 and 2010 IPIS focussed predominantly on the motives of the most significant remaining armed groups in the DRC in the aftermath of the Congo wars of 1996 and 1998.1 Since 2010 many of these groups have demobilised and several have integrated into the Congolese army (FARDC) and the security situation in the DRC has been slowly stabilising. However, following the November 2011 elections, a chain of events led to the creation of a ‘new’ armed group that called itself “M23”. At first, after being cornered by the FARDC near the Rwandan border, it seemed that the movement would be short-lived. However, over the following two months M23 made a remarkable recovery, took Rutshuru and Goma, and started to show national ambitions. In light of these developments and the renewed risk of large-scale armed conflict in the DRC, the European Network for Central Africa (EURAC) assessed that an accurate understanding of M23’s motives among stakeholders will be crucial for dealing with the current escalation. IPIS volunteered to provide such analysis as a brief update to its ‘mapping conflict motives’ report series. -

USCRI Policy Snapshot DISPLACEMENT IN THE CLIMATE CHANGE ERA JUNE 2020 A situational update on the Democratic Republic of the Congo after volcanic eruption near Goma Daniel Salazar Eruption and Immediate Aftermath On May 22, 2021, Mount Nyiragongo erupted near the densely populated city of Goma, the capital of the North Kivu province in the eastern Democratic Republic of the Congo. Lava flows advanced toward neighborhoods north of the city’s airport.1 Shortly after the volcanic eruption, officials were concerned about displacement to and from Sake, an area northwest of Goma that is prone to cholera outbreaks.2 With cases recorded in Sake before the eruption, officials worried that displacement from the eruption may fuel the spread of cholera into new areas.3 Some roadways were also damaged or cut off from the eruption, affecting humanitarian operations and raising concerns of higher food prices and transport costs. Recent estimates indicate at least 32 people died directly from the eruption-- with 3,629 houses burned and seven schools destroyed from the lava flows.4 In total, the May 27 evacuation of ten neighborhoods of the city of Goma led to the immediate displacement of more than 230,000 people.5 OCHA estimates indicated around 63,000 of these persons were displaced to Sake—and another 53,000 fled to Rwanda.6 An International Organization for Migration estimate put the total number of displaced from the eruption at more than 415,000 people.7 Returns Begin Amid Water, Cholera Concerns DRC Prime Minister Jean-Michel Sama Lukonde Kyenge -

Democratic Republic of Congo • North Kivu Situation Report No. 4 03 August 2012 This report is produced by OCHA in collaboration with humanitarian partners. It was issued by OCHA DRC. It covers the period from 28 July to 03 August 2012. The next report will be issued on or around 10 August. I. HIGHLIGHTS/KEY PR IORITIES • The CERF allocates US$9.9 million to boost humanitarian response to North Kivu crisis. • Around 30,000 IDPs reported to have fled the Kibati area due to FARDC-M23 fighting. • Priority needs in IDP settlements and camps around Goma include access to health care and potable water. II. Situation Overview Since 26 July no clashes have been reported between the RDC - Nord Kivu Armed Forces of the Democratic Republic of the Congo (FARDC) and the M23 in Rutshuru Territory. On 31 July, Orientale the armed group Patriotic Alliance for a Free and Sovereign Congo (APCLS) launched an attack on the Beni FARDC, taking over the city of Kashuga in Masisi Territory. Civilians fled to Mweso and Kitchanga when the fighting Lubero OUGANDA started. On the first of August, the FARDC retook the city. REPUBLIQUE DEMOCRATIQUE Nord Kivu Pendular population movements have also been reported DU CONGO towards Mweso, Busamba, Mpati, Kitchanga and Kanyabayonga elsewhere as a result of a looting spree by armed groups Rutshuru Karambi of 10 villages located north and south-west of Kitchanga. Walikale Kitchanga Rubare Bunagana On 3 August, an armed group attacked the FARDC in Ntamugenga Masisi Nyiragongo Kasindi in Beni Territory. Maniema Goma RWANDA Concerns have been raised in the north-east of Rutshuru Sud Kivu territory over reports of alliances and increased presence 100 Km of the armed group Democratic Forces for the Liberation Sources: ESRI, Europa Technologies, UNCS, RGC, OCHA et partenaires. -

The relocation, which had been on hold due to funding constraints, eased the situation in overcrowded transit centres. -

Dynamics of conflict and forced migration in the Democratic Republic of Congo Credit: Adrian Arbib Experts workshop: report 30 November – 1 December 2010, Oxford Workshop rapporteurs Henning Tamm, University of Oxford Claire Lauterbach, RSC January 2011 Refugee Studies Centre Oxford Department of International Development University of Oxford Dynamics of conflict and forced migration in the Democratic Republic of Congo This report1 provides a summary of the main points raised in both presentations and participant discussions, organised along five inter-related themes that emerged during the workshop. Each section in the report presents some avenues for consideration in developing innovative solutions to the issues raised. The workshop brought together practitioners, academics, and policymakers from the DRC and beyond with the following goals: • To consider the relation between forced population displacements both within and outside the DRC, the prolonged presence of armed groups, the return of the displaced, and the continuation of conflict; • To explore the effects of international intervention on the protection of civilians and whether humanitarian responses encompass a thorough analysis of displacement patterns; and • To find innovative durable solutions to displacement and conflict that can be developed and supported through local, national, regional, and international approaches. Day One focused on conflict, displacement, the return of populations, and the interaction between armed actors and civilians. Day Two explored various solutions to end the vicious cycle of violence, including sexual and gender-based violence (SGBV) and displacement. The workshop was held under the Chatham House Rule of non-attribution, as the objective was to provide a forum in which participants could freely share their views and experience. -

It covers the period from 21 to 27 July 2012. The next report will be issued on or around 3 August. I. HIGHLIGHTS/KEY PRIORITIES • Civilians are paying a heavy price for this week’s increase in violence in Rutshuru • Population movements continue, including towards Kibati, Katale and Goma • 60,000 children may be out of school in September as schools are looted or damaged II. Situation Overview The past week in North Kivu was marked by further escalation of the violence in Rutshuru territory where a RDC - Nord Kivu string of armed clashes prompted new population movements. Fighting broke out in Rutshuru on 24 July Orientale between the Armed Forces of the Democratic Republic of Congo (FARDC) and the M23- a group of FARDC Beni breakaway soldiers- causing civilians to flee mainly towards Kibati area and other towns such as Katale and Lubero OUGANDA Goma. Some 24 hours later, the M23 seized control of REPUBLIQUE DEMOCRATIQUE Nord Kivu Kiwanja and Rutshuru. DU CONGO Kanyabayonga The situation continues to be volatile after a month marked Rutshuru Karambi by armed clashes, including in Rutshuru on 6 July. On 17 Walikale Kitchanga Rubare Bunagana July the Raia-Mutomboki armed group clashed with the Ntamugenga Masisi Nyiragongo FARDC and seized control of Walikale, forcing some 70 Maniema Goma United Nations and NGO workers to temporarily relocate RWANDA to Goma. The sampling strategy was developed by an expert on complex sample design in conflict situations, and requires careful explanation for the reader to understand the population to which the final statistics presented in the manuscript refer. These supplementary materials first present the sampling plan in detail, then the method by which weights were developed for the estimates. Next, some details as to how PTSD and MDD criteria were defined for the study are outlined.
