MEETING AGENDA INGLEWOOD COMMUNITY BOARD Tuesday 23 August 2016 at 1.30pm Inglewood Library & Service Centre Chairperson: Mr Phillip Rowe Members: Mrs Jenny Bunn Mr Donald McIntyre Mr Kevin Rowan Cr Marie Pearce INGLEWOOD COMMUNITY BOARD TUESDAY 23 AUGUST 2016 Community Boards Role of community boards (s52 Local Government Act 2002) a) represent, and act as an advocate for, the interests of its community; and b) consider and report on matters referred by the council and other matters of interest c) maintain an overview of services provided by the council within the community; and d) prepare an annual submission to the council for expenditure within the community; e) communicate with community organisations and special interest groups within the community; and f) undertake any other responsibilities that are delegated to it by the territorial authority. Addressing the community board Members of the public have an opportunity to address a community board during the public forum section or as a deputation. A public forum section of up to 30 minutes precedes all community board meetings. Each speaker during the public forum section of a meeting may speak for up to 10 minutes. In the case of a group a maximum of 20 minutes will be allowed. A request to make a deputation should be made to the secretariat within two working days before the meeting. The chairperson will decide whether your deputation is accepted. The chairperson may approve a shorter notice period. No more than four members of a deputation may address a meeting. A limit of 10 minutes is placed on a speaker making a presentation. In the case of a group a maximum of 20 minutes will be allowed. Purpose of Local Government The reports contained in this agenda address the requirements of the Local Government Act 2002 in relation to decision making. Unless otherwise stated, the recommended option outlined in each report meets the purpose of local government and: • Will help meet the current and future needs of communities for good-quality local infrastructure, local public services, and performance of regulatory functions in a way that is most cost-effective for households and businesses; • Would not alter significantly the intended level of service provision for any significant activity undertaken by or on behalf of the Council, or transfer the ownership or control of a strategic asset to or from the Council. B ITEMS FOR RECOMMENDATION TO COUNCIL B1 ROADSAFE TARANAKI SHARED SERVICE INFORMATION REPORT The purpose of this report is to update the Council on the role, structure and activities of Roadsafe Taranaki who deliver the Regional Road Safety Programme, and outline the Memorandum of Understanding entered into as a shared service on behalf of the three district councils. B2 AGE FRIENDLY DISTRICT UPDATE REPORT This report is to provide an update on the progress of Council pursuing registration with the World Health Organisation, to become an Age Friendly District. B3 TSB COMMUNITY TRUST FUNDING APPLICATIONS The purpose of this report is to inform the Council of the projects that have been invited by the TSB Community Trust, through the Expressions of Interest process, to be submitted for full applications for funding. B4 PROPOSED SPEED LIMIT CHANGES The matter for consideration by the Council is to reduce the speed limit on sections of road within the New Plymouth District. RECOMMENDATION That, having considered all matters raised in the report, the report be noted. SIGNIFICANCE AND ENGAGEMENT This report is provided for information purposes only, and has been assessed as being of some importance. DISCUSSION Roadsafe Taranaki is a road safety education programme delivered in Taranaki to address regional road safety issues and involve the community in behaviour change efforts. Programme activities are determined against regional and district priorities, based on New Zealand Transport Agency information and local crash data. Any activities, events, promotion or education must fit with the Government’s Safer Journeys Strategy. A range of programme and projects are delivered focused on the identified priorities for Taranaki, which are: young drivers; intersections; fatigue; distraction; speed; motorcyclists and rural roads. The programme has been running in some form for 17 years. Territorial authorities within the Taranaki region deliver the road safety education programme through a joint management group, called Roadsafe Taranaki. Roadsafe Taranaki has members from each councils engineering and community development/partnership teams. The Roadsafe Taranaki team is supported by a road safety advisory group representing other stakeholders, with input into the development and delivery of plans and initiatives. Administration for Roadsafe Taranaki sits with South Taranaki District Council. Appendix A outlines the operating structure for the initiative. Funding for the Roadsafe Taranaki programme is $250,000, and is primarily funded from New Zealand Transport Authority funding at 61% or $152,000. The balance of funds is contributed from New Plymouth, South Taranaki and Stratford District Council, on a proportion of population size ($58,500, $29,250 and $9,750 respectively). Inglewood Community Board Tuesday 23 August 2016 2 ITEM B1 ITEM FOR RECOMMENDATION Currently Roadsafe Taranaki has entered the second year of a three year contract with NZTA. The programme, guided by the Safer Journeys strategy, continues to be delivered. Recently the Roadsafe Taranaki management group has reviewed and revised the programme delivery strategy, and also made changes to update and refresh the Memorandum of Understanding (MOU) around the road safety education activity. The MOU has been strengthened and introduced sections on: • Appointments to Management Group • Clarify and amend role of Management Group • Confirm funding proportion for each Council • Introduce review, termination and dispute resolution clauses The updated MOU has been signed by Council CEO’s under delegated authority, and is attached as Appendix B. FINANCIAL AND RESOURCING IMPLICATIONS New Plymouth District Council makes a financial contribution of $58,500 per annum, funded from Community Road Safety Programme operational budget. Funding is budgeted through the Long Term Plan and there are no financial implications. IMPLICATIONS ASSESSMENT This report confirms that the matter concerned has no particular implications and has been dealt with in accordance with the Local Government Act 2002. Specifically: • Council staff have delegated authority for any decisions made; • Council staff have identified and assessed all reasonably practicable options for addressing the matter and considered the views and preferences of any interested or affected persons (including Māori), in proportion to the significance of the matter; • Any decisions made will help meet the current and future needs of communities for good-quality local infrastructure, local public services, and performance of regulatory functions in a way that is most cost-effective for households and businesses; • Unless stated above, any decisions made can be addressed through current funding under the Long-Term Plan and Annual Plan; • Any decisions made are consistent with the Council's plans and policies; and • No decisions have been made that would alter significantly the intended level of service provision for any significant activity undertaken by or on behalf of the Council, or would transfer the ownership or control of a strategic asset to or from the Council.
